PLEASE SEE THE ATTACHED MINUTES. Introduction to Parks Lead Worker The City Council, at their February 6, 2023 meeting, approved a job description for a Public Works Parks Lead Worker and gave authorization to hold interviews and select an internal candidate to fill the position. AT the Council meeting of April 3, the Council approved Rick Kieffer as the Parks Lead Worker. Staff will introduce Kieffer. THE PUBLIC WORKS ORGANIZATIONAL CHART IS ATTACHED. Neighborhood Park Improvement Plan The Parks Commission approved $90,000 for Neighborhood Park Upgrades in their Capital Improvement Plan. Annually, staff evaluates the City’s Parks and proposes needed improvements. This year, staff is recommending that the exterior of the shelter at Hanifl Fields Athletic Park be painted and stained at a cost of $14,000. Staff is recommending that the remaining funds be allocated to concrete repairs at Victor Square Park. Staff will present a plan for neighborhood park improvements for discussion. AN ESTIMATE FROM W.R. BAXLEY IS ATTACHED. Updates on ongoing projects Updates on multiple ongoing projects will be provided. Staff has continued research on pylon park signs and potential vendors for the Park Sign Replacement Plan. WSB and Associates are working on the Bernin Park master plan rendering. A draft prospectus has been prepared for TEP review for the North Star Wetland Bank. Staff has been approached by the Commander of the Hugo American Legion regarding a memorial in Lions Volunteer Park. Staff will provide updates. THE DRAFT PROSPECTUS IS ATTACHED. Update on North Star Wetland Bank Shayla Denaway, Parks Planner updated on the North Star wetland bank. Assessments were conducted through October 2022, with hydrology monitoring wells indicating that the wetlands are partially or fully drained. The vegetation assessment indicated was low quality vegetation with mostly nonnative invasive species. Blocking ditches and preventing drainage could restore the wetland hydrology. A draft prospectus is being prepared to be submitted to the Technical Evaluation Panel. Permits and approvals could take up to two years. The wetland banking project is estimated at $970,000. Trail construction cost are estimated at $1,700,000. – $2,000,000. City Council directed staff at the February 6, 2023 meeting to start discussions with White Bear Lake Area Schools on drafting an agreement regarding the land. Bernin Property Master Plan Denaway presented the master plan approved by the Parks Commission in 2004 for the Bernin property at 6540 Green Avenue North. The purchase agreement stipulates the land shall be used for passive park purposes only. The master plan included: picnic shelter, walking/biking trails, fishing pier, benches, car parking lot, evergreen stand, restoring the Oak Savannah trees, fishing dock, preservation of the ice ridge and wetlands. The master plan also included the playground and active improvements that were constructed (Onkea Lake Park). The DNR grant funding for the purchase of the property had requirements: Protect the natural/scenic resources, keep it safe for public use, manage vegetation, make it available to the public following standard park hours, and seek state approval on any improvements to the property. City Staff was directed to contact Washington Conservation District and also start discussion with the DNR on the long term vision for their boat launch. Staff also anticipated engaging neighbors to start planning and a community workshop. Scott Anderson, Public Works Director updated on the property that ground work is needed at the former home site and that there are wells that need to be sealed. 4. Motion approved. 2. Bernin Property Master Plan Shayla Denaway, Parks Planner reviewed the Bernin Property Master Plan and discussed current considerations regarding the Master Plan. Denaway suggested that commissioners may want revisit trail surfacing, and pointed out that the playground area has changed since the Master Plan was approved. Denaway presented the proposal from WSB & Associates, Inc to update the master plan maps and renderings. Next steps were presented to the Commission for their consideration, including Council approval and public engagement plan, workshop to be held in June 2023, park naming, construction plan drafts in 2024, and construction in 2025. Denaway clarified where trail connections would be. Moore-Arcand asked if residents were expressing any concerns about the current plan. Denaway reported talking with a few neighbors, but that concerns have been minimal as most of them new about the previously approved plan. Page 2 of 3 Parks Commission Minutes February 15, 2023 Rauschendorfer brought up the naming of the park, and questioned what issues might arise out of that process. Denaway discussed the plan to engage with the public, DNR