Minutes for the Planning Commission Meeting of Thursday, March 10, 2022 <br /> <br />Chair Kleissler called the meeting to order at 7:00 pm. <br /> <br />PRESENT: Derr, Kleissler, Lessard, Petty. <br />ABSENT: Fry, Mulvihill <br /> <br />STAFF: Rachel Juba, Community Development Director <br />Emily Weber, Community Development Assistant <br /> <br />Pledge of Allegiance. <br /> <br />Approval of Minutes for the Planning Commission Meeting of December 16, 2021 <br /> <br />Commissioner Petty made a motion, seconded by Commissioner Derr to approve minutes for the <br />meeting of December 16, 2021. <br /> <br />Ayes: Derr, Kleissler, Petty. <br />Abstained: Lessard. <br /> <br />Motion carried. <br /> <br />Public Hearing: Charles and Marykay Haas – Zoning amendment request to rezone from the <br />Agricultural Zoning District to the Long Term Agricultural Zoning District for the property located at <br />15500 Keystone Avenue North. <br /> <br />Staff provided a background on the property and request. The property is 79.41 acres and is zoned and <br />guided as agricultural. The site consists of an existing single family home with one accessory structure <br />on it. The rest of the property is a mix of wetland and natural vegetation. The applicant is requesting to <br />rezone their property in order to be considered for the MN Agricultural Land Preservation Program. <br />The MN Agricultural Land Preservation Program preserves agricultural land and provides tax relief for <br />agricultural/conservation land. Staff used criteria outlined in the City Code to analyze the request and <br />relayed the findings to the Planning Commission. Staff found that the application meets the criteria <br />necessary for approval and recommended approval of the request. <br /> <br />Chair Kleissler opened the public hearing at 7:06pm. No one came forward. <br /> <br />Chair Kleissler closed the public hearing at 7:07pm. <br /> <br />Commissioner Derr made a motion to approve the request from Charles and Marykay Haas to rezone <br />from the Agricultural Zoning District to the Long Term Agricultural Zoning District for the property <br />located at 15500 Keystone Avenue North. Seconded by Commissioner Lessard. <br /> <br />All ayes. Motion carried.
