HomeMy WebLinkAboutParks Packet 02.21.24Page 1 of 2  Parks Commission Agenda  February 21, 2024    Agenda  Parks, Recreation, and Open Space Commission   Meeting of February 21, 2024  Hugo City Hall, 7:00 pm      7:00 pm  1.  Approve Minutes from January 17, 2024 Meeting  7:05 pm  2.  Oneka Place Trails Update  7:15 pm  3.  Diamond Point Park Upgrades  7:45 pm  4.  Bernin Park Construction and MN DNR Grant  8:00 pm  5.  Adjournment                            Page 2 of 2  Parks Commission Agenda  February 21, 2024    Background  Parks, Recreation, and Open Space Commission   Meeting of February 21, 2024  Hugo City Hall, 7:00 pm    Approve Minutes from January 17, 2024 Meeting  Staff recommends approval of the minutes of the Parks Commission meeting of January 17, 2024.   PLEASE SEE THE ATTACHED MINUTES.      Oneka Place Trails Update  Trails have been constructed on the city‐owned property between Oneka Place and Hugo Meadows.  A LOCATION MAP IS ATTACHED.      Diamond Point Park Upgrades  Diamond Point Park is planned to have a playground replacement in 2024.  Staff will present options for the  process to select a playground.  Commissioner Rauschendorfer has requested discussion on a pickleball court.   Also, there has been a memorial bench request received from a resident.  Staff is looking for direction on how  to proceed.    AN AERIAL MAP IS ATTACHED.     Bernin Park Construction and MN DNR Grant  The Bernin Park Master Plan was approved at the Parks Commission meeting of August 16, 2023.  At the  same meeting, a proposal from WSB was approved to draft construction plans for the park.  The plans are in  progress.  Construction of park amenities at Bernin Park including a parking lot, combination of gravel and  paved trails, fishing pier, benches, and lake overlooks would qualify for the MN DNR Outdoor Recreation  Grant Program.  The grant pre‐application is due February 29, 2024.  The City Council approved an  authorizing resolution at their February 4, 2024 meeting.  Staff will provide an update on the grant  application and construction plans for Bernin Park.        THE COUNCIL MEMO IS ATTACHED.          THE PARKS PLAN CAN BE FOUND AT:  https://www.ci.hugo.mn.us/2040compplan          Page 1 of 2  Parks Commission Minutes  January 17, 2024  Minutes  Parks, Recreation, and Open Space Commission   Meeting of January 17, 2024     Present: Meredith St. Pierre, Valerie Boyd, Mat Rauschendorfer, James Compton, Sr.    Absent: Cathy Moore‐Arcand, Emily McGinnity, Ranell Tennyson    Staff Present: Scott Anderson, Public Works Director  Shayla Denaway, Parks Planner        St. Pierre called the meeting to order at 7:00 pm.      1.  Approval of Minutes from the December 20, 2023 Meeting    Rauschendorfer made a motion, Boyd seconded to approve the minutes of the December 20, 2023 Parks  Commission meeting.    All ayes.   Motion approved.     2.  2024 Capital Improvement Planning    Parks Planner Shayla Denaway presented a draft of the 2024 Parks Capital Improvement Plan.  Denaway  reviewed the 2023‐2027 Parks CIP.  The Special Park Fund uses in 2023 were recapped which included  painting of the Hanifl Fields shelter, and consultant planning fees for Bernin Park and the North Star  Wetland Bank.  The anticipated projects and upcoming costs for 2024 were reviewed including a  neighborhood park playground replacement.    The Parks Commission discussed replacing the playground at Diamond Point Park or Oneka Lake Park as  both are due for replacement in the next few years.  It was discussed that it make sense to do Oneka  Lake Park in 2025 with the improvements at Bernin Park.      Boyd made a motion, Compton seconded to increase the funds allocated to Diamond Point Park to  $200,000 and for it to be identified as the 2024 neighborhood improvement project.      All ayes.  Motion approved.          Page 2 of 2  Parks Commission Minutes  January 17, 2024  Boyd made a motion, Rauschendorfer seconded to approve the 2024‐2028 Parks Capital Improvement  Plan.      All ayes.  Motion approved.      4.  Adjournment    St. Piere made a motion, Boyd seconded to adjourn the meeting at 7:50 pm.     All ayes.  Motion approved.     