and Bernin family. Denaway confirmed naming will be discussed after public engagement. Rauschendorfer reminded the Commission that the naming policy has not been used by the City Council. Commissioners discussed how to move forward with naming the park. Tennyson suggested removing the naming discussion from the plan, and presenting the Master Plan to the public with the name Bernin Park. Rauschendorfer asked if Oneka Lake Park would be merged the Bernin property, and Denaway clarified the differences in rules of use between passive and active parks, and suggested that if the commission would like to merge the parks, they would have to make both parks either passive or active. Tennyson made a motion, Rauschendorfer seconded to approve the WSB & Associates, Inc proposal and next steps. All ayes. Motion approved. 3. Park Sign Replacement Plan Denaway presented pictures of current park signs and discussed the condition of current park signage, stating that eight (8) park signs need replacement. Denaway then presented the City’s sign ordinance (Sec 90- 625) and restrictions held within the sign ordinance. Public property signage does not need permitting, but approval from Council is required. Denaway then presented various signage options, including pylon, monument style and alternatives to pylon and monument signage, with pictures of the standard and non-standard signage being used in other city parks. Denaway discussed common communication needs for each of the Parks, mentioning that messaging needs are not high in most of the City’s parks. She suggested a phased approach to replacement. Denaway then presented the commission’s options for a sign replacement plan. These include working with a vendor that offers standard, predesigned signage or requesting proposals from firms that offer custom signage. Commissioners discussed advantages and disadvantages of both options, including the simplicity of using standard signage, and the custom signage coming with integrated landscaping designs. Tennyson suggested utilizing a uniform signage design for all parks but in a variety of sizes. St. Pierre and Tennyson suggested using a timeless design versus a modern or trendy design. St. Pierre mentioned the need to keep in mind the goal of the signage, which is to inform the public of the information they need to know about the park. Moore-Arcand mentioned the possibility of including biographical information on the signage of family-named parks. St. Pierre mentioned that detailed signage would need more maintenance to ensure that the information is not lost by fading and weathering. St. Pierre suggested placing QR codes on signage that would lead park users to informational pages on the City website. Page 3 of 3 Parks Commission Minutes February 15, 2023 Commissioners discussed advantages and disadvantages of the different styles of signage. Commissioners prefer the metal pylon style because of cost benefits and lower maintenance needs. Commissioners also prefer a consistent design throughout all park signage that utilizes updated City logos and natural coloring. Tennyson made a motion, Moore-Arcand seconded to implement a park sign replacement plan utilizing proposals from custom sign vendors with design services. All ayes. Motion approved. 4. Recreation Program Update Denaway updated the commission on the upcoming recreation programs being offered by and throughout the City. YMCA will be offering summer programs again this year, including Park Play Days, and has requested funding again this year. Washington County Library will be implementing programming outside of County facilities, with a performance by the Jolly Pops planned at the Peder Pedersen Pavilion. Kidz N Biz will be held in September again this year. Planning for that event is in process. Denaway presented an update on the Sledding Party turnout. 5. Other Scott Anderson, Public Works Director, informed the Commission of the reorganization of the Public Works Department. There is now a position of Parks Lead Worker. Anderson informed that new Parks Lead Worker will be introduced to Commissioners when that position has been filled. 