RESOLUTION 2026-1 <br /> A RESOLUTION ORDERING THE PREPARATION OF AN ALTERNATIVE URBAN <br /> AREAWIDE REVIEW FOR THE 165TH STREET CORRIDOR <br /> WHEREAS, the City of Hugo has an adopted Comprehensive Plan that identifies future growth <br /> and development in approximately 785 acres surrounding 165 h Street between Elmcrest Avenue <br /> and properties east of Highway 61 (165a' Street Corridor); and <br /> WHEREAS, the City recognizes the need to begin planning for development of the land in the <br /> 165a' Street Corridor area; and <br /> WHEREAS, the City of Hugo determined environmental review is prudent to evaluate future <br /> development in the 165t' Street Corridor area; and <br /> WHEREAS, Minnesota Rules Chapter 4410.3610 provides for a substitute form of <br /> environmental review known as an Alternative Urban Areawide Review(AUAR); and <br /> WHEREAS, an AUAR allows for environmental review of development and associated <br /> infrastructure in a particular geographic area within a jurisdiction if the local government unit <br /> has an Adopted Comprehensive Plan; and <br /> WHEREAS, the City of Hugo is the Responsible Government Unit(RGU)pursuant to <br /> Minnesota Rules Part 4410.3610 Supb 1; and <br /> WHEREAS, the study area is approximately 785 acres in the northwest portion of the City; and <br /> WHEREAS, three proposed development land use scenarios have been identified to evaluate as <br /> part of the AUAR, each of which has varying amounts of residential, industrial, and mixed use <br /> development; and <br /> WHEREAS, the City Council of Hugo deems an AUAR to be the most appropriate form of <br /> environmental review for the study area. <br /> NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF HUGO,the City <br /> of Hugo orders the preparation of an Alternative Urban Areawide Review (AUAR) for the <br /> proposed study area surrounding thel65a'Street Corridor. <br /> This resolution was adopted by the City Council of the City of Hugo the 5th day of January <br /> 2026,by a vote of four Ayes and no Nays. <br /> Tom Weidt, Mayor <br /> ATTEST: <br /> Michelle Lindau, City Clerk <br />
