HomeMy WebLinkAboutPC 03.10.22Minutes for the Planning Commission Meeting of Thursday, March 10, 2022 Chair Kleissler called the meeting to order at 7:00 pm. PRESENT: Derr, Kleissler, Lessard, Petty. ABSENT: Fry, Mulvihill STAFF: Rachel Juba, Community Development Director Emily Weber, Community Development Assistant Pledge of Allegiance. Approval of Minutes for the Planning Commission Meeting of December 16, 2021 Commissioner Petty made a motion, seconded by Commissioner Derr to approve minutes for the meeting of December 16, 2021. Ayes: Derr, Kleissler, Petty. Abstained: Lessard. Motion carried. Public Hearing: Charles and Marykay Haas – Zoning amendment request to rezone from the Agricultural Zoning District to the Long Term Agricultural Zoning District for the property located at 15500 Keystone Avenue North. Staff provided a background on the property and request. The property is 79.41 acres and is zoned and guided as agricultural. The site consists of an existing single family home with one accessory structure on it. The rest of the property is a mix of wetland and natural vegetation. The applicant is requesting to rezone their property in order to be considered for the MN Agricultural Land Preservation Program. The MN Agricultural Land Preservation Program preserves agricultural land and provides tax relief for agricultural/conservation land. Staff used criteria outlined in the City Code to analyze the request and relayed the findings to the Planning Commission. Staff found that the application meets the criteria necessary for approval and recommended approval of the request. Chair Kleissler opened the public hearing at 7:06pm. No one came forward. Chair Kleissler closed the public hearing at 7:07pm. Commissioner Derr made a motion to approve the request from Charles and Marykay Haas to rezone from the Agricultural Zoning District to the Long Term Agricultural Zoning District for the property located at 15500 Keystone Avenue North. Seconded by Commissioner Lessard. All ayes. Motion carried. March 10, 2022 PC Minutes Page 2 New Business: Discussion on letter of interest and appoint Vice Chair to the Planning Commission Staff stated there is an opening for the Vice Chair position on the Planning Commission and that Commissioner Derr provided a letter of interest. Commissioner Lessard nominated Commissioner Derr as the Vice Chair, agreed upon by the other commissioners. The recommendation will be on the City Council agenda of March 21, 2022.