6. For example, wetland restoration projects should estimate the site’s historical wetland location and type and describe when and how drainage has affected these wetlands. The site is located in Hugo, MN along Hwy 61 at the North Star Elementary School (Figure 1, Appendix A). Historic conditions of the site are shown in aerial photographs dating back to 1938. The land plat map from 1847 also depicts most of the SW1/4 of Section 17 as wetland. Historic aerial photographs identify that the site hydrology has been altered by drainage and conversion to cropland or rangeland since at least 1938 (Appendix B). Ditches were in place at this time in an attempt to create more tillable agricultural land. In the 1938 and 1947 aerials, much of the surrounding landscape shows saturated soils and uncropped portions of wetland, especially on land to the north of the site. Based on these characteristics and the information from the original 1847 plat map, the extent of the historic wetland appears to be larger than the proposed easement area and was likely a marsh or wooded swamp consistent with uncropped wetland areas visible to the north of the site in 1938 and 1947. Alterations to the site prior to 1938 included construction of an east-west ditch, with an inlet from a stream east of Hwy 61 and an outlet into Judicial Ditch 3 (also DNR PWI unnamed stream No. M-059-008-005-002) on the southwest part of the property. This ditch bisects the historic wetland on this site. Three perpendicular, lateral ditches were constructed north-south, and two other east-west ditches were present in early photographs on the south end of the property. The alteration of hydrology on the site has allowed for cropping and or haying use of the northern part of the site in past years. Vegetation throughout the property has been disturbed and altered by haying and or cropping in the drained portions of the wetland throughout the years. In the 1938 aerial, the northern portion of the site was used for cropping and the southern portion of the site was hayed or left fallow due to what appears to be a shrub carr wetland. By 1953, the southern portion of the site exhibits more vegetation clearing. The soil survey (Figure 4, Appendix A) identifies nearly all hydric soils within the proposed easement boundary. A majority of the site is mapped as Seelyeville muck which has a drainage class of very poorly drained with an organic parent material. Other dominant soil types within the site are Bluffton loam and Isanti loamy find sand. Both are described as very poorly drained soils. Bluffton loam is associated with depressional areas on moraines and Isanti loamy fine sand is associated with outwash plains. Soils that are mapped within the proposed site (historic wetland area) are hydric and conducive to supporting wetland conditions if hydrology is restored. Current Conditions: Describe your site’s current condition and land use, identify important site features (e.g. ditches, tile, borrow sites, building sites, utilities, etc.), and show these features on Figure 2. Land use nearby to the site is primarily residential, however all the parcel lines are buffered with a non- residential land use. To the west are stormwater ponds associated with Waters Edge South development, to the north is wetland and upland forested area, to the east is Hwy 61, and the southern parcel line is a cemetery. The North Star Elementary School is located immediately to the northeast with stormwater ponds adjacent to the wetland. The northern two thirds of the site are fallow with the last notable agricultural use appearing in the late 90s. Figure 2, Appendix A depicts the existing drainage features on and near the site. Water inputs at a crossing under Hwy 61 along the east edge into a linear ditch. The ditches through the wetland are present. The three north- south ditches have an approximate slope grade of 0.15%. The eastern-most north-south ditch is approximately 8 feet wide and 13 inches deep, and the central north-south ditch is approximately 20 feet wide with currently unknown depth due to frozen conditions. The central east-west ditch includes a 10-foot drop in elevation from Draft Prospectus Document Page 3 07/07/2020 east to west of approximately 918 down to 908, slope grades are approximately 0.50%. This ditch is wide and shallow with an approximate width of 3-4 feet and a depth of 5 inches near the inlet. Near the ditch intersections this east-west ditch may get up to 3 feet deep depending on wet conditions. Water generally flows from the north part of the site to the south (to the east-west ditch) where it is then directed to the west. Water at the central and southern portions of the site flow to the west. Rice Creek Watershed District (RCWD) floodplain, FEMA floodplain, and FEMA floodway are all mapped within the site. Judicial Ditch 3 (JD 3) is present along the western boundary of the parcel and is also a DNR Public Watercourse (PWI No. M-059-008-005-002). There are a few easements (drainage and utility) nearby or within the property. The easement for JD 3 runs along the western property boundary. Adjacent to JD 3 is also a utility easement for a Metropolitan Council sewer line. There is also a powerline in the upper northwest corner and north side of the property with an approximately easement width of 60 ft. A few stormwater inputs into the wetland were encountered from surrounding infrastructure along the southeast. No apparent drainage easements were found for the