Motion carried. Approval of Minutes for the September 3, 2024, Council Meeting Petryk made motion, Strub seconded, to approve the minutes for the Council meeting held on September 3, 2024, as presented. All Ayes. Motion carried. Approval of Minutes for the September 10, 2024, Hugo Area Business Association Breakfast Miron made motion, Klein seconded, to approve the minutes for the HBA Business Breakfast held on September 10, 2024, as presented. All Ayes. Motion carried. Approval of Agenda Weidt made motion, Klein seconded, to approve the agenda as presented. All Ayes. Motion carried. Council Meeting Minutes for September 16, 2024 Page 2 of 5 Good Neighbor Days Recap – Lions Member Carrie Schwieger The Hugo Lions Club held Good Neighbor Days on June 7-9, 2024, for the first time at the new Lions Park and Pede Pedersen Pavilion. Lions Club President Carrie Schwieger provided Council a recap of the event. Also attending the meeting were Vice President Chris Clausen and Lions Members Pede Pedersen and John Kelly. Carrie said this was the 48th year of Good Neighbor Days, and she had been in charge of organizing it. In preparation, members of the Club visited other fall festivals. New this year was Pickleball, Hugo’s Got Talent show, and Fingerboarding demonstrations. Returning events from last year were the Ribfest, Parade, Kidfree Zone, Cornhole Tournament, live music, and fireworks. There was also 35 craft and business fair booths, and they hoped to collaborate with the Hugo Area Business Association on that next year. In the pavilion building they had Bingo and the Historical Commission display. For next year, they needed to work on access to the building to keep it locked at certain times and have handouts because the Historical Commission was getting a lot of questions. It was acknowledged that parking was a challenge, and they would be talking about increasing the use of the free shuttle next year. The organizer for next year’s event would be the current Vice President Chris Clausen. Carrie said they made around $70,000 that goes into their operating fund and is used for Food Shelf and Yellow Ribbon donations, school scholarships, emergency relief, senior dinners, and random requests that are voted on by the Club. The Lions presented the Council with a plaque in appreciation of their support. Approval of Consent Agenda Klein made motion, Miron seconded, to approve the following Consent Agenda. 1. Approve Claims Roster 2. Approve Resolution Approving Preliminary Tax Levy for 2025 3. Approve Pay Request No. 4 Dresel Contracting for 125th Street and Dellwood Ridge Streets Improvement Project 4. Approve Resolution Creating a New Special Revenue Fund All Ayes. Motion carried. Approve Claims Roster Adoption of the Consent Agenda approved the Claims Roster as presented. Approve Resolution Approving Preliminary Tax Levy for 2025   At its August 29, 2024, Midyear Budget Workshop, the City Council listened to a presentation from Finance Director Anna Wobse highlighting revenues and expenditures to-date as well as projections for the 2025 fiscal year. City Engineer Mark Erichson also presented to the Council an updated five-year Street Capital Improvement Plan, and a discussion was had about future unfunded infrastructure projects. It was the consensus of the Council that the 2025 preliminary levy revert back to following the flat tax rate policy in order to provide additional funds for Council Meeting Minutes for September 16, 2024 Page 3 of 5 future infrastructure projects. The total proposed 2025 property tax levy of $12,847,855 would move the urban tax rate to 39.190% of tax capacity. Staff believed this levy was sufficient to fund the operating and capital budgets in 2025 and meets the objectives of the City Council to begin funding future infrastructure projects. Adoption of the Consent Agenda approved RESOLUTION 2024-39 APPROVING PRELIMINARY TAX LEVY PAYABLE IN 2025. Approve Pay Request No. 4 Dresel Contracting for 125th Street and Dellwood Ridge Streets Improvement Project Dresel Contracting, Inc. had submitted Pay Request No. 4 in the amount of $219,282.52 for work certified through August 30, 2024, on the 2024 125th Street/Dellwood Ridge Neighborhood Improvement Project. The first layer of