Staff recommends Council approve the Claims Roster as presented.
G.2 Approve Resignation of Accounting Clerk Amber Lozier and Advertisement for the
Position
Amber was hired in February 2015 to work on the City’s Laserfiche project. In 2018, Amber
became the City’s full-time Finance and Public Works Administrative Assistant and in 2021, she
was appointed as the new Accounting Clerk. Amber has accepted a job as an accounting clerk
for the City of Stacy and has submitted her letter of resignation. Staff recommends Council
approve the letter of resignation from Accounting Clerk Amber Lozier effective November 22,
2023, and approve the advertisement for a new accounting clerk.
G.3 Approve Midyear Performance Review for Public Works Mechanic Steve Garcia
Steve Garcia was hired by the City as a full-time mechanic in June of 2022. Since his hiring,
Steve has proven his abilities as a highly skilled mechanic and has taken the role very
professional He is directly heading up the task of implementing a vehicle and equipment
maintenance tracking software project and has also recently completed a parts room inventory
and identified many parts that are unnecessary for us to keep in stock. These two tasks are
crucial to the efficiency of the mechanic’s shop. Steve is a valuable member of the department
and well respected by the staff. Staff has completed a performance review for Steve and it has
been placed in his personnel file. The mechanic position is considered a leadership position and
is aligned as so in the current Public Works flow chart. Current pay for the position is a pay
grade 5 with a personal tools stipend of $140 per pay period. Staff is recommending the removal
of the personal tools stipend and reassigning the position to a pay grade 6 which aligns with the
Lead Worker positions. As mentioned above, the mechanics position is very important to the
department and carries extra responsibilities that are not associated with the general Public
Works Worker positions. Staff is requesting City Council approval to reassign the Public Works
Mechanic position to pay grade 6 with the removal of the personal tool stipend and place Steve
Garcia at step 5 on January 1, 2024.
G.4 Approve Hiring of Miguel Souffront as Public Works Worker
Public Works staff recently held interviews to fill a position that became vacant in
September. Staff was very pleased with the quality of the applicants and we are happy to
recommend the hiring of Miguel Souffront to fill the vacant position of Public Works
Worker. Miguel comes to us with years of experience as a truck driver and landscape laborer
and also nine years of military service. Miguel will be a great asset to the City’s Public Works
Department. If approved, Miguel would begin work on Monday, December 4, 2023. Staff
recommends Council approval to hire Miguel Souffront as a Public Works Worker.
G.5 Approval of Hiring Richard Fox as Utility Lead Worker
At their February 6, 2023 meeting, the City Council approved the job description for a Public
Works Utility Lead Worker and directed staff to search for a candidate to fill the position. After
a lengthy search, staff is please to recommend Richard Fox as the Utility Lead Worker. Richard
has a municipal utility worker background from the City of Woodbury as well as building
maintenance experience with a private company. Staff recommends the City Council approve
the hiring of Richard Fox as Utility Lead Worker.
G. 6 Approve Letter of Support for Otter Lake Road Project
The City of Lino Lakes has retained WSB to complete the final plans for phase 1 of the Otter
Lake Road project. This will extend from its current terminus to its intersection with 24th
Avenue (Elmcrest) north of Heritage Parkway. The City of Lino Lakes is currently seeking
funding through the Local Road Improvement Program (LRIP) for the project. Lino Lakes is
requesting the City of Hugo provide a letter of support for the application. Staff recommends
Council approve the letter of support for the Otter Lake Road Extension Project.
G.7 Approve Reduction in Letter of Credit for The Shores of Oneka Lake 2nd
The Shores of Oneka Lake 2nd Addition has had substantial work completed to date and M/I
Homes of Minneapolis/St. Paul, LLC. is requesting a reduction in the letter of credit. The current
letter of credit for The Shores of Oneka Lake 2nd Addition is in the amount of $672,515. Staff
has inspected the work completed to date and recommends Council approve the reduction in the
letter of credit to $147,644 based on the value of work remaining to be completed.
G.8 Approve Reduction in Letter of Credit for Rice Lake Reserve 3rd Addition
The Rice Lake Reserve 3rd Addition has had substantial work completed to date and M/I Homes
of Minneapolis/St. Paul, LLC. is requesting a reduction in the letter of credit. The current letter
of credit for the Rice Lake Reserve 3rd Addition is in the amount of $1,583,045. Staff has
inspected the work completed to date and recommends Council approve the reduction in the
letter of credit to $170,532 based on the value of work remaining to be completed.
G.9 Approve Release of Cash Escrow for Hugo Gardens
The Hugo Gardens Project is complete and the punch-list has been completed and accepted by
City staff. Hugo Garden Apartments, LLC. is requesting the release in the Cash Escrow and final
acceptance of the project. Staff has inspected the work completed to date and recommends
Council approve the release in cash escrow for the Hugo Gardens (Jack Pine Place) Apartments
and accept the improvements.
G.10 Approve Release of the Letter of Credit and Cash Escrow for Oneka Place 3rd, 4th
and 5th Additions
CPDC-Pratt-Oakwood, Limited Liability Partnership has requested the City release their letter of
credit and cash escrow for the Oneka Place 3rd, 4th and 5th Additions. The one-year warranty
period has expired, city staff has inspected the work and recommends the release of the letter of
credit and cash escrow being held for the constructed improvements for Oneka Place 3rd, 4th and
5th Additions.
H.1 Public Hearing on 125th Street and Dellwood Ridge Neighborhood Street
Improvement Project
On July 10, 2023, City Council authorized the preparation of a feasibility study for 2024 125th
Street and Dellwood Ridge Neighborhood Street Improvement Project. City Council accepted
the competed study at the October 16, 2023, City Council meeting and called for a Public
Hearing to be held on November 20, 2023. The 2024 125th Street and Dellwood Ridge
Neighborhood Street Improvement Project consists of roadway reclamation and paving of 125th
Street, and complete roadway reconstruction and storm improvements in the Dellwood Ridge
Neighborhood area. Staff recommends Council approve the resolution ordering the project and
authorizing the preparation of plans and specifications for the 2024 125th Street and Dellwood
Ridge Neighborhood Street Improvement Project.
J.1 Discussion on PFAS
The city has received documents concerning a Class Action Lawsuit with 3M, Dupont, and
others related to a Class Action Settlement concerning PFAS in public drinking water supplies.
City Attorney Dave Snyder will discuss options for the City at this time on whether to participate
in the Class Action Settlement.
M.1 Schedule White Bear Lake Hearing for Monday, December 11, 2023
On Monday, December 11, 2023, the City of Hugo is scheduled to testify at the evidentiary
hearing on the White Bear Lake Lawsuit. Staff recommends Council schedule this as a meeting
if they wish to attend.
M.2 Schedule Public Engagement Session on Met Council’s Governance on Thursday,
December 14, 2023
Council has been invited to attend a Public Engagement Session to provide feedback on the
Metropolitan Council’s decisions and actions. The Session will be held at the Lake Elmo City
Center on December 14, 2023, from noon to 2 p.m. Staff recommends Council schedule a
meeting to attend the Public Engagement Session.

