The 1/2 mile wood chip trail fell in disrepair due to several exceptionally rainy years and the drainage issues in and around the park. As part of the their annual goals, the Parks Commission set out to master plan the park in 2018. SHIP Grant Received A $15,000 grant was received from Washington County through the Statewide Health Improvement Program for active living enhancement. The funding was used to evaluate the wetlands, gather input from the community, and develop a master plan document. Community Engaged in Master Planning With the grant funding, additional outreach to the community was possible. The Open House held on June 26, 2018 was well attended. Residents were highly engaged on an online forum called Social Pinpoint which allowed them to “pin” comments on the plans. Three concept plans were presented at the August 15 Parks Commission meeting for public review. A preferred master plan was pre- sented at the September 19 meeting and recommended for approval. The City Council approved the Clearwater Creek Preserve Master Plan at their October 15 meeting. ANNUAL REPORT OF THE PARKS, RECREATION, AND OPEN SPACE COMMISSION 2018 Recreation Programs Partnership Programs The City of Hugo continued its partnerships in providing recreation programs with the Forest Lake YMCA, Washington County Libraries, area School Districts, and more. Programs included:  3 Movie Nights at Oneka Elementary  Park Play Days  2 Tech Tac Toe Classes  Family Concert/ Emergency Vehicle Show  Z Juggling Rosenchnoz Show  Climb Theater presents “The Mousical” Show  3 Fridays with Firefighters  The “Snow Princesses” Storytime  Monthly Preschool Storytimes  Walking Memory Cafes  Festival Halloween Event Sponsor  Dementia Friends Partner  Hugo Good Neighbor Days Golden Spike Sponsor Special Events The city of Hugo also hosts or assists with several special events for all ages throughout the year.  April 28 Kid “N Biz  September 22 Tour de Hugo  Sept 28 Movie Night at Hanifl Fields Athletic Park Neighborhood Parks Improved At the February meeting, the Parks Commission allocated funding to make improvements and updates to a few neighborhood parks. Frog Hollow Park saw extensive land- scaping changes as the grown shrubs were removed at the front and back of the playground. The park also received a new bench, picnic table, and trash cans. At Arbre Park, the basketball court was resurfaced and a small repairs and upgrades were made to the play- ground. At Val Jean, the tennis court was resurfaced and the benches were replaced. New Court Surfacing at Arbre Park Snow Princess Party on November 3, 2018 Oneka Lake Boulevard Road Improvements With the annual road reconstruction project of 2018, consideration was given to pedestrians and bicyclists. A mill and overlay reclamation project was completed on Oneka Lake Boulevard and Harrow Avenue. The pavement on the rural roadway was widened as far as allowable to create a space for bikers and pedestrians. Alternate Commission Seat Added An Alternate Commis- sioner position was creat- ed to serve on the Parks, Recreation and Open Space Commission. This volunteer would step in when there is a Commis- sioner absence. The Alternate will participate in discussions and stay informed on the work of the Commission but vote only in absence of a reg- ularly appointed Commis- sioner. Other Hugo Com- missions also designated Alternates. Irish Avenue Park A planning exercise was conducted to look at the range of opportunities for future development. New Playground at Lions Park Lions Park Playground Replaced At their meeting of May 16, the Parks Commission made the decision to replace the playground at Lions Park. The previous playground had been in place for nearly 20 years and was no longer fully functional. $100,000 was allocated for the replacement. At the meeting of June 20, the Commission heard playground design proposals from four different playground vendors. Residents had been invited to the meeting to share their opinions of the playground designs. Each of the designs were well received and it was a difficult decision for the Commission. St. Croix Recreation was selected to complete the project. The Burke Equipment that was presented included a substantial structure for 2-5 year olds, unique climbing nets, play house, and a large bank of swings. This is the first playground in Hugo to feature a fabric sun shade. Upon resident request, the slides and plat- forms were increased in height on the 5-12 year old structure. Hugo Public Works made improvements to the area including a new concrete playground boundary, grading/ gravel work, removal of the deteriorated park sign and a damaged tree. A grand opening was held on October 17 to celebrate the replacement of the play- ground. It included 177 single family residential lots and 10 Outlots located north of Oneka Parkway and 159 th Street. The Com- mission had previously provided feedback on the concept plan for the develop- ment at their November 15, 2017 meeting. The dedication of the 43 acre “Outlot J” was approved. The developer was required to construct the trails to the open space property. The Preserve on Sunset Lake At the May 16 meeting, the Commission reviewed a sketch plan of 12 residential lots on 125 acres on the south-west side of Sunset Lake. The Commission provided feedback to the developer, Cheldon Frank. At their October 17 meeting, the Preliminary Plat and Planned Unit Development (PUD) was presented. The developer proposed park dedication of .93 acres adjacent to the city-owned prop- erty on Sunset Lake and for the remaining fee to be waived.
