Approve Minutes from September 20, 2023 Meeting
Staff recommends approval of the minutes of the Parks Commission meeting of September 20, 2023.

Keystone Woods WMA
The MNDR is in the process of acquiring 1,820 acres from the Trust for Public Land to be the Keystone Woods
Wildlife Management Area. Approximately 240 of the WMA is west of Keystone Avenue and located in Hugo.
The DNR is planning to design the WMA as a pilot program with a focus on enhanced facilities. An additional
762 acres will be added to Big Marine Park in the Washington County park system. These lands were
formerly the Kelly Farms. Staff will provide an update on planning and operation of the WMA.
A NEWS ARTICLE ABOUT THE PROJECT AND A LOCATION MAP IS ATTACHED.

Staff will provide updates on ongoing projects and upcoming programs.

Meeting of September 20th, 2023
Present: Meredith St. Pierre, Cathy Moore‐Arcand, Valerie Boyd, Ranell Tennyson, James Compton, Sr.
Absent: Emily McGinnity, Mat Rauschendorfer
Staff Present: Shayla Denaway, Parks Planner
Debi Close, Parks Secretary
Chair St. Pierre called the meeting to order at 7:04 pm.
1. Approval of Minutes from the August 16, 2023 Meeting
Tennyson made a motion, Rauschendorfer seconded to approve the minutes of the August 16, 2023
Parks Commission meeting.
All ayes.
Motion approved.
2. Facility Rental Report
Denaway presented the Facility Rental Report that included:
Policy changes, Practices within CivicRec, Statistical usage/revenue, Operations, Issues/Positives and
fees.
3. Updates
Kidz n Biz 9/30/23
City Bus Tour 10/07/23
4. Adjournment
St. Pierre made a motion, Tennyson seconded to adjourn the meeting at 8:10 pm.
All ayes.
Motion approved.
