Call to Order
Mayor Weidt called the meeting to order at 7:00 p.m.

Approve Minutes for the July 24, 2023, City Council Meeting
Klein made motion, Strub seconded, to approve the minutes for the City Council meeting held on
July 24, 2023, as presented.
All Ayes. Motion carried.
Approve Minutes for the August 1, 2023 National Night Out
Miron made motion, Klein seconded, to approve the minutes for the City Council meeting held
on August 1, 2023, as presented.
All Ayes. Motion carried.
Approval of Agenda
Weidt made motion, Klein seconded, to approve the agenda as presented.
All Ayes. Motion carried.
MPRA Award of Excellence-Presented by Stephanie Schutta
Stephanie Schutta, Shoreview Recreation Program Supervisor and representative of the MRPA
Awards Committee, explained the MRPA Awards of Excellence Program recognizes agencies or
organizations in Minnesota for outstanding achievements and strives to increase public
awareness and appreciation of the excellent parks, trails, and recreation services available in
Minnesota. An awards committee, representing a cross-section of association members from
across the state, scores selected projects annually. Only the top-scoring nominations are selected
to receive Award of Excellence recognition. She announced the City of Hugo had been
recognized with an Award of Excellence by the Minnesota Recreation and Park Association for
reconstruction of Lions Volunteer Park and the Peder Pedersen Pavilion. Stephanie presented

the Award of Excellence to the City of Hugo, which was accepted by Parks Planner Shayla
Denaway.
Council thanked everyone on staff that helped make it happen and specifically recognized Shayla
for the work she did on the project saying it is a cornerstone of the community and worth every
dollar invested.
Shayla informed Council the first musical event would be on Friday, August 11, 2023, from 3-5
p.m. featuring the Jollypops. Jollypops is a free family-oriented musical act sponsored in
partnership with Washington Council Library and paid for with Legacy dollars.

Adoption of the Consent Agenda approved the Claims Roster as presented.
Approve Annual Performance Review for Public Works Supervisor Mike Loeffler
Mike Loeffler was hired as a Maintenance Worker for the City of Hugo’s Public Works
Department on August 5, 2002. On October 17, 2011, Mike was promoted to be the Public
Works Lead Worker, then promoted to Public Works Supervisor. Adoption of the Consent
Agenda approved the annual performance review for Public Works Supervisor Mike Loeffler.
Approve Annual Performance Review for Public Works Director Scott Anderson
Scott Anderson was hired by the City of Hugo on August 11, 2003 as a Senior Engineering
Technician, and on August 5, 2008, Scott was promoted as the City’s Public Works Director.
Adoption of the Consent Agenda approved the annual performance review for Public Works
Director Scott Anderson.

Approve Annual Performance Review for Public Works Worker Jeff Maas
Public Works Worker Jeff Maas was hired by the City of Hugo on July 24, 2006. Adoption of
the Consent Agenda approved the annual performance review for Public Works Worker Jeff
Maas.
Approve Annual Performance Review for Public Works Worker Matt Klein
Public Works Worker Matt Klein was hired by the City of Hugo on August 27, 2012. Adoption
of the Consent Agenda approved the annual performance review for Public Works Worker Matt
Klein.
Approve Resignation of Firefighter Brandon Raschick
Council approved the hiring of Brandon Raschick as a firefighter on the Hugo Fire Department
on December 6, 2021. Brandon had submitted his letter of resignation. Adoption of the Consent
Agenda approved the resignation of Brandon Raschick effective July 31, 2023.
Approve Resignation of Rick Gregoire as Engineer on the Fire Department
Rick Gregoire joined the Hugo Fire Department in 2013 and was promoted as an engineer on the
department. Rick had submitted his request to resign as engineer and remain on the department
as a regular firefighter. Adoption of the Consent Agenda approved the resignation of Rick
Gregoire as engineer on the Hugo Fire Department.
Approve Special Event Permit for Hugo Feed Mill 100th Anniversary Event
Steve Marier had applied for a Special Event Permit to hold an event to celebrate the 100th
Anniversary of the Hugo Feed Mill, located at 5566 146th Street North. Free food will be
available along with door prizes, vendor booths, and a bounce house. The request included
closing the portion of 146th Street south of their parking lot. A Special Event Permit was
required for the use of the streets, and Council approval of the permit was necessary because
there was expected to be 200 people in attendance over the course of the weekend. Adoption of
the Consent Agenda approved the Special Event Permit for the Hugo Feed Mill 100th
Anniversary Event.
Approve Termination Interim Ordinance on Solar Energy Systems
At its meeting on Jun 12, 2023, Council approved an extension of the moratorium on solar
energy systems to allow more time to work on revisions to the ordinance. Council approved an
ordinance on July 24, 2023, that amended specific uses and performance standards as it related to
solar farms. Adoption of the Consent Agenda approved the termination of ORDINANCE 2023-
526, AN INTERIM ORDINANCE EXTENDING A TEMPORARY MORATORIUM ON NEW
DEVELOPMENT OF SOLAR FARM SOLAR ENERGY SYSTEMS AND DIRECTING A
STUDY TO BE CONDUCTED.

Approve Resolution Approving an Encroachment Agreement for 6109 Goodview Trail
Court North
Joshua and Jamie Wiggins had requested an encroachment agreement to allow construction of a
fence within a drainage and utility easement on property located at 6109 Goodview Trail Court
North. The Senior Engineering Technician had reviewed the location of the fence and was
comfortable with the request. Adoption of the Consent Agenda approved RESOLUTION 2023-
23 APPROVING AN ENCROACHMENT AGREEMENT TO ALLOW CONSTRUCTION OF
A FENCE WITHIN A DRAINAGE AND UTILITY EASEMENT ON THE PROPERTY
LOCATED AT 6109 GOODVIEW TRAIL COURT NORTH.
Update on National Night Out
Council attended National Night Out events on Tuesday, August 1, 2023, and provided an
update. There were 14 neighborhood events on the list, but due to rain many were cancelled or
delayed. The Council was able to attend only four of the events.
