Trail Association
The Hugo Snowmobile Club and the Rice Creek Trail Association have submitted their
respective Snowmobile Trail Applications for the 2025-2026 snow season. According to the
submitted applications, snowmobile trails in Hugo will remain the same as last year. Staff
recommends Council approve the Snowmobile Trail Applications for the Hugo Snowmobile
Club and the Rice Creek Trail Association.
G.3 Approve Resolution Supporting City of Lino Lakes Grant Application for Local Road
Improvement Program Funds
The City of Lino Lakes is requesting a resolution supporting their application for funds from the
Minnesota State Transportation Fund through their Local Road Improvement Program. The City
of Lino Lakes is proposing to construct the extension of Otter Lake Road between CSAH14 and
Elmcrest Avenue. This project is identified in the City of Hugo’s 2040 Comprehensive Plan and
Washington County’s 2040 Transportation Plan. Staff recommends Council approve the
resolution supporting Lino Lakes Local Road Improvement Program Grant Application.
I.1 Approve Resolutions Approving Feasibility Study and Set Public Hearing for 2026
Bald Eagle Industrial Park Area Street Improvement Project
The 2026 Bald Eagle Industrial Park Street Improvement Project consists of full-depth pavement
removal, paving, mill and overlay improvements, spot curb and gutter replacement, trail
improvements, street lighting improvements, and minor utility improvements on the following
streets: 130th Street N from Europa Trail to Forest Blvd N / Trunk Highway 61 (TH 61),
Farnham Avenue N from the south terminus to 130th Street N, Fenway Blvd N from 130th Street
N to 140th Street N, and 140th Street from Fenway Blvd N to Forest Blvd / TH 61. The project
scope includes improvements at Water Tower Park, which will involve demolishing an
abandoned communications building and removing old watermain infrastructure. Additionally,
the existing trail along Europa Court will be reconstructed as part of this project. The total
estimated cost for the 2026 Bald Eagle Industrial Park Street Improvement Project is
approximately $4,690,400. This figure includes the projected construction costs for 2026, a 5%
construction contingency, and indirect costs amounting to 20% of the estimated construction
expenses. Funding for the project will be provided through a combination of funding from the
City, State Aid, and Washington County funds, as well as assessments to benefiting properties.
Staff recommends Council approve the resolution accepting the feasibility report and setting a
public hearing for December 15, 2025.
I.2 Approve Resolution Appealing Metropolitan Council System Statement
The Metropolitan Council has completed the system statements for every community in the
seven-county metropolitan area within the Metropolitan Council’s jurisdiction. This is the
starting point for the 2050 Comprehensive Plan cycle. Staff presented the system statement to the
City Council at its November 3, 2025, meeting and outlined items that staff believed were wrong
in the system statement regarding forecasts for population, households, employment, and sewer
allocation. Staff stated they are trying to work out the differences with Metropolitan Council
staff, however, if not accomplished the City will need to formally appeal and request hearings at
a Metropolitan Council committee and the State Office of Administrative Hearings. Staff has not
been able to work out the differences with Met Council staff within the 60-day period. Staff
recommends approval of the resolution appealing the Metropolitan Council’s system statement
for the City of Hugo and requesting a hearing.
M.1 Schedule Wednesday, November 19, 2025, Met Council Committee of the Whole Meeting
Council has been invited to attend the Metropolitan Council Committee of the Whole meeting in
Woodbury on Wednesday, November 19, 2025, from 4:30-6:30 p.m. The meeting will be held at
Central Park in Woodbury and focus on the value and future of water in the region. Staff has
posted this as a possible quorum of the Council and recommends Council formally schedule this
as a meeting if they wish to attend.

Yellow Ribbon Network Update
Hugo Beyond the Yellow Ribbon Chair Chuck Haas provided an update on recent activities of
the YRN.
He began by providing information from the quarterly report they fill out for the State National
Guard. There were 32 events last quarter. They spent $45,000 and 600 volunteer hours
supporting 500 service members and sent over 500 care packages. He shared photos of events
and provided information. They staffed a Family Day at Camp Ripley and one at the Stillwater
Armory. Culvers sponsored a burger night and provided free burgers. A dollar for every custard
bought at Culvers from November 10-15 will go to the YRN. The YRN will also be raising
money by selling the Culver’s calendar at Burger Nights. He had several photos of care
packaging events and the recipients. The 133rd Airwing provided the YRN a plaque and flag in
appreciation. He showed photos of the Youth Hunt held at Wild Wings, 6th Military
Appreciation Hunt at Gold Meadows, and Shoot for the Troops also held at Wild Wings. There
was a photo of the Washington County Sheriffs Office volunteers serving burgers at Burger
Night. The YRN will be doing the Secret Santa again this year.

