HomeMy WebLinkAbout2023.06.12 RESO 2023-14 Plans, Specs, Bids for TH61 & 159th RESOLUTION NO.2023-14 A RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS TH 61 & 159TH STREET RECONSTRUCTION WHEREAS,The City has collaboratively worked with the development team for the Shores of Oneka Lake regarding access to TH 61. The developer is responsible for costs associated with the construction of the roundabout and have prepared pans that are currently in the final review stages with the Minnesota Department of Transportation. MNDOT does not allow a developer to lead a project of this nature on their highway system coupled with the successful Local Partnership Program Grant the City received for this project totaling $710,000 that requires this to be a City led project. The City will be required to publicly bid the project. The development agreement for this project outlines cost responsibilities indicating the development is responsible for all costs excluding the $710,000 grant received from MNDOT. Staff is recommending approval of the plans and specifications and Authorizing the advertisement for bids. The project is intended to be completed this construction season NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF HUGO: 1. Such plans and specifications, a copy of which is on file at City Hall, are hereby approved. 2. The City Clerk shall prepare and cause to be inserted in the official City newspaper and the Finance and Commerce an advertisement for bids upon the making of such improvement under such approved plans and specifications. 3. The advertisement shall be published in each of said publications at least once not less than three (3)weeks before the date set for opening bids, shall specify the work to be done, and shall state that bids will be received on-line through QuestCDN vBidTM until the date and time set for opening bids. Immediately following expiration of the time for receiving bids, representatives of the City of Hugo will publicly view at an online bid opening meeting. Any bidder whose responsibility is questioned during consideration of the bid will be given an opportunity to address the Council on the issue of responsibility. No bids will be considered unless accompanied by a bid security in an amount of 5 percent of the bidder's maximum bid price.