Approve Annual Performance Review for Public Works Worker Kraig Pettee
Kraig Pettee was hired as a Public Works Worker starting November 12, 2018. Kraig had
worked the three previous summers as a seasonal worker. Adoption of the Consent Agenda
approved the annual performance review of Public Works Worker Kraig Pettee.
Approve Donation from the Hugo American Legion to the Hugo Fire Department
The Hugo American Legion had requested to donate $1,000 to the Hugo Fire Department from
pull-tab proceeds for equipment and training. All donations to the Fire Department needed to be
approved by the Council. Adoption of the Consent Agenda approved the donation of $1,000 to
the Hugo Fire Department.
Approve Snowmobile Trail Applications for Hugo Snowmobile Club and Rice Creek Trail
Association
The Hugo Snowmobile Club and the Rice Creek Trail Association had submitted their respective
Snowmobile Trail Applications for the 2023-2024 snow season. According to the submitted
applications, Hugo trails would remain the same as last year. Adoption of the Consent Agenda
approved the Snowmobile Trail Applications for the Hugo Snowmobile Club and the Rice Creek
Trail Association.
Approve Renewal of Conditional Use Permit (CUP) for Property Located at 5777 165th
Street North – NCT Holdings LLC
Property located at 5777 165th Street North had a CUP to operate a land clearing business.
Condition 1 of the permit stated that it was subjected to renewal every 24 months. Staff inspected
the property on October 2, 2023, and noted that the applicant was conducting the same operation
on the property but the intensity of the use over the last several years had declined. Staff was not
aware of any violations of the existing CUP and had not received any complaints about the use
on the property. Staff found that the property was in compliance with the CUP. Adoption of the
Consent Agenda approved the renewal of the CUP.
Approve Renewal of Conditional Use Permit (CUP) for Property Located at 5885 165th
Street North – ME6 Family Limited Partnership
Property located at 5885-165th Street North had a CUP to operate an environmental clean-up
business, garden center, and landscaping supply business. On April 15, 2000, the City Council
approved the CUP for the environmental clean-up business which included vehicle repair
facilities, cold storage, exterior storage of vehicles and equipment, and company offices. One of

