Adjournment Page 2 of 2 Parks Commission Agenda February 15, 2023 Background Parks, Recreation, and Open Space Commission Meeting of February 15, 2023 Hugo City Hall, 7:00 pm Approve Minutes from January 18, 2023 Meeting Staff recommends approval of the minutes of the Parks Commission meeting of January 18, 2023. PLEASE SEE THE ATTACHED MINUTES. Update on North Star Wetland Bank At the Parks Commission meeting of April 20, 2022, the Parks Commission approved an assessment of land proposed to be restored as a wetland. WSB conducted the vegetation and hydrology assessment July- October and have submitted a memo summarizing their findings. WSB is recommending that a draft prospectus (preliminary application) be made to the Technical Evaluation Panel, which is the first step in seeking approval for a wetland bank. At their meeting of February 6, 2022, the Council authorized staff to begin discussions with WBLAS to draft an agreement for the project and land. Staff will present a summary of the assessment and an update on the next steps. Bernin Property Master Plan At the meeting of February 16, 2022, the Parks Commission reviewed the history of city-owned property at 6540 Greene Avenue North. The 22 acre property includes 1,600’ of shoreline on Oneka Lake and is also adjacent to Oneka Lake Park. In August 2022, the Bernins ended their lease of the property. In November 2022, the City purchased an adjacent lot from the Bernins at 15320 Greene Avenue. The Parks Commission included “plan for construction of improvements to the Bernin properties” in their 2023 Goals. Staff will present a review of the master plan approved in 2004. Absent: Emily McGinnity Staff Present: Scott Anderson, Public Works Director Shayla Denaway, Parks Planner Debi Close, Parks Secretary Chair St. Pierre called the meeting to order at 7:00 pm. 1. Approval of Minutes from the October 19, 2022 Meeting Rauschendorfer made a motion, Moore-Arcand seconded to approve the minutes of the October 19, 2022 Parks Commission Minuets. All aye. Motion approved. 2. Oaths of Office Valerie Boyd and Jim Compton Sr. read the Oath of Office as new members of the Park Commission and signed affidavit statements. 3. Discussion on Program Partnerships Shayla Denaway, Parks Planner informed that there have been requests from individuals and businesses to partner on programs or informative classes. With the newly constructed at the Peder Pederson Pavilion and Lions Park, staff is anticipating an increase in interest. Discussion included: Less residential use with rooms being monopolized, if classes offered how could Hugo residents be offered first, profit business should pay facility fees, City liability if involved on private free use. Page 2 of 3 Parks Commission Minutes January 18, 2023 4. Sledding Party Denaway suggested the annual Sledding Party be set for February 11, 2023 at Oak Shore Park 10:00am to Noon. All Parks Commissioners agreed. 5. 2022 Annual Report Denaway presented the 2023 Parks Commission Annual Report. The Report included the North Star Wetland Bank discussions, Freedom Trail reconstruction, pickleball court fencing in Arcand Park, irrigation controllers purchased with grant funding, Santa Party and tree lighting ceremony, completion of Peder Pedersen Pavilion and Lions Park, and residential development review. 6. 2023 Goal Setting Denaway presented a draft of the 2023 Parks, Recreation and Open Space Goals. They included: 1. Develop network of multi-purpose Trails connecting neighborhoods to parks and open space, 2. Utilize facilities to provide active and passive recreation options for all Hugo residents 3. Manage and optimize all existing parks and trails 4. Expand Community Parks 5. Administer the Parks, Trails and Open Space plan and Policies Action items included: constructing passive trails near Hugo Meadows, continue trail connectivity with new developments and greenway spaces, repair existing parks and trails as needed, upgrade or replace outdated park equipment, finalize North Star Trail Feasibility Study, pursue Wetland Banking application process, support Washington County in completing the Hardwood Creek Regional Trail, draft a park sign and landscaping replacement plan, improve Victor Square hardscape, repaint exterior and access improvements to the Hanifl Shelter, continue to provide facilities with neighboring programing partnerships and evaluate programming opportunities, evaluate the Bernin property plan, draft construction plans for Clearwater Creek Preserve Trail improvements Tennyson made a motion, Moore-Arcand second to approve the 2023 Parks, Recreation and Open Space Commission Goals. All aye. Motion carried 7. Capital Improvement Planning Denaway presented a draft Parks Capital Improvement Plan. The CIP is a five year plan that is used to communicate priorities to Council and guides the use of the Special Park Fund. Priorities for 2023 included Page 3 of 3 Parks Commission Minutes January 18, 2023 neighborhood park improvements, the North Star Trail and Wetland Bank, drafting construction plans for phase 1 improvements to Clearwater Creek Preserve, and a feasibility study of the Bernin properties. Rauschendorfer was concerned that planning of Irish Avenue Park is continually pushed out and it limits its use. The Commission discussed the park but did not change the CIP. Denaway informed that construction of the North Star trails and wetland bank will require grant funding or other sources and is currently unfunded. Moore-Arcand made a motion, Tennyson seconded to approve the 2023-2027 Capital Improvement Plan as drafted. Ayes: Cathy Moore-Arcand, Valerie Boyd, Jim Compton Sr., Meredith St. Pierre, Ranell Tennyson. Nay: Rauschendorfer Motion carried. 8. Adjournment Moore-Arcand made a motion, Tennyson seconded to adjourn the meeting at 9:17pm. All ayes. Motion approved.