inputs, but further investigation is needed during the next project phase. An open water area near the inlet at Hwy 61 appears to be a constructed stormwater pond, but the City and MnDOT do not have records of a BMP at this location. A vegetation meander survey was conducted during the 2022 growing season and documented a mostly monotypic plant community consisting mostly of invasive species like reed canary grass mixed with a few native sedges, grasses, and shrubs such as wool grass and red osier dogwood (Appendix C). Much of the area north of the east-west ditch is dominated by native sedges and shrubs. A wooded area at the south end of the site has both native and invasive/nuisance woody trees. Hydrology monitoring wells were installed in eight locations from July 2022 through October 2022 and did not show hydrology for 14 consecutive days or more within 12 inches of the soil surface. The antecedent precipitation for this site was considered normal, however the U.S. Drought Monitor showed that Minnesota experienced a drought during the 2022 growing season. At most well locations, the maximum elevation of the water table was about two feet below the ground surface, with water elevations closer to the ground surface near the east-west ditch. Results from hydrology monitoring, review of historic aerial photos, and soil survey information indicate hydraulic alteration due to the existing ditch system and or subsurface tile drainage. Drain tiles may be present within the site given the past agricultural use. A tile investigation will need to be conducted during the prospectus phase. Partial or full drainage of the wetland from alterations to site hydrology have created ideal growing conditions for invasive monotypic vegetation. The City has established the project’s restoration and rehabilitation goals from the results of the initial hydrology monitoring and vegetation survey. Photos of the existing conditions are included in Appendix D. Existing Wetlands: Describe any existing wetlands on your site, the wetland vegetation present, and any alterations to the wetland. Show the existing wetlands and important features on Figure 2. Several level 2 wetland delineations have been completed in portions of the property. Level 2 delineation was completed at: • the western boundary and northwest corner by WSB in 2021. • the southwest part of the site near the cemetery by WSB in 2020. • A level 1 boundary was completed for the remainder of the site in association with the delineation from 2021. Draft Prospectus Document Page 4 07/07/2020 Wetland boundaries are shown on Figure 2, Appendix A. Much of the site is existing, partially drained wetland. There are small areas of upland at the far north and south ends of the site. Project Plans Thoroughly describe actions you will undertake to restore, enhance, or create wetland on your site. Support this narrative with a simple drawing or sketch showing where these actions will occur (Figure 3). For projects that preserve and protect existing high-quality wetlands, review the BWSR/Corps joint “Guidance on Evaluating Potential Wetland Preservation Sites …” and briefly describe how your proposal could satisfy eligibility requirements in the guidance. This document is available on BWSR and Corps websites. Figures 3a and 3b, Appendix A display two options for hydraulic wetland restoration. The goal of this project is to restore the historic hydrology of the currently drained historic wetland community, manage invasive vegetation monocultures, and establish native vegetation in perpetuity. Figure 3a, Appendix A shows Option 1, where the wetland hydrology would be restored by constructing 2-3 ditch plugs in the western and central north-south lateral ditches. Ditch plugs consist of clay core trenches compacted with construction-grade clay topped with topsoil and vegetation. Ditch plugs are keyed into the banks to prevent water from moving around them at high flows. One ditch plug would be constructed at the intersection of the eastern lateral ditch and the east-west main ditch channel. 2-3 plugs would also be constructed in the southern ditch. An outlet control structure (OCS) with a set elevation would be installed at the southwestern edge of the parcel where the ditch connects to JD 3. Figure 3b, Appendix A shows Option 2. The western and central north-south lateral ditches would be filled. One ditch plug would be constructed at the intersection of the eastern lateral ditch and the east-west main ditch channel. One ditch plug would be constructed at the western extent of the south ditch. An OCS with a set elevation would be installed at the southwestern edge of the parcel where the ditch connects to JD 3. A number of steps must be completed prior to selecting once of these options. Topographic survey, hydraulic assessment, easement