All Ayes. Motion carried. Approve Minutes for the July 7, 2025, Council Photos Krull made motion, Strub seconded, to approve the minutes for the Council photo on July 7, 2025, as presented. All Ayes. Motion carried. Approve Minutes for the July 7, 2025, City Council Meeting Strub made motion, Miron seconded, to approve the minutes for the City Council meeting on July 7, 2025, as presented. All Ayes. Motion carried. Approval of Agenda Weidt made motion, Petryk seconded, to approve the agenda as presented. All Ayes. Motion carried. Council Meeting Minutes for July 21, 2025 Page 2 of 5 Yellow Ribbon Network Update - Chair Chuck Haas Chair Chuck Haas provided an update on recent activities of the Hugo Yellow Ribbon Network. He shared pictures of recent packing events and stated that over 96,000 pounds of supplies have been sent. He talked about the past weekend’s care package event for “Operation Kinship”, Family Day Lunch at Camp Ripley, Family Day at Sucker Lake, and an Easter event where the YRN held the Easter Egg Hunt. Haas shared photos of care package recipients, and the most recent Burger Night that was sponsored by the Centerville Lions. Culvers had donated burgers, and 351 burgers were served. St. John’s Men’s Club will be the next Burger Night sponsor. Upcoming events include a Family Day in September, Shoot for the Troops in August, and a Youth Hunt at Wild Wings in September. Haas reported that in the last month there were over 9,000 views on the Network’s Facebook page. He thanked the Council for their continued support. Weidt commented on the wide geographic range of volunteer groups, and thanked Haas for everything the Yellow Ribbon Network does to support military families. Approval of Consent Agenda Petryk made motion, Miron seconded, to approve the following Consent Agenda: 1. Approve Claims Roster 2. Approve Jeff Maas as New Public Works Utility Lead Worker 3. Approve Advertisement for Vacant Public Works Worker Position 4. Approve Appointment of Jordan Fahey to the Planning Commission 5. Approve Special Event Permit for the Wilson Tool Company Picnic on August 9, 2025 8. Approve Claims Roster Adoption of the Consent Agenda approved the Claims Roster as presented. Approve Jeff Maas as New Public Works Utility Lead Worker The City Council, at their July 7, 2025, meeting, gave authorization to hold interviews and select an internal candidate to fill the position of Utility Lead Worker for the Public Works Department. Adoption of the Consent Agenda approved the promotion of Jeff Maas to the position of Public Works Utility Lead Worker at Pay Grade 6 (non-exempt) and the maximum step of the salary matrix. Council Meeting Minutes for July 21, 2025 Page 3 of 5 Approve Advertisement for Vacant Public Works Worker Position The recent resignation of a Public Works employee created an open position in the Public Works Department. Adoption of the Consent Agenda approved the advertisement for the vacant Public Works Worker position in the Public Works Department. Approve Appointment of Jordan Fahey to the Planning Commission On June 30, 2025, Council held interviews to consider applicants to fill vacant commission positions. After discussion, Council selected Jordan Fahey to fill the vacant position on the Planning Commission. Adoption of the Consent Agenda approved Jordan Fahey as a new Alternate Planning Commissioner. Approve Minor Subdivision for Barton Guthrie – 8991 130th Street North Barton Guthrie had requested a minor subdivision of a 40-acre parcel located at 8991 130th Street North, splitting it into a 30-acre parcel and a 10-acre parcel. At its July 10, 2025, meeting, the Planning Commission held a public hearing and considered the request. No one spoke during the public hearing, and the Commission voted unanimously to recommend approval of the minor subdivision to the City Council. Adoption of the Consent Agenda approved RESOLUTION 2025-28 APPROVING A MINOR SUBDIVISION FOR BARTON GUTHRIE FOR PROPERTY LOCATED AT 8991 130TH STREET NORTH. Approve Ordinance Amending the Fence Ordinance Section 90-227 of City Code outlined requirements for fences and required approval of a Conditional Use Permit (CUP) for placing a fence within a drainage and utility easement. Staff has been requiring that residents constructing a fence within an easement request an Encroachment Agreement from the City Council instead of a CUP, whether or not the easement has any public improvements, which lengthened the approval process for a fence. Staff had drafted amendments to streamline the process for approving fences. At its meeting on July 10, 2025, the