Approve Annual Performance Review for Public Works Worker Kraig Pettee
Kraig Pettee was hired as a Public Works Worker starting November 12, 2018. Kraig had
worked the three previous summers as a seasonal worker. Adoption of the Consent Agenda
approved the annual performance review of Public Works Worker Kraig Pettee.
Approve Annual Performance Review for Fire Chief Jim Compton, Jr.
At its meeting on October 16, 2023, Council approved the hiring of Jim Compton, Jr. as Hugo’s
first full-time Fire Chief with a starting date of November 20, 2023. Adoption of the Consent
Agenda approved the annual performance review for Fire Chief Jim Compton, Jr.
Approve Angela Lutz as New Member of the Historical Commission
Angela Lutz had submitted an application to be a member of the Historical Commission.
Adoption of the Consent Agenda approved the appointment of Angela Lutz to the Historical
Commission.
Approve Donation from the Hugo American Legion to the Hugo Fire Department
The Hugo American Legion had requested to donate $1,000 to the Hugo Fire Department from
pull-tab proceeds for equipment and training. All donations to the Fire Department needed to be
approved by the Council. Adoption of the Consent Agenda approved the donation of $1,000 to
the Hugo Fire Department.
Approve Reduction in Letter of Credit for The Shores of Oneka 5th Addition
The Shores of Oneka 5th Addition had significant work completed to date and the developer had
requested a reduction in the letter of credit. The current letter of credit for the 5th Addition was in

the amount of $2,236,432. Staff had inspected the work completed to date and recommended
approval. Adoption of the Consent Agenda approved the reduction in the letter of credit to
$223,643 based on the value of work remaining to be completed.
Approve Payment Request No. 3 to Northwest Asphalt, Inc. for the Beaver Ponds Street
Improvement Project and the 2025 Street Improvement Project
Northwest Asphalt, Inc. had submitted Pay Request No. 3 in the amount of $20,166.16 for work
certified through September 30, 2025, for both the Beaver Ponds and the 2025 Street
Improvement Projects. Both projects were complete with only minor restoration items
remaining. City staff had inspected the work and recommended approval. Adoption of the
Consent Agenda approved payment to Northwest Asphalt, Inc. in the amount of $20,166.16.
Approve Release of Escrow for Adelaide Landing Phase 2 Grading
Twin Cities Land Development had requested the release of the remaining cash escrow for the
grading of Phase 2 in Adelaide Landing. Phase 2 grading was complete, seeded and mulched.
Adoption of the Consent Agenda approved the release of cash escrow in the amount of $18,600.
Approve Resolution Approving Minor Subdivision for Heidi Harvieux – property on Jody
Avenue North
Heidi Harvieux had requested a minor subdivision of a 30-acre parcel located on Jody Avenue
North into a 20-acre parcel and a 10-acre parcel. At its October 23, 2025, meeting, the Planning
Commission held a public hearing and unanimously recommended approval of the minor
subdivision. Adoption of the Consent Agenda approved RESOLUTION 2025-38
APPROVING A MINOR SUBDIVISION FOR HEIDI HARVIEUX FOR PROPERTY
LOCATED ON JODY AVENUE NORTH.
Approve Resolution Approving Property Line Adjustment for 5696 170th Street North and
5606 180th Street North – Karen S. Kissner and See Xiong.
Karen S. Kissner, 5696 Street North (Parcel A) and See Xiong, 5606 180th Street North (Parcel
B)had requested approval of a property line adjustment between two properties, both of which
were large lots occupied by single-family homes. Parcel A was 73.69 acres in size and Parcel B
was 10.04 acres in size. The applicants had proposed to take 20.28 acres from Parcel A, and add
it to Parcel B. The new parcels would be 30.32 acres and 53.41 acres in size. Staff found that
both properties would comply with all applicable regulations in the City Code for approval of a
property line adjustment. Adoption of the Consent Agenda approved RESOLUTION 2025-39
APPROVING A PROPERTY LINE ADJUSTMENT FOR KAREN S. KISSNER AND SEE
XIONG, FOR THE PROPERTIES LOCATED AT 5696 170TH STREET NORTH AND 5606
180TH STREET NORTH.