encumbrance review, subsurface drainage assessment, and soil investigation. As part of the hydraulic assessment a topographic survey will be completed in addition to subsurface tile review and a soil investigation to determine if sandy subsoils are present below the organic soils on site. Hydrology modelling will be utilized (in the prospectus phase) to determine existing conditions that include the scope and effect from JD 3 on the wetland, as well as proposed conditions to determine where the ditch plugs can be placed without causing adverse effects to upstream or downstream properties. Modeling data will be used to design the ditch plug placement and the runout elevation at the OCS. The project will restore historic hydrology to the site creating saturated conditions that are undesirable for invasive species such as reed canary grass. Vegetation management will include a site-wide herbicide application on invasives in the spring. Selected tree removal will also occur at this time in the wooded areas of the site to eliminate invasive and nuisance trees. Another site-wide herbicide application would be completed during the late summer followed by either a controlled burn or mowing in the fall. The site would be seeded with native vegetation in the fall and supplemental plantings of trees and shrubs would be installed in the wooded areas. Site construction would occur in late fall or winter following initial vegetation management to increase the amount of water on the site and to create less desirable growing conditions for reed canary grass to reestablish. Post construction, the city would continue vegetation management (herbicide applications, burn/mow, supplemental seeding, etc.) in perpetuity to maintain the quality of the wetland bank. Bank performance standards and a vegetation management plan will be developed during future phases of this project. The native vegetative Draft Prospectus Document Page 5 07/07/2020 communities to be established in the wetland bank include shallow marsh, wet meadow, shrub carr (existing), and upland buffer. In both options, the City in partnership with the school district would like to utilize the wetland bank as an Environmental Learning Center by including trails through the wetland bank. These trails would allow the elementary school kids access to outdoor learning opportunities. There is discussion about the trails being constructed on an upland berm or as boardwalk, but the City would like to discuss options with the TEP and IRT during the prospectus phase of this project. Locations of potential trails are shown on the Figures 3a and 3b in Appendix A. The proposed wetland bank site is a part of a larger historic wetland that extends to the north into an area surrounded by residential development. Hydrology modelling will be conducted to ensure that project design doesn’t have adverse impacts to adjacent properties. Draft Prospectus Document Page 6 07/07/2020 There are two open water areas that show up on aerial photographs, one near the stormwater ponds at the school and one near the Hwy 61 right-of-way. A review of historic aerial photographs shows that the pond near Hwy 61 was created between 1953 and 1964. The pond by the school was created between 1964 and 1974. Both ponds appear to have been created by the farmer however there does appear to be a constructed berm around the pond near Hwy 61 and further investigation and discussion with MnDOT is needed to determine is this is a stormwater treatment basin. Most of the site is partially drained due to extensive ditching throughout. Low and fluctuating levels of water in the wetland have caused reed canary grass to grow. Based on an initial vegetation survey conducted during the 2022 growing season, there are also areas of the wetland with less invasive species and a mix of native hydrophytic plants. The results from this survey are included in Appendix C. As briefly described above, site management will be critical while establishing the vegetation on this site and during future ongoing maintenance of the site. There are two linear easements that are mapped through or near the site as described above. The judicial ditch 3 has a drainage easement along the western boundary of the parcel as well as a Metropolitan Council sewer line. There is also an above ground transmission line in the northwest corner and northern boundary of the site. The proposed conservation easement boundary excludes known easements. Correspondence with FSA will occur due to the site proximity to Benson Airport approximately 3.5 miles to the south of the wetland bank site. Project Expectations Estimate how many wetland acres your project will restore, enhance, create, or preserve and briefly describe why your project is eligible to use these credit actions. If you are unfamiliar