2024 Capital Improvement Plan
A draft of the 2024‐2028 Capital Improvement Plan has been put together with the assistance of Finance
Director, Anna Wobse. The Parks Commission has been given the authority to make recommendations to the
City Council on how to use the Special Park Fund and plans future expenditures with the Capital
Improvement Plan. The CIP prioritizes improvements that the Parks Commission would like to make. Some
projects may only be possible if additional funding becomes available through grants, private donations, or
park dedication fees.
In 2023, special park funds were used for projects over several Hugo parks. This included work planning and
improving the Bernin Property. The Hanifl Shelter was painted. Special park funds were used for the
engineering expenses for the North Star Wetland Bank. Staff will provide a detailed re‐cap of 2023
expenditures and the special park fund balance.
Staff drafted a CIP for 2024‐2028 based on the previous Capital Improvement Plan and upcoming projects.
Staff recommends that the Parks Commission review the draft, make any necessary changes, and approve a
Capital Improvement Plan.

St. Pierre called the meeting to order at 7:00 pm.
1. Approval of Minutes from the September 20, 2023 Meeting
Moore‐Arcand made a motion, Tennyson seconded to approve the minutes of the September 20, 2023
Parks Commission meeting.
All ayes.
Motion approved.
2. Approval of Minutes from the November 15, 2023 Meeting
Tennyson made a motion, Boyd seconded to approve the minutes of the November 15, 2023 Parks
Commission meeting.
All ayes.
Motion approved.
3. 2023 Annual Report
Parks Planner Shayla Denaway presented the 2023 Annual Parks Report. The report included North Star
Wetland Bank, 121st Street property improvements, Glacial Hills Regional Trail planning, Bernin Park
Master Planning, Hanifl Shelter improvements, trail construction on CR 8 and the facility rental changes.

3. 2024 Goal Setting
Denaway reviewed the 2023 Parks, Recreation, and Open Space Commission Goals to review and
presented a draft of the 2024 goals.
Proposed changes and discussion included:
Continued work on the North Star Wetland Bank and trails
Supporting Washington County in Master Planning the Glacial Hills Regional Trail
Completion of projects in 2023 in Victor Square Park and at the Hanifl shelter
Evaluation needed of neighborhood parks to determine next playground replacement
Completion of Lions Volunteer Park in 2023
Seeking funding for improvements to the Bernin property
Tennyson made a motion, Moore – Arcand seconded to approve the Parks, Recreation, and Open Space
Commission Goals as drafted.
All Ayes.
Motion approved.
Scott Anderson, Public Works Director updated that City staff removed dead trees in Victor Square. Staff
will work with the Homeowners Association to make replacements.
4. Adjournment
Rauschendorfer made a motion, McGinnity seconded to adjourn the meeting at 8:06 pm.
All ayes.
Motion approved.
2024 Goals
Parks, Recreation and Open Space Commission

•Address trail and greenway connectivity with new developments

•Construct passive trails near Oneka Place and Hugo Meadows
•Support Washington County in completing the Hardwood Creek Regional Trail