Discussion on Met Council System Statement
Community Development Director Rachel Juba reported that the Metropolitan Council had
completed system statements for all communities within its seven-county jurisdiction. The
system statement initiates the preparation of the City’s 2050 Comprehensive Plan, which is due
in December 2028. The current Comprehensive Plan guides development through 2040. As
required by state law, the system statement provides a framework for communities to review
prepare their 2050 Comprehensive Plan.
Juba explained how Hugo is affected by the Metropolitan Council’s policy plans related to
regional transportation, aviation, water resources, and parks and open space. She noted that the
City’s population forecasts appear to be underestimated. The City has 60 days to review the
system statement and may initiate a dispute process, which could result in a hearing.
She reviewed land use designations within the system statement. The western portion of Hugo is
identified as “Suburban Edge” within the Metropolitan Urban Service Area (MUSA) and is
guided for low to medium density residential development with some industrial and commercial
areas. The Metropolitan Council increased the minimum average residential density for this area
from three to 3.5 units per acre. Juba commented that achieving this density may be difficult due
to floodplains, wetlands, shoreland, and protected natural resources but noted the Metropolitan
Council indicated some flexibility may be available. The eastern portion of the City remains
designated as “Diversified Rural” and outside the MUSA, with growth limited to four units per
40 acres, consistent with Hugo’s 2040 Plan.
Juba outlined the population, household, and employment forecasts used by the Metropolitan
Council for regional planning. She noted that Hugo’s actual growth since 2020 is on track to
exceed the 2030 forecast of 18,500 residents well before submission of the 2050 Plan. The
Metropolitan Council indicated that communities affected by the White Bear Lake lawsuit may
have reduced or held population forecasts, though Juba stated it was unclear why this would
apply to Hugo since water supply is not a Metropolitan Council system.
She added that the City has planned for higher growth than reflected in the forecast and that
exceeding that would require a Comprehensive Plan amendment. Although the Metropolitan
Council previously stated that sewer service capacity was sufficient for a population of 40,000,
the forecasts remain low. The City continues to work with its Council sector representative and
staff to resolve the issue and may later request formal Council action to dispute the system
statement.
Juba reviewed additional topics covered in the system statement. The City is required to plan for
418 affordable housing units in the next Comprehensive Plan and designate appropriate land uses
to meet this target. The transportation section has minimal changes from the 2040 Plan, other
than removal of a proposed fixed rail transit line. The transit market continues to reflect low
population and job density.
She noted no changes to current or long-term sewer services. While the City has no regional
parks, it includes two regional trails: the Hardwood Creek Trail and the planned Glacial Hills

Regional Trail extension along CSAH 8 from TH61 to Lino Lakes and Centerville. Washington
County is preparing the master plan for that corridor. The upcoming plan must also address new
requirements for climate mitigation and adaptation, and the Metropolitan Council will provide
supporting resources.
Juba concluded that staff will continue to review the system statement and will maintain
discussions with Metropolitan Council staff regarding forecasts, new density standards, and
affordable housing allocations. A formal dispute of the system statement may be needed.
Preparation of the 2050 Comprehensive Plan work plan is anticipated in early 2026.
In Council discussion, Krull asked about the impacts of incorrect forecasts. Juba explained that
they affect infrastructure and land use planning. Bear added that exceeding forecast numbers
would require a Comprehensive Plan amendment before approving new projects, creating
potential delays. Strub asked about the MUSA boundary, and Juba confirmed no changes are
proposed. Weidt expressed concern that forecast limitations could restrict the City’s planned
growth and requested staff notify the Council if a formal dispute letter or resolution becomes
necessary.
Approve Comment Letter on Washington County CIP
City Administrator Bryan Bear explained that the City provides comment letters each year to
Washington County regarding the County’s Capital Improvement Program (CIP). While these
letters are not always reviewed by the Council, staff wanted Council members to be aware of a
specific project included in this year’s CIP.
Community Development Director Rachel Juba reported that Washington County’s five-year
CIP outlines proposed projects for roads, bridges, parks, trails, and public facilities, with the first
year incorporated into the 2026 budget. She presented a map showing that the only project
identified in Hugo is the Hardwood Creek Regional Trail extension along 140th Street. The
County has completed a feasibility study, and while grant funding has been awarded, it does not
fully cover the project cost of over $1.3 million. The County identified a possible local
contribution from Hugo of $835,000, though this is not currently included in the City’s CIP.
Project design is planned for 2026, with construction scheduled for 2027.
Juba also noted that the City’s 2026 CIP includes reconstruction of 140th Street, Fenway
Boulevard, and 130th Street, which incorporates trail improvements. Under the County’s cost-
share policy, they would contribute 50% for the 140th Street trail (CSAH 8) but nothing for the
Fenway Boulevard trail, which is rated in poor condition. She stated the County could realize
cost savings by coordinating the Fenway trail reconstruction with the City’s street project. Staff
has drafted a letter encouraging the County to include this work in its 2026 CIP.
Council Member Weidt questioned if it was left out of their CIP because they didn’t think it
needed to be replaced at this time. City Engineer Mark Erichson responded that the County has
other projects, and based on other needs elsewhere, it was not included in their CIP.
Council Member Miron asked about the timeline for the Hardwood Creek Trail extension, and

Juba confirmed that design is planned for 2026 and construction in 2027. Discussion followed on
funding gaps between grant awards and total project costs.
Weidt made motion, Miron seconded, to direct staff to send the letter to the Commissioners in
opposition to their CIP list by not having this project in it.

City Administrator Bryan Bear informed Council the fourth annual Santa Party was scheduled

lighting ceremony at 6:30 pm.