the conditions of approval was that the CUP be reviewed and renewed after an initial two-year
period, with a four-year review and renewal period thereafter. Staff had inspected the property on
October 2, 2023, and observed that the property was being well maintained and meeting the
conditions outlined in their CUP. Staff was not aware of any complaints or issues related to the
operation of the CUP. Staff found that the property was in compliance with the CUP. Adoption
of the Consent Agenda approved the renewal of the CUP.
Approve Pay Request No. 3 to Arnt Construction for 159th Street Improvement Project
Arnt Construction Company had submitted Pay Request No. 3 in the amount of $711,022.55 for
work certified through November 1, 2023, on the TH61/159th Street Roundabout Improvement
Project. Substantial work had been completed on the project. Adoption of the Consent Agenda
approved payment to Arnt Construction Company in the amount of $711,022.55.
Approve Final Pay Request No. 7 to A-1 Excavating for the 121st Street/Acres of Bald
Eagle Project
A-1 Excavating, Inc. had submitted Pay Request No. 7 in the amount of $4,741.94 for work
certified through November 1, 2023, on the 121st Street/Acres of Bald Eagle Project. The punch-
list had been completed, and this was the final pay application for the project. Adoption of the
Consent Agenda approved payment to A-1 Excavating, Inc. in the amount of $4,741.94.
Approve Final Pay Request No. 10 to Peterson Companies for Lions Park and Downtown
Street Improvement Project
Peterson Companies, Inc. had submitted Pay Request No. 10 in the amount of $164,067.33 for
all work certified on the 2021 Downtown Improvement/Lions Park Project. The punch-list had
been completed, and this was the final pay application for the project. Adoption of the Consent
Agenda approved payment to Peterson Companies, Inc. in the amount of $164,067.33 and
formally accepted the project.
Approve Release of the Letter of Credit for TH61/159th Street Roundabout Project
M/I Homes of Minneapolis/St. Paul LLC had provided the City with cash escrow to fund the
construction of the TH61/159th Street roundabout replacing the LOC with the City. Adoption of
the Consent Agenda approved the release of the letter of credit being held in the amount of
$2,488,274 to M/I Homes of Minneapolis/St Paul LLC and for the cash escrow to be used to pay
the Contractor for the construction of the new roundabout.
Approve Reduction in Letter of Credit for Oneka Prairie
The Shores of Oneka Prairie Project had significant work completed to date, and Southwind
Holdings, LLC. had requested a reduction in the letter of credit. The current letter of credit for
the Oneka Prairie Project was in the amount of $3,941,595. Staff had inspected the work
completed to date and recommended approval. Adoption of the Consent Agenda approved the
reduction in the letter of credit to $2,213,413 based on the value of work remaining to be
completed.