asphalt had been placed along Heather and Upper Heather Avenues and restoration work had begun. Adoption of the Consent Agenda approved the payment to Dresel Contracting, Inc. in the amount of $219,282.52. Approve Resolution Creating a New Special Revenue Fund The City of Hugo had received miscellaneous revenues from the State of Minnesota in the form of Public Safety Aid and Local Affordable Housing Aid. These funds needed to be accounted for separately from other already established funds for tracking and reporting purposes. Generally Accepted Accounting Principles (GAAP) and the Governmental Accounting Standards Board’s (GASB) Statement Number 54 provided special revenue funds to account for and report the proceeds of specific revenue sources that were restricted for specified purposes. The new special revenue fund would be used to track and report on miscellaneous revenues received from the State of Minnesota that need to be accounted for separately. Adoption of the Consent Agenda approved RESOLUTION 2024 – 40 CREATING A NEW SPECIAL REVENUE FUND TO ACCOUNT FOR MISCELLANEOUS REVENUES RECEIVED FROM THE STATE OF MINNESOTA Approve Preparation of Feasibility Study for 2025 Road Projects At the Midyear Budget Workshop, staff was directed to hold a workshop to discuss the street CIP and funding. This meeting has been scheduled for Monday, October 28, 2024. City Engineer Mark Erichson suggested Council be ready to take the next step to prepare for the 2025 projects. The proposed 2025 Capital Improvement Project included roads in the Beaver Ponds Development and streets in Duck Pass, Palmes Long Lake Estates, and the Ingersoll Avenue neighborhood. Erichson explained the process would benefit from having them handled separately but the projects should be done at the same time for better bid results. He said if the Council approved it, there would be two separate neighborhood meetings to explain project and get feedback. Miron made motion, Klein seconded, to approved RESOLUTION 2024-41 ORDERING PREPARATION OF A FEASIBILITY REPORT FOR PUBLIC IMPROVEMENTS TO ALL OR PORTIONS OF ROADWAYS IDENTIFIED AS THE 2025 BEAVER PONDS AREA STREET IMPROVEMENT PROJECT. All Ayes. Motion carried. Council Meeting Minutes for September 16, 2024 Page 4 of 5 Petryk made motion, Klein seconded, to approve RESOLUTION 2024-42 ORDERING PREPARATION OF A FEASIBILITY REPORT FOR PUBLIC IMPROVEMENTS TO ALL OR PORTIONS OF ROADWAYS IDENTIFIED AS THE 2025 DUCK PASS, PALMES LONG LAKE ESTATES, AND INGERSOLL AVENUE NORTH NEIGHBORHOOD STREET IMPROVEMENT PROJECT All Ayes. Motion carried. Reminder – Joint Workshop with Planning Commission on Thursday, September 19, 2024 City Administrator Bryan Bear reminded Council they had scheduled a joint workshop with the Planning Commission for Thursday, September 19, 2024, to discuss the solar ordinance related to solar farms and residential zoning text amendments. The meeting will be held in the Oneka Room. 100th Year Birthday Celebration for WWII Navy Veteran Jerry Saunders on Saturday, September 28, 204 City Administrator Bryan Bear informed Council there would be a 100th birthday party for Jerry Saunders on Saturday, September 28, 2024, at 2 p.m.at the Good Life Senior Living in Hugo. Staff drafted a proclamation honoring Jerry Saunders. Klein made motion, Miron seconded, to approve the proclamation honoring Jerry Saunders. All Ayes. Motion carried. Reminder – Citywide Bus Tour Saturday, October 5, 2024 City Administrator Bryan Bear reminded Council they had scheduled the Citywide Bus Tour for Saturday, October 5, 2024, at 10 a.m. The tour will begin and end at the North Star Elementary School. Reminder- Hugo Fire Department Open House Saturday, October 5, 2024 City Administrator Bryan Bear reminded Council they had scheduled a meeting to attend the Hugo Fire Department annual Open House on Saturday, October 5, 2024, from 11 a.m. – 3 p.m. Schedule Street CIP Workshop for Monday, October 28, 2024 At the Midyear Budget Workshop, Council directed staff to schedule a workshop to discuss the CIP. City Administrator Bryan Bear recommended Council schedule the workshop for Monday, October 28, 2024, at 6 p.m. Miron made motion, Klein seconded, to schedule the Street CIP Workshop for Monday, October 28, 2024.