• Clearly identify the person or group applying for the trail permit and include the address
and daytime phone number of a contact person.
• The street addresses of all property owners that abut the proposed route and written
consent from property owners upon whose land the trial crosses for the construction,
maintenance, and operation of the trail.
• A development and operations plan for the proposed trail.
• A map clearly identifying the proposed route of the trail, indicating its alignment, width,
relationship to public road right-of-ways, and connections to other rails and destination
points.
• A map delineating any obstacles on or adjacent to the proposed route that may become a
hazard to snowmobiles or others including, but not limited to: fire hydrants, fences,
driveways, mailboxes, signs, structures, utility poles, transformers, sidewalks, or trails.
• A statement as to who shall be liable for injury or property damage resulting from the
construction, maintenance and use of the trail, together with evidence of the responsible
parties financial ability to provide such insurance or other security necessary to protect the
City from financial loss.

RESOLUTION NO. 2025-
A RESOLUTION OF SUPPORT FOR LOCAL ROAD IMPROVEMENT
PROGRAM GRANT APPLICATION
WHEREAS, the City of Lino Lakes is proposing to the construct the extension of Otter
Lake Road between County State Aid Highway (CSAH) 14/Main St and 24th Ave
N/Elmcrest Ave (hereafter referred to as “the project”); and
WHEREAS, the project is identified in the City of Hugo 2040 Comprehensive Plan and
Washington County 2040 Transportation Plan; and
WHEREAS, the City of Lino Lakes has applied to the Commissioner of Transportation
for a grant from the Minnesota State Transportation Fund for Local Road Improvement;
and
WHEREAS, LRIP funds can be used on reasonable elements associated with roadway
construction however other costs, including but not limited to: consultant engineering and
inspection, utility construction, as well as construction costs above the LRIP award will
need to have alternate funding sources; and
WHEREAS, post-2040 traffic volumes are projected to increase to 11,100 on Otter Lake
Rd south of CSAH 14 and to 10,000 on 24th Ave N north of the project area; and
WHEREAS, the project will extend Otter Lake Rd to the north and create a frontage
road system of major collector roadways parallel to I-35E to manage traffic and support
anticipated development; and
WHEREAS, the project will allow for full access across CSAH 14 that is not provided
by the adjacent north-south roadways on the east side of I-35E; and
WHEREAS, the project will further the city’s economic development efforts along I-
35E, including supporting the Minnesota Technology Corridor; and
WHEREAS, the project is a route of regional significance due to its inclusion in
economic development plans and connection to CSAH 14 and I-35E; and
WHEREAS, the project will benefit the residents of Lino Lakes and Hugo in the
counties of Anoka and Washington, respectively.
NOW, THEREFORE, BE IT RESOLVED that the City of Hugo supports the
construction of the project and supports submittal of the LRIP grant application.
ADOPTED by the City Council this 17th day of November, 2025.

The 2026 Bald Eagle Industrial Park Street Improvement Project consists of full-depth
pavement removal, paving, mill and overlay improvements, spot curb and gutter
replacement, trail improvements, street lighting improvements, and minor utility
improvements on the following streets:
•130th Street N from Europa Trail to Forest Blvd N / Trunk Highway 61 (TH 61)
•Farnham Avenue N from the south terminus to 130th Street N
•Fenway Blvd N from 130th Street N to 140th Street N
•140th Street from Fenway Blvd N to Forest Blvd / TH 61
The project scope includes improvements at Water Tower Park, which will involve
demolishing an abandoned communications building and removing old watermain
infrastructure. Additionally, the existing trail along Europa Court will be reconstructed as
part of this project.
The total estimated cost for the 2026 Bald Eagle Industrial Park Street Improvement
Project is approximately $4,690,400. This figure includes the projected construction
costs for 2026, a 5% construction contingency, and indirect costs amounting to 20% of
the estimated construction expenses. Enclosed is a copy of the feasibility report.

Transmitted herewith for your review is a feasibility report that addresses improvements
associated with the 2026 Bald Eagle Industrial Park Area Street Improvement Project.
The proposed improvements include the following:
• Full-depth pavement removal and spot curb and gutter replacement on:
o 140th Street N (From TH 61 to Fenway Blvd N)
o Fenway Blvd N (From 130th Street N to 140th Street N)
o 130th Street N (Europa Trail N to the start of the eastbound turn lanes)
o Farnham Avenue N (from 130th Street N to its southern terminus)
• Two-inch mill and overlay, and spot curb and gutter replacement on:
o 130th Street N (from the start of the eastbound turn lanes to TH 61)
o Fenway Blvd Ct N (From Fenway Blvd N to its eastern terminus)
• Conversion of sidewalk to trail on 140th Street N (From TH 61 to Fenway Blvd N) and trail
reconstruction on Fenway Blvd N (From 130th Street N to 140th Street N) as part of the
Hardwood Creek Regional Trail
• Construction of a new trail along 130th Street N (from TH 61 to Fenway Blvd N)
• Select storm sewer work throughout the project, primarily on 130th Street N
• Select hydrant maintenance work