with state and federal credit actions, reviewers may be able to identify likely credit actions applicable to your project. The proposed conditions of the site include abandoning constructed ditches and establishing a runout elevation of the wetland that will allow the restoration of historic hydrologic conditions. The proposed restored wetland will re-establish subsurface hydrology to existing hydric soils and re-establish native plant communities through seeding and vegetative management. INTRODUCTION The wetland bank development and approval process requires the city (applicant) to summarize the existing environmental setting, including detailed information about soils, hydrology, and vegetation composition. This memorandum summarizes the results of the vegetation assessment and hydrology monitoring conducted during the 2022 growing season. The purpose of the vegetation assessment is to understand the existing vegetation quality throughout the site, the potential functional lift from the wetland restoration, and which non-native invasive species could/should be managed in the future vegetation performance plan. The hydrology monitoring gives an understanding of the existing groundwater levels and provides a baseline for functional lift. 2. VEGETATION ASSESSMENT A. Methodology WSB followed the US Department of Agriculture (USDA) Forest Service FIREMON Cover/Frequency (CF) method to assess the vegetation in the field. The CF method is used to assess changes in plant species cover and frequency for a m acro plot. This method uses multiple quadrats to sample within plot variation and quantify statistically valid changes in plant species cover, height, and frequency over time (Caratti 2006). The vegetation assessment includes Floristic Quality Assessments (FQA) for various locations within the site. FQAs are measurements of either a natural area's habitat condition or quality, or a natural community’s condition or quality within a specific site. FQAs are widely used by government agencies and natural resource professionals to inform land management decisions. This FQA method assigns plant species a rating that reflects the species’ basic conservatism (hardiness and suitability) that the species exhibits for natural habitats. A native species that needs very specific conditions in the environment to exist is given a high rating. A pervasive species that exhibits adaptation to a broad spectrum of environmental variables is given a low rating. Utilizing this method, a Floristic Quality Index (FQI) and Native Mean C are derived for each wetland. Brian Bear, City of Hugo November 16, 2022 Page 2 K:\020552-000\Admin\Docs\Memo - 2022 Data Summary and Recommendation - 111622.docx The FQI is an indication of native vegetative quality for an area: generally, 1-19 indicates low vegetative quality, 20-35 indicates high vegetative quality, and above 35 indicates “Natural Area” quality. Wetlands with an FQI of 20 or greater are considered high-quality aquatic resources. WSB completed a comprehensive meander survey throughout the site, and at the various sample locations. Every species observed was recorded and entered into the assessments. B. Macro Plot Site Selection Three macro plots were selected at the site to be representative of the wetland vegetation communities. Each macro plot was sited to provide a representative vegetation composition. Locations of macro plots are shown on Attachment A. C. Cover/Frequency Survey The FIREMON Cover/Frequency (CF) method was used to assess the changes in plant species cover and frequency within the selected macro plots. This method was selected because the aerial coverage data can be used to estimate species coverage throughout the entir e site. Macro plots were 66-feet long by 66-feet wide, divided into five evenly spaced transects. Along each transect, 5 evenly spaced sampling quadrats were placed at 12, 24, 36, 48, and 60 feet along the transect. Quadrats were 20 inches by 20 inches in size and all vegetation data was collected from the rooted vegetation within each quadrat. Cover was assessed by visually estimating the percent of a quadrat occupied by vertical projection of vegetation onto the ground. Data for plant species frequency was recorded as the nested rooted frequency (NRF) of a species within subplots of each quadrant. The NRF essentially estimated the percent area of the quadrat that contained each species using subplots of 1:25:50:100 percent ratios of the quadrat. All transects within each microplot were surveyed on the same day. The name, status (dead or alive), cover class, NRF, and plant height were recorded for every species observed within each quadrat. D. Analysis Data collected from each macro plot was entered into the Universal FQA Calculator (Freyman et al. 2015), an open-source tool available to