Approve Resolutions Approving Variance and Encroachment Agreement for 12033
Everton Avenue
The applicants, Hunter and Brayanna Smith, had requested to construct a 1,200 square foot
accessory building. The requested variance was to allow for the proposed accessory building and
existing shed on the 0.86-acre property to have a rear yard setback of 10 feet, where 30 feet was
required by ordinance. There was a 60-foot-wide City owned right-of-way to the east of the
applicants’ property. The applicants had requested an encroachment agreement to allow for an
existing fence to remain within the right-of-way until such time that approved improvements
were made within the right-of-way. The Senior Engineering Technician had reviewed the
location of the fence and was comfortable with the request. Adoption of the Consent Agenda
approved RESOLUTION 2023-38 APPROVING A VARIANCE FROM THE REAR AND
SIDE YARD REQUIREMENTS FOR PROPERTY LOCATED AT 12033 EVERTON
AVENUE NORTH, and RESOLUTION 2023-39 APPROVING AN ENCROACHMENT
AGREEMENT TO ALLOW A FENCE LOCATED WITHIN RIGHT-OF-WAY TO THE EAST
OF PROPERTY LOCATED AT 12033 EVERTON AVENUE NORTH.
Approve Resolution Adopting the Washington County All-Hazard Mitigation Plan
In 2006, Washington County’s Board of Commissioners adopted the Washington County All Hazard
Mitigation Plan which identified the hazards faced in the county, certain vulnerabilities to these
hazards, and mitigation strategies for the future. The 2018 Washington County Hazard
Mitigation Plan expired on November 22, 2023. Review of this plan by the State of Minnesota
Division of Homeland Security and Emergency Management and final approval by the Federal
Emergency Management Agency (FEMA) would make Washington County and the
municipalities that adopt this plan eligible for three Federal funding sources: Flood Mitigation
Assistance (FMA), Building Resilient Infrastructure and Communities (BRIC), and Hazard
Mitigation Grant Program (HMGP) project funds. Washington County Commissioners had
adopted the All-Hazard Mitigation Plan and signed the resolution on Tuesday, October 24. Each
city and town must adopt resolutions approving the plan by November 22, 2023, in order to
maintain eligibility to apply for and/or receive FEMA grant funding. Adoption of the Consent
Agenda approved RESOLUTION 2023-40 ADOPTING THE WASHINGTON COUNTY
ALL-HAZARD MITIGATION PLAN.
Schedule Community Meeting on Glacial Hills Regional Plan on Wednesday, November 15,
2023
Washington County will host a community meeting to gather public input on the Glacial Hills
Regional Trail Master Plan. The meeting was to take place on Wednesday, November 15, 2023,
from 4:30 – 6:30 in the Oneka Room.

Subject: Mid-Year Performance Review for Steven Garcia
Steve Garcia was hired by the City as a full time mechanic in June of 2022. Since his hiring, Steve
has proven his abilities as a highly skilled mechanic and has taken the role very professional He is
directly heading up the task of implementing a vehicle and equipment maintenance tracking software
project and has also recently completed a parts room inventory and identified many parts that are
unnecessary for us to keep in stock. These two tasks are crucial to the efficiency of the mechanics
shop. Steve is a valuable member of the department and well respected by the staff. I have
completed a performance review for Steve and it has been placed in his personnel file.
The mechanic position is considered a leadership position and is aligned as so in the current Public
Works flow chart (see attached). Current pay for the position is a pay grade 5 with a personal tools
stipend of $140 per pay period. I am recommending the removal of the personal tools stipend and
reassigning the position to a pay grade 6 which aligns with the Lead Worker positions. As I
mentioned above, the mechanics position is very important to the department and carries extra
responsibilities that are not associated with the general Public Works Worker positions.
I am requesting City Council approval to reassign the Public Works Mechanic position to pay grade 6
with the removal of the personal tool stipend and place Steve Garcia at step 5 for 2024.
Please place this topic on the November 20th Council agenda for their consideration.

Public Works staff recently held interviews to fill a position that became vacant in September. Staff
was very pleased with the quality of the applicants and we are happy to recommend the hiring of
Miguel Souffront to fill the vacant position of Public Works Worker. Miguel comes to us with years of
experience as a truck driver and landscape laborer and also nine years of military service. Miguel
will be a great asset to the City’s Public Works Department. If approved, Miguel would begin work on
Monday, December 4, 2023.

The City Council, at their February 6, 2023 meeting, approved the job description for a Public Works
Utility Lead Worker and directed staff to search for a candidate to fill the position. After a lengthy
search, staff is please to recommend Richard Fox as the Utility Lead Worker. Richard has a
municipal utility worker background from the City of Woodbury as well as building maintenance
experience with a private company.
I am recommending Richard Fox for the position of Public Works Utility Lead Worker.