1.Executive Summary
The feasibility study and report for the 2026 Bald Eagle Industrial Park Street
Improvement Project has been prepared for the City of Hugo.
Maps illustrating the project locations can be found in Figures 1, 2 and 3 in the
proposed improvements Appendix A.
The proposed improvements include partial reconstructio n, spo t curb and gutter
replacement, removal and replacement of street lighting, and minor storm sewer,
sanitary, and watermain improvements on the following streets:
•130 th Street N from Europa Trail to Forest B lvd N / Trunk Highway 61 (TH 61)
•Farnham Avenue N from the south terminus to 130 th Street N
•Fenway B lvd N from 13 0 th Street N to 140 th Street N
•140 th Street from Fenway B lvd N to Forest B lvd / TH 61
The proposed improvements also include mill and overlay improvements on Fenway
B lvd Court N and on 130 th Street N from about 200 feet west of Forest B lvd / TH 61
to TH 61.
The trail system in the area is also proposed for improvements , including the
conversion of a sidewalk to a bituminous trail on 140 th Street N and the
reconstruction of trails on Fenway Boulevard and Europa Court N. A new trail along
the north side of 130 th Street N from TH 61 to Fenway B lvd is recommended.
Building demolition of an abandoned communications building, along with a small
amount of watermain improvements at Water t ower Park, is als o proposed.
The total project cost is estimated to be $4,690,400 . The project is proposed to be
funded through a combination of municipal , county, state aid funds , and special
assessments. The estimated costs for the proposed improvements are detailed in the
table below. Those costs include a 5 % construction contingency and 2 0 % allowance
for indirect costs.
The improvements are proposed to be funded from the City’s state aid funds, local
City funds, Washington County regional trail funds, and Special Assessments to the
benefiting property owners.
The 202 6 Bald Eagle Industrial Park Area improvements are scheduled to begin
construction during the spring of 202 6 , with utility and street surface improvements
to be substantially complete by September 202 6 .
The 202 6 proposed project area includes four single -family residential properties,
nine low -density and medium -density multi -family residential parcels, eleven
commercial properties, seven planned unit development lots (multi -family
residential), twenty -six industrial properties, and one propert y with no zoning (Finale
Ave nue right -of-way easement).

For partial roadway reconstruction projects, the project shall be assessed based on
the following:
• Single -family residential / duplex: $4 ,1 00 / unit, based on an average 80 -foot
wide lot
• Commercial / Industrial, Tax -Exempt and Multi -Family Residential: $4,100 x
(lot front footage / 80 feet) x 1.5 = $76.87 / LF
Assessment amounts are calculated using either the front -foot or per -lot methods,
depending on the land use type. Assessment terms and interest will be determined
according to policy at the time of the assessment hearing and levy by the Council if
not paid upfront. City policy states that assessments not paid to the City within 30
days of being levied by the Council will be certified with the County for an
undetermined amount of time, typically 10 -15 years, with interest.
This project is feasible, necessary, and cost -effective from an engineering
standpoint and should be constructed as proposed herein.

2. Introduction
2.1 Authorization
The City Council authorized the preparation of a feasibility study on February 27,
2025. This expands on the work previously done by WSB on behalf of the City with
the 130 th Street Trail Extension Feasibility Report, dated May 1, 2020. This previous
feasibility report is included in Appendix D .
2.2 Scope
T he proposed improvements include the following :
• Full depth removal of the existing pavement , placement of new pavement,
spot curb and gutter replacements , and storm, sanitary, watermain
adjustments on:
o 130 th Street N from Europa Trail N to about 200 feet west of Forest B lvd
/ TH 61
o Farnham Avenue N from the south terminus to 130 th Street N
o Fenway B lvd N from 130 th Street N to 140 th Street N
o 140 th Street from Fenway B lvd N to Forest B lvd / TH 61
• 2” mill and overlay of the bituminous pavement, spot curb and gutter
replacements, and storm, sanitary and watermain adjustments on:
o Fenway B lvd Court N
o 130 th Street N from about 200 feet west of Forest B lvd / TH 61 to TH 61
• R epla cement of the existing bituminous trail on the west side of Fenway B lvd ,
as well as replacing the current concrete sidewalk on the south side of 140 th
Street with a 10 -foot bituminous trail. This new trail will serve as an interim
route for the Washington County Hardwood Creek Regional Trail. Additionally,
the trail on the west side of Europa Court N will also be replaced.
• Removal and replacement of street lighting along Fenway Blvd N and 130 th
Sreet N.
• A new 8 -foot bituminous trail on the north side of 130 th Street N from Fenway
Blvd N to Forest B lvd / TH 61 .
2.3 Data Available
City staff and WSB collaborated to acquire multiple forms of data to use in
determining the maintenance and improvements needed for this project. This data
included:
• Geotechnical pavement cores to determine the existing pavement condition
• Topographic survey of the project area

