Call to Order
Mayor Weidt called the meeting to order at 7:00 p.m.

Approve Minutes for the April 21, 2025, Council Meeting
Miron made motion, Strub seconded, to approve the minutes for the City Council meeting held
on April 21, 2025, as presented.
All Ayes. Motion carried.
Approve Minutes for the April 23, 2025, Metro Cities Annual Meeting
Petryk made motion, Krull seconded, to approve the minutes for the Metro Cities Annual
meeting held on April 23, 2025, as presented.
All Ayes. Motion carried.
Approval of Agenda
Weidt made motion, Miron seconded, to approve the agenda as amended by moving approval of the
Resolution Setting Public Hearing for Legacy Christian Academy Conduit Financing from the
Consent Agenda to New Business for discussion.
All Ayes. Motion carried.
Hugo Good Neighbor Days June 6-8, 2025
The Hugo Lions Club will be holding their annual Hugo Good Neighbor Days Community
Festival June 6-8, 2025, at the Lions Volunteer Park. Lions Member Chris Clausen introduced
himself saying he was the Vice-President of the Lions Club and 2025 Good Neighbor Days
Committee Chair. He talked about changes to the layout and some new events that will be taking
place this year. The beer tent will be moved 25 feet back to allow more space in front of the band
for attendees. Bands will be Coyote Wild and Six to Midnight. Again, this year there will be
Hugo’s Got Talent, skateboard demos, fireworks, bingo, craft fair, and the rib fest. Some new

events were the Nickle Dash sponsored by Premier Bank and Yoga on Sunday morning.
Miron made motion, Krull seconded, to co-sponsor the event by waiving the Special Event
Permit fee and providing Washington County deputies to be present during the event, as in the
past.

Approval of Consent Agenda
Petryk made motion, Strub seconded, to approve the following Consent Agenda:

Approve Claims Roster
Adoption of the Consent Agenda approved the Claims Roster as presented.
Approve Annual Performance Review for Parks Planner Shayla Denaway
Shayla Denaway was hired on May 11, 2009, as the Economic Development/Parks Intern. On
May 3, 2010, Council approved promoting Shayla as the new Parks Planner. Adoption of the
Consent Agenda approved the annual performance review for Parks Planner Shayla Denaway.
Approve Annual Performance Review for Parks Lead Worker Rick Kieffer
Rick Kieffer was re-hired by the City of Hugo as a Public Works Worker on May 31, 2005,
returning after a short period of time in the private sector. In April 2023 Rick was promoted to
Public Works Parks Lead Worker. Adoption of the Consent Agenda approved the annual
performance review for Public Works Parks Lead Worker Rick Kieffer.

Approve Resignation of Public Works Worker Miquel Souffrant
Public Works Worker Miquel Souffrant had accepted a job offer elsewhere and submitted his
resignation from the City of Hugo’s Public Works Department. Adoption of the Consent Agenda
approved the resignation of Miquel Souffrant effective April 29, 2025.
Approve Advertisement for Public Works Worker
The resignation of Miquel Souffrant had created a vacancy in the Public Works Department.
Adoption of the Consent Agenda approved the advertisement for a new Public Works Worker.
Approve Advertisement for New Building Inspector
As part of the Community Development Department, the Building Department included a
Building Official, Building Inspector, and Building Department Receptionist. There was another
Building Inspector position in the budget. With the retirement of Terry Hagstrom and the steady
number of building permits and inspections remaining, staff recommend Council approve filling
the remaining Building Inspector position. Adoption of the Consent Agenda approved
advertisement for a new Building Inspector position.
Approve Donation to the Hugo Fire Department from the Hugo America Legion
The Hugo American Legion requested the Council accept their donation of $1,000 to the Hugo
Fire Department from pull-tab proceeds for equipment and training. All donations to the Fire
Department needed to be approved by the Council. Adoption of the Consent Agenda approved
the donation of $1,000 to the Hugo Fire Department.
Approve Donation to the Hugo Fire Department from Terry and Carol-Lynn Spawn in
Memory of Harley Ogata
Terry and Carol-Lynn Spawn requested Council accept their donation of $100 to the Hugo to the
Hugo Fire Department in memory of Harley Ogata. All donations to the Fire Department needed
to be approved by the Council. Adoption of the Consent Agenda approved the donation of $100
to the Hugo Fire Department.
Approve Special Event Permit for New Life Church Spring Outdoor Service on June 8 and
Fall Festival on October 26, 2025
David Streitz on behalf of New Life Church had applied for a Special Event Permit to hold
outdoor events on Sunday, June 8 from 9 a.m. to 9 p.m. and Sunday, October 26 from 2 p.m. to
5:30 p.m. A Special Event Permit was required because they would be using an amplified sound
system during the events. Adoption of the Consent Agenda approved the Special Event Permit
for New Life Church for outdoor events on June 8 and October 26, 2025.