Planning Commission held a public hearing and considered the request. No one spoke during the public hearing, and the Planning Commission voted unanimously to recommend approval of the ordinance amendments. Adoption of the Consent Agenda ORDINANCE 2025- 544 AMENDING CHAPTER 90, ARTICLE, SECTION 90-227 AS IT RELATES TO FENCES. Approve Special Event Permit for the Wilson Tool Company Picnic on August 9, 2025 Wilson Tool had applied for a Special Event Permit for their annual company picnic to be held on Saturday, August 9, 2025, from 11 a.m. to 4 p.m. at Hanifl Fields. Approximately 900 people were expected to attend. There would also be amplified sound for announcements and alcohol served. Council approval is required for any event that serves alcohol, has amplified music, and attendance of over 200 people. Adoption of the Consent Agenda approved the Special Event Permit for Wilson Tool’s company events. Council Meeting Minutes for July 21, 2025 Page 4 of 5 Approve Temporary Liquor License for Hugo Lions Club for the Wilson Tool Picnic on Saturday, August 9, 2025 The Hugo Lions Club has applied for a Temporary Liquor License to serve alcohol at the Wilson Tool Picnic on August 9, 2025. The Club has provided the completed application, application fee, and proof of Liquor Liability Insurance for the event. Staff recommends Council approve the Temporary Liquor License for the Wilson Tool Picnic on Saturday, August 9, 2025. Discussion and Approval of Revised Remote Attendance Policy At its October 20, 2014, meeting, Council adopted a Remote Attendance Policy to allow a council member to use remote technology to attend a City Council meeting from a location other than the Council Chambers. Legislation over the past 11 years, and specifically during COVID, has amended the law on remote meeting attendance. City Administrator Bryan Bear explained that when the policy was first adopted, a quorum was required to be present at the regular location, the presiding officer needed to be present at the regular location, and the remote location needed to be open and accessible to the public. Since then, changes in the State Statute required all votes be conducted by roll call, only one member need be present at the regular location, the presiding officer need not be present at the regular location, and the minutes needed to reflect the name(s) and reason for remote attendance. A new law enacted during the 2025 Legislative Session made changes to the Open Meeting Law and eliminated the “open and accessible” location rule for remote meeting attendees. Staff reviewed the City’s policy on remote attendance and recommended Council consider revisions to comply with State Statute. Bear asked Council to discuss the policy, specifically whether to allow only one member to be at the regular location and whether the presiding officer should be required to be at the regular location. Council questioned how pandemics and state of emergencies would be handled. Bear speculated that new rules would likely be created should the next pandemic happen and changes in technology could affect the way meetings would be conducted. Council agreed that the majority of the Council should be in attendance at the regular location citing the importance of public interaction and a sense of normality. It was also agreed that the presiding officer should be in attendance to avoid logistical challenges, and it was mentioned that remote technology blocked the sound of the gavel. There was discussion on the importance of having flexibility since it allowed a council member to stay involved who may otherwise be unable to participate. There were also concerns that a council member could be permanently remote and how there needed to be guidelines to prevent that. Bear offered to have staff revise the purpose statement in the policy to address that and add the revised policy to the next Consent Agenda. Schedule 165th Street AUAR Open House on Wednesday, July 30, 2025 At its April 21, 2025, meeting the City Council authorized staff to move forward with the 165th Street Alternative Urban Areawide Review (AUAR). The AUAR will analyze multiple Council Meeting Minutes for July 21, 2025 Page 5 of 5 development scenarios including land use, infrastructure, environmental assessment, and costs. The AUAR will include public engagement and will inform you of the 2050 Comprehensive Plan. Landform and WSB have been working on land use and road design options. A public open house is scheduled for Wednesday, July 30, 2025, from 5 to 6:30 pm. Staff recommends Council schedule this as a meeting if they choose to attend.