•Hugo GIS data inventory of all storm, sanitary, and water utilities within

structures on the project

3. Existing Conditions
3.1 Surface and Street
This is primarily an industrial/commercial area with a residential neighborhood west
of Fenway B lvd composed of townhomes. All streets within the project are paved
with bituminous pavement and include concrete curb and gutter on both sides of the
street. 140 th Street is 43 –44 feet wide (face -to-face ) and has a right -of-way of 83
feet. Fenway B lvd N is 43 –44 feet wide (face -to-face ) and has a right -of-way of 60
feet, 66 feet , and 80 feet at different locations. Fenway B lvd Circle N is 30 feet wide
(face -to-f ace ) and has a right -of-way of 60 feet. 130 th Street is 38 feet wide (face -to-
face) and has a right -of-way of 66 feet from Fenway to Forest B lvd (TH 61). From
Europa Trail to Fenway, it is 24 feet wide (face -to-face ) and has a right -of-way of 50
feet. Farnham is 39 feet wide (face -to-face ) and has a right -of-way of 60 feet. 140th
Street and 130 th Street both widen out as they approach TH 61 to accommodate
east -bound left and right turn lanes.
The speed limit on all streets is 30 MPH.
The condition of the existing pavement , curb, and gutter varies across different
streets and areas within each street. The section of 130 th Street from Fenway to the
TH 61 turn lanes has pavement that is in the most need of repair. Additionally,
Farnham Avenue and the segment of 130 th Street from Europa to Fenway have curb
and gutter that are in poorer condition compared to other locations.
The existing pavement and aggregate depths vary throughout the project area,
ranging from 4.25 inches to 7 inches. This data was obtained using coring
investigation data obtained in early 2025. The cores are shown in Appendix C .
There is an existing 4 to 5 -foot -wide concrete sidewalk along the south side of 140 th
Street N and a 9 -foot -wide bituminous trail along the west side of Fenway B lvd N.
Cores of the existing trail were taken (also included in Appendix C ), which show an
average pavement depth of 2 inches and average aggregate base depth of 6.5
inches. There are no sidewalks or bituminous trails on any of the other street
segments within the project limits.
130 th Street and Farnham are marked for no parking on both sides throughout the
project limits. The other streets do not have parking restrictions posted.
3.2 Utility
The City of Hugo owns, operates , and maintains sanitary sewer, watermain, and
storm sewer within the project area.
3.2.1 Sanitary Sewer
The Bald Eagle Industrial Park area features sanitary sewer systems installed within
the streets and along an existing 35 -foot easement east of the Fenway B lvd right -of-
way. The sanitary system was installed in phases and with different developments
from 1970 to 2012.
An 8 -inch through 18 -inch polyvinyl chloride (PVC) sanitary sewer exists within the
areas of 140 th Street, 130 th Street , and Farnham Avenue. There is a 42 -inch
Metropolitan Council Environmental Services (MCES) reinforced concrete pipe (RCP)
sanitary sewer within the Fenway B lvd right -of-way from 130 th Street to 13525
Fenway B lvd , and along a 35 -foot easement west of Fenway to 140 th Street.

3.2.2 Water Main
The project is served by watermain on all streets, built in phases over the last 50
years. Along 140 th Street, Fenway B lvd , and 130 th Street, there is a 12-inch ductile
iron pipe (DIP) either in the right -of-way (ROW) or within a drainage and utility
easement. Farnham Avenue has an 8 -inch DIP watermain ending about 200 feet from
the south end of the street. The watermain on 130 th Street is centered in a 20 -foot
drainage and utility easement on the north side of the street, with hydrants located
roughly at t he ROW. The watermain is generally in good condition.
3.2.3 Storm Sewer and Stormwater Facilities
There is an existing RCP storm sewer throughout the project area, which was
installed in phases. Sizes vary from 12 -inch to 42 -inch throughout the project, with
12-inch to 2 7 -inch on 130 th Street from Fenway B lvd to TH 61.
3.2.4 Private Utilities
Private utilities are located throughout the project corridors. The most prominent are
overhead utility lines along 130 th Street, which start on the south side near TH 61
and cross over to the north side , starting east of the Inter -Plant Sales driveway at
5212 130 th Street N, ending about 110 feet west of Fenway B lvd . Overhead utilities
are also on the east side of Farnham Avenue, and on the north side of 140 th Street.
There are existing streetlights on both sides of the street on Fenway B lvd and at
each intersection.
In addition, the City of Hugo owns and operates a pole with an emergency siren at
the corner of Fenway B lvd and 130 th Street, in Watertower Park.