the public to evaluate collected data. The FQI is based on coefficient of conservatism (C) values, which according to the Minnesota Pollution Control Agency (MPCA), is a numerical value ranging from 0-10 of a species’ fidelity to specific habitats and tolerance to disturbance. Plants that have narrow habitat requirements and little tolerance for disturbance will have high C values. C values were obtained from the Universal FQA Calculator and the outputs are included in Attachment B. A mean C (𝐶) value was calculated for each macro plot by summing the C values and dividing by the total number of species observed. The 𝐶 represents the average conservatism of the plant community. By repeating surveys and calculating the 𝐶 over time, temporal changes in floristic quality can be evaluated (a decrease in 𝐶 is equivalent to a decrease in habitat quality). FQI was calculated from the 𝐶 by multiplying by the square root of the total number of species observed. This gives a weighted species richness estimate that uses the square root transformation of N to limit the influence of area alone on species richness (Swink and Wilhelm, 1979, 1994). D. Results The FQA Summary is included in Table 1. In summary, all wetlands contain low vegetative quality as listed in the “Total FQI” column in Table 1. HYDROLOGY MONITORING A. Methodology and Site Selection Nine hydrology monitoring wells were installed throughout the wetland, seven being spread throughout the site, one logger was installed within the ditch, and one reference data logger was installed in a wetland to west of the site on July 6, 2022 as shown in Attachment C. Wells were installed per the BWSR guidance Hydrologic Monitoring of Wetlands. One-inch and one-and-half- inch diameter wells were installed that consisted of a slotted well screen positioned at least 2 feet below the ground level and an unslotted riser that rose above the ground surface. The total well depths ranged from 2-3 feet. Within each well, a data logger was used to measure pressure (PSI), temperature (C), and depth of water (feet above the sensor). Each measurement was logged once per hour. Well data was downloaded once mid-season and again at the end of the growing season (October 4, 2022). B. Results Graphs showing the hydrology monitoring results are included in Attachment D. The data logger in well 6 malfunctioned and the data was lost. Table 2. It is likely that the wetland in well locations 1, 3, 4, and 7 would show wetland hydrology after spring runoff, typical of a seasonally flooded wetland but further hydrology monitoring would be needed in early spring to evaluate whether these areas meet wetland hydrology. The climatic conditions throughout the growing season were generally normal, however according to the U.S. Drought Monitor, Minnesota overall has experienced a drought during the 2022 season and was in a severe drought (D2) by August and an extreme drought (D3) by November 2022. The U.S. Drought Monitor is jointly produced by the National Drought Mitigation Center at the University of Nebraska-Lincoln, the United States Department of Agriculture, and the National Oceanic and Atmospheric Administration. 4. DATA SUMMARY AND RECOMMENDATIONS The existing vegetative composition of the site is low quality based on the FQI results and species richness. Diversifying the vegetation composition and reducing the number of invasive species on site would provide a functional lift to the vegetation in the wetland areas. Similarly, the hydrology data has indicated wetland hydrology in a portion of the site. Early spring hydrology data may also indicate wetland hydrology throughout the entire site if collected during a normal precipitation year. The data suggest that the wetland areas at well sites 1, 3, 4, and 7 are likely functioning as non-wetland or a seasonally flooded wetland type, possibly partially drained or fully drained by the adjacent ditches. Well sites 2 and 5 are functioning as a seasonally flooded wetland or fresh wet meadow but are also possibly partially drained. Elimination of adjacent ditches and restoration of wetland hydrology could potentially restore a large portion of the site to either seasonally flooded/fresh wet meadow or fresh wet meadow/shallow marsh, allowing water to be within 12 inches of the soil surface or inundated for 14 or more consecutive days within the growing season. Based on the data, actions that could generate wetland replacement credits at this site are listed in Table 4. Option A is if well sites 1, 3, 4, and 7 are fully drained. Option B is if the entire project area wetland is considered partially drained. Acreages are estimates to give an idea of what a wetland bank at this site could generate but would be further refined during the prospectus phase of the wetland banking process. Table 4.