Legend Address Labels Parcels City Mask February 16, 2024 ± Map Powered By Datafi 1 in = 565 Ft Oneka Place Trails Legend Address Labels Parcels City Mask February 16, 2024 ± Map Powered By Datafi 1 in = 141 Ft Diamond Point Park CITY OF HUGO PARKS COMMISSION REPORT TO: Bryan Bear, City Administrator FROM: Shayla Denaway, Parks Planner SUBJECT: MN DNR Outdoor Recreation Grant Application DATE: February 1, 2024 for the City Council meeting of February 5, 2024 1: INTRODUCTION: Staff is recommending approval of a resolution in support of application to the Minnesota Department of Natural Resources Outdoor Recreation Grant Program. Grant funding would be used to construct park amenities at Bernin Park adjacent to Oneka Lake. 2: PROJECT BACKGROUND: The City of Hugo received a MN DNR Outdoor Recreation Grant to purchase property located at 6540 Greene Avenue North from Bruce and Ginny Bernin in 2002. The property continued to be leased back to the Bernins for their use until September 2022. In November 2022, the Bernin Estate sold to the City of Hugo an additional .52 acre lot located at 15230 Greene Avenue North. In 2023, the park was master planned with the intention of constructing passive park amenities and making the property available for public use. A neighborhood meeting was held on June 27, 2023. Minimal changes to the draft plan were requested by the residents and there was support from the Bernin family. The master plan was approved by the Council on August 21, 2023. The master plan includes construction of a parking lot off Greene Avenue North, a combination of paved and gravel trails, signs, benches, and a fishing pier. Trails would connect to Oneka Lake Park (an active park) and trails in the Shores of Oneka Lake. Access to and views of Oneka Lake will be provided to residents. WSB was authorized at the August 21, 2023 City Council meeting to draft construction plans for the park. The plans are currently being drafted and are anticipated to be complete in the next month. 3: GRANT REQUIREMENTS: The MN DNR Outdoor Recreation Grant Program assists local governments in acquiring parkland or developing or redeveloping outdoor recreation facilities. The grant reimburses up to 50% of the project costs. The maximum grant awarded is $350,000 for a total maximum project cost of $700,000. The proposed Bernin Park improvements are estimated to cost $700,000 to $1,000,000. The required 50% match and additional construction costs would come out of the Special Park Fund. Proposed projects must have public participation in the design. The park must remail available to all persons without discrimination and facilities constructed must meet Americans with Disabilities standards. A deed restriction is also required to ensure its public use in perpetuity. The final application is due April 1, 2024. Staff intends to submit the pre-application for informal review. Notifications of award are sent in the summer. Construction may start in late 2024 but is likely to start in 2025. All work must be completed by June 30, 2026. 5: STAFF RECOMMENDATION Staff recommends approval of submittal of an application for the MN DNR Outdoor Recreation Grant to construct passive park amenities at Bernin Park. Staff recommends approval of the attached resolution. 6: ATTACHMENTS 1. Bernin Park Master Plan 2. Resolution RESOLUTION 2024-## APPROVING APPLICATION FOR MN DNR OUTDOOR RECREATION GRANT to SERVE BERNIN PARK BE IT RESOLVED that, the City of Hugo, act as legal sponsor for the project contained in the Outdoor Recreation Grant application to be submitted on April 1, 2024 and that Shayla Denaway is hereby authorized to apply to the Department of Natural Resources for funding of this project on behalf of the City of Hugo. BE IT FURTHER RESOLVED that the applicant maintains an adequate Conflict of Interest Policy and, throughout the term of the contract, will monitor and report any actual or potential conflicts of interest to the State, upon discovery. BE IT FURTHER RESOLVED that the City of Hugo has the legal authority to apply for financial assistance, and it has the financial capability to meet the match requirement (if any) and ensure adequate construction, operation, maintenance and replacement of the proposed project for its design life. BE IT FURTHER RESOLVED that the City of Hugo has not incurred any development costs and has not entered into a written purchase agreement to acquire the property described in the Cost Breakdown section on this application. BE IT FURTHER RESOLVED that the City of Hugo has fee title over all the land described in the boundary map or recreational site plan included in the application. BE IT FURTHER RESOLVED that, upon approval of its application by the State, The City of Hugo may enter into an agreement with the State for the above-referenced project, and that the City of Hugo certifies that it will comply with all applicable laws and regulations as stated in the grant agreement including dedicating the park property for uses consistent with the funding grant program into perpetuity. NOW, THEREFORE BE IT RESOLVED that SHAYLA DENAWAY is hereby authorized to execute such agreements as necessary to implement the project on behalf of the applicant.