4. Proposed Improvements
4.1 Surface and Street
For most of the project area,f ull -depth pavement removal of the existing streets is
recommended. Class 5 aggregate base will be supplemented as necessary, along
with the placement of new bituminous pavement . Street grades will be closely
matched to the existing grades to minimize construction impacts on adjacent
properties.
Given the industrial nature of the roads, the proposed road sections will be designed
to handle commercial traffic . The proposed road sections are as follows :

The section of 130 th Street N, from Fenway Blvd to Europa Trail , does not
experience a high volume of commercial traffic. This allows for a reduction in the
pavement section. Given the limited road width in this area, widening the road by an
additional 4 feet is proposed. This change will facilitate safer passage for vehicles
and provide more space for public works to maintain and plow the road effectively.
The pavement condition along 130 th Street N from TH 61 to 200 feet west of Fenway,
as well as on Fenway B lvd C our t N, is exhibiting less distress . It is proposed to mill
the top 2 inches of pavement and overlay it with a new layer.
Sections of the concrete curb and gutter will be replaced along the proposed roads
due to structural damage that affects proper water drainage.

The existing sidewalk on 140 th Street N. will be removed and replaced with a 10 -
foot -wide bituminous trail. The existing nine -foot -wide trail on Fenway B lvd will be
reclaimed, slightly raised, and replaced with a 10 -foot -wide bituminous trail. These
trails will be designed to Washington County trail design standards , as this route is
part of the Hardwood Creek Regional Trail. The inclusion of trail work on Fenway
B lvd will be assessed during the design phase and will depend on cost participation
from Washington County. The existing bitu minous trail along the west side of Europa
Court N will be removed and replaced, as it is currently experiencing damage from
tree roots throughout.
A new 8 -foot -wide bituminous trail will be constructed on the north side of 130 th
Street, extending from Fenway B lvd to TH 61. This trail will connect to existing
pathways at both ends, filling a gap in the city’s network of non -motorized
transportation and providing access to the Hardwood Creek Regional Trail. The trail
will be set 5 feet from the back of the curb to provide an area for snow storage.
There are no proposed changes to the parking restrictions or striping on any of the
streets. Pavement striping will be installed in a similar configuration to its current
setup .
There is an existing sidewalk crossing on Fenway Avenue N between the two JL
Schwieters properties. Currently , the road crossing is skewed, which lengthens the
crossing time for pedestrians and presents a navigational challenge to those with
visual impairments. Therefore, it is proposed to realign the crossing to be
perpendicular to the roadway. WSB and City staff will coordinate with Schwieter's
management to perform this work.
4.2 Utility
4.2.1 Sanitary Sewer
Sanitary sewer is proposed to remain in place throughout the project. For all street
segments, the sanitary manhole castings will be adjusted to match the new finish
grade of the pavement , and new chimney seals will be installed. This is to prevent
infiltration and inflow into the structures, which can decrease sewer capacity during
rain events when stormwater unintentionally enters the sanitary sewer system .
4.2.2 Water Main
The existing water main, similar to the sanitary sewer, is proposed to remain in
place for most of the project. In all areas, the existing gate valves will be adjusted to
align with the finished pavement grade. A few hydrants will be relocated to make way
for the new trail along the north side of 130 th Street, and some hydrants will receive
new extensions to improve accessibility for firefighters and public works staff.
Additionally, a new hydrant is proposed for installation at the southwest corner of the
fire department, located at the intersection of Fenway Avenue and 140 th Street. This
installation was requested by the fire department for training purposes.
Removal of a segment of watermain and building demolition work at Water t ower Park
on Fenway B lvd is proposed as part of the project.

4.2.3 Storm Sewer
For all project areas, the storm sewer manhole castings will be adjusted to match
the new finish grade of the pavement. Curb inlets that show signs of leaks or other
deterioration will be repaired. Additionally, some inlets have old castings that do not
meet the City’s current standards. These will be removed and replaced with castings
that comply with the City’s standards, improving drainage along the roadways.
On 130 th Street, a partial reconstruction of the storm sewer is proposed to improve
the layout of the pipes and structures. This will enhance roadway drainage and
facilitate easier maintenance for public works staff.
It is important to note that stormwater management facilities will not be installed as
part of this project. Streets and trails that have been reclaimed, milled, and overlaid
and are surrounded by at least 5 feet of grass or other vegetation are exempt from
watershed stormwater requirements .
4.2.4 Private Utilities
The existing overhead utility poles on 130 th Street are located 5 to 8 feet behind the
back of the curb. To accommodate the proposed trail design, most of these poles will
need to be relocated. There is an existing 20 -foot drainage and utility easement
north of the right -of-way along this route, so the relocated poles will still be within
the right -of-way or an existing utility easement.
4.3 Railroad Crossings
There are existing Burlington Northern and Santa Fe Railway (BNSF) railroad
crossings at 130 th Street and 140 th Street near TH 61. The railroad currently ends at
the north edge of 14 0 th Street, as the section north of 140 th was removed years ago
before the construction of the Hardwood Creek Regional Trail. Since this crossing is
no longer in use, BNSF has agreed to remove the rail lines through 140 th Street,
allowing the City to replace the pavement and sidewalk in that area.
The rail crossing at 1 30th Street is still in service and will not be removed. However,
the new bituminous trail on the north side of 130 th Street will need a new concrete
rail crossing. This will require coordination and approval from BNSF regarding the
design and construction of the new trail/rail crossing. WSB has developed a
preliminary design for the rail crossing, and BNSF has provided preliminary approval
of this design. An exhibit illustrating the preliminary crossing is included in
Appendix A .
4.4 Right -of-Way and Easements
To construct the proposed trail on 130 th Street, it is proposed to keep it within
existing ROW or trail easements to the extent possible from the BNSF Railway to
Fenway B lvd . However, there are several properties where a trail easement is
necessary for the construction of the new trail on 130 th Street. Therefore, it is
proposed to acquire 5 -foot trail easements at 5100, 5118, 5198 and 5212 130 th
Street N. An estimate of easement costs is included in the table below.