Approve Temporary Liquor License for Lions Club for Good Neighbor Days June 6-8, 2025
The Hugo Lions Club had applied for a Temporary On-Sale Liquor License to serve alcohol at
Hugo Good Neighbor Days on June 6-8, 2025. Adoption of the Consent Agenda approved the
On-Sale Liquor License for the Hugo Lions during Good Neighbor Days subject to receipt of the
appropriate Certificate of Liquor Liability Insurance for the event.
Approve Ordinance Repealing Ordinance on Solar Farm Moratorium
The City Council had adopted interim Ordinance 2024-530 on May 20, 2024, placing a
moratorium on new development of solar farms and directing a study to be conducted, and
adopted Ordinance 2024-536 on October 21, 2024, extending said moratorium until May 20,
2025. The City had completed the study of the ordinance, and adopted Ordinance 2025-541 on
April 7, 2025, amending the ordinance as it relates to the definition of solar farms, the zoning
districts where they are permitted, and performance standards for solar farms. Staff had found
that with the newly adopted Ordinance in place, the need for the moratorium had ended.
Adoption of the Consent Agenda approved ORDINANCE NO. 2025-543 REPEALING A
TEMPORARY MORATORIUM ON NEW DEVELOPMENT OF SOLAR FARM SOLAR
ENERGY SYSTEMS.
Approve Resolution Setting Public Hearing for Legacy Christian Academy Conduit Financing
City Finance Director Anna Wobse informed Council the City was approached by Taft Law, the
City’s Bond Counsel, to act as a Conduit Bond Issuer for Legacy Christian Academy. The City
of Hugo has no plans to issue bonds this year. The City has acted as a Conduit Bond Issuer in
the past for Noble Academy & Minnesota Autism Center.
Wobse explained that Conduit Bonds are Revenue Bonds issued by a governmental agency on
behalf of the actual borrower, who is typically a private nonprofit 501(c) (3) entity. The bonds
would be tax-exempt bonds which can help lower borrowing cost. The actual borrower, not the
issuer, is responsible for interest payments and principal repayments. The issuer is not a
guarantor of conduit bonds or obligated to repay the bonds if the borrower fails to make the
payments. A city is allowed to issue $10 million in Conduit Bonds annually. The current
request would not exceed $6 million. The City of Andover cannot act as the Conduit Bond
Issuer because they have already issued bonds for another Borrower. The City would receive a
fee of ½ of 1% of the bond principal. Legacy Christian Academy would be the actual borrower
and solely responsible for repaying investors. It would not constitute a debt of the City or affect
the City’s credit rating. The borrower would be responsible for on-going reporting requirements.
Council had questions on risks to the City, whether it would limit the City on borrowing capacity
and how much work would it create for employees. Wobse and City Administrator Bryan Bear
explained it would not appear on the balance sheet, only in the audit report. Staff would need to
check in with the borrower annually. There would be no risk to the City, and Hugo could partner
with another city if Hugo needed to borrow money and had reached the $10 million annual cap.
Aaron Youngdahl, with Northland Securities, who is the Placement Agent, was present and

explained there would be no obligation to the city, and it would save the borrowing organization
up to 2 percent. The investors would not have to pay tax on the income they receive so it would
be a significant savings.
Petryk made motion, Miron seconded, to approve RESOLUTION 2025-16 CALLING FOR A
PUBLIC HEARING ON THE ISSUANCE OF REVENUE BONDS AND AUTHORIZING
THE PUBLICATION OF A NOTICE OF HEARING (LEGACY CHRISTIAN ACADEMY
PROJECT).
All Ayes. Motion carried.
Schedule Council Photo for Monday, May 19, 2025
Staff recommended Council schedule May 19, 2025, at 6 p.m. for a Council group photo to be
taken at City Hall. This would be prior to the Council meeting at 7 p.m.
Strub made motion, Miron seconded, to schedule a meeting to have a photo taken on May 19,
2025, at 6 p.m.
All Ayes. Motion carried.
Schedule Commissioner Interviews Monday June 23 or 30, 2025
Staff recommended Council schedule Commissioner interviews for Monday, June 23 or June 30,
2025, at 6 p.m.
Petryk made motion, Krull seconded, to schedule interviews on June 30, 2025, at 6 p.m.