At its Nov 20 meeting, the Hugo City Council voted to approve a letter of support for City of Lino Lakes
2023 application for Local Road Improvement Program Funds for the Otter Lake Road Extension Project.
The extension, situated between Anoka County State Aid Highway (CSAH) 14/Main St and 24th Ave
N/Elmcrest Ave, will address the present limitations of the adjacent north‐south roadways on the east
side of I‐35E, which do not serve regional trips. The project will extend the current frontage road system
parallel to I‐35E, serving longer trips and providing access across CSAH 14/Main St. Once completed, the
project will enhance regional connectivity for residential areas of Hugo northeast of the project area.
This project not only addresses transportation challenges but also aligns with our shared long‐term
vision for the Minnesota Technology Corridor and various regional economic development initiatives. It
will serve future commercial and industrial developments in this area and is poised to bring benefits not
only to the residents of Lino Lakes but also to those residing in Hugo, spanning across Anoka and
Washington counties.
I am committed to supporting initiatives that foster economic growth and community development in
our region. This project marks a significant leap forward in advancing our long‐term economic
development goals. I am confident that the extension of Otter Lake Road will be a catalyst for economic
growth while effectively meeting future transportation needs.

A RESOLUTION ORDERING THE PROJECT AND
AUTHORIZING THE PREPARATION OF PLANS AND SPECIFICATIONS FOR
THE 2024 125th STREET AND DELLWOOD RIDGE NEIGHBORHOOD
STREET IMPROVEMENT PROJECT
WHEREAS, pursuant to resolution of the Council adopted July 10, 2023, a report was
prepared by WSB, with reference to the improvement of 125th Street and the Dellwood
Ridge neighborhood (Upper Heather Avenue North and Heather Avenue North); and
WHEREAS, the following improvements are proposed:
• Complete road reconstruction for Upper Heather Avenue North and Heather
Avenue North
• Roadway reclamation and overlay on 125th Street North; and
WHEREAS, the City intends to assess benefited properties for a portion of the
aforementioned improvements, pursuant to Minnesota Statutes, Chapter 429, and
WHEREAS, the City Council has received and accepted the feasibility report prepared
by the City Engineer on October 16, 2023, for the 2024 125th Street and Dellwood Ridge
Neighborhood Street Improvement Project; and
WHEREAS, a resolution of the City Council adopted on the October 16, 2023, fixed a
date for the Council public hearing on the proposed improvements; and
WHEREAS, ten days' mailed notice and two weeks' published notice in advance of said
public hearing was given and the hearing was held thereon on the November 20, 2023, at
which time all persons desiring to be heard were given an opportunity to be heard
thereon.
NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
HUGO:
1. Such improvement is necessary, cost-effective, and feasible as detailed in the
feasibility report for the 2024 125th Street and Dellwood Ridge Neighborhood
Street Improvement Project.
2. Such improvement is hereby ordered as proposed in this Council resolution
adopted November 20, 2023.
3. The improvements described in the notice of public hearing and the feasibility
report are hereby designated and shall be known as the 2024 125th Street and
Dellwood Ridge Neighborhood Street Improvement Project.
4. The City Council shall authorize WSB to prepare plans and specifications of said
improvements.

5. The City Council shall let the contract for all or part of the work for said
improvements or order all or part of the work done by day labor or otherwise as
authorized by Minnesota Statutes, Section 429.041, Subdivision 2 within one
year of the date of this Resolution ordering said improvements.
This resolution was adopted by the City Council of the City of Hugo on the 20th day of
November 2023, by a vote of Ayes and Nays.

I am a member of the bi-partisan Metropolitan Governance Task Force (MGTF)
established by the Minnesota legislature which is charged with examining the role and
actions of the Metropolitan Council and crafting necessary legislative improvements
during the next session. The MGTF has elected to hold several Public Engagement
Sessions.
Both Commissioner Karla Bigham (also a MGTF member) and myself are delighted to
relay that one of the Public Engagement Sessions will be held at the Lake Elmo City
Center on December 14th from noon to 2 PM.
The MGTF is interested in hearing from city and township leaders as part of its process
of gaining information and understanding with the intent to have Mayors provide short
feedback on the impact of Metropolitan Council decisions and actions, both positive and
negative. The general public should also have the opportunity to provide feedback.