A permanent easement is required for the trail crossing over the rail line near TH 61.
The current concrete ramp located at the northwest corner of the intersection is
partially within the existing right -of-way (ROW) easemen t over the railroad ROW and
partially outside of it. Therefore, establishing a new trail crossing will necessitate
vacating the existing ROW easement and creating a larger easement that includes
both the concrete ramp and the new trail As of this report, an agreement between the
City and BNSF Railway for this work has been reached but not fully executed.
4.5 Temporary Traffic Control
To ensure ongoing access for businesses in the area, WSB and city staff have
proposed keeping at least one lane of traffic open at all times. This will be achieved
by creating a one -way loop that moves clockwise along 130 th Street, Fenway B lvd ,
140 th Street, and TH 61. Temporary traffic control measures will be further assessed
during the final design phase .
4.6 Permits / Approvals
An NPDES permit for construction activity will be required since more than one (1)
acre will be disturbed by construction activities with the project.
MnDOT Right -of-Way permits will be required for the work at TH 61 at 130 th Street
and 140 th Street.
The BNSF Railway will need to provide approval of the plans for the 130 th Street
crossing of the roadway and the new trail crossing.

5 Financing
5.1 Opinion of Probable Cost
The total project cost is estimated to be $4,690,400 . A detailed breakdown of the
cost opinion for the proposed project can be found in Appendix B of this report. The
opinion of cost incorporates estimated 2026 construction costs and includes a 5 %
contingency factor. Indirect costs are projected at 2 0 % of the estimated construction
cost and include legal, engineering, administrative, and financing costs.

The proposed funding for the improvements is a combination of funding from City ,
State Aid and Washington County funds , and assessments to benefiting properties.

5.3 Preliminary Assessment Roll
Assessments will be levied to the benefiting properties as outlined in Minnesota
Statute 429 and the City of Hugo’s Assessment Policy. The proposed assessment
rolls for the 2026 Bald Eagle Industrial Park Area Street Improvement Project are
included in Appendix E of this report, along with corresponding assessment maps
identifying the benefiting properties.
Special Assessments were calculated using the per-lot and per -front -foot methods in
different portions of the project for properties abutting the proposed street
improvements. Special Assessments were calculated using the City’s standard
assessment rates, which are:

Assessments were applied only to properties that have direct driveway access to the
project streets or where a driveway could feasibly be constructed in the future. For
the four single -family lots on 14 0 th Street, only two of them currently have driveways
on 140 th, so only those two lots are assessed on a per -unit basis. For all other lots,
the assessment was calculated at a rate of $76.87 per front foot, as detailed in the
calculations above.
According to the assessment policy, the townhomes located on the west side of
Fenway Boulevard and the north side of 130 th Street N would generally be assessed
at one -half unit for the improvements along 130 th Street and Fenway B lvd , with the
remaining one -half unit to be assessed once the internal roads to the properties are
improved. Since none of these properties have direct access to 130 th Street N or
Fenway B lvd , they will not be assessed for this project. Instead, they will be fully
assessed when impr ovements to Europa Trail Way N, 132 nd Street N, Europa Court
N, or 134th Street N are made.
City -owned properties are exempt from assessments, as city funds cover the
remaining project costs.

6 Public Engagement
Staff from WSB and the City held one -on-one meetings with most of the businesses
along the corridor to discuss the proposed improvements and gather feedback. The
results of these meetings were generally positive. Additionally, two separate
neighborhood meeting s w ere held with the residential townhomes west of Fenway to
discuss the project and its potential impacts.

9 Feasibility and Recommendation
The 2026 Bald Eagle Industrial Park Area Street Improvement Project includes full -
depth pavement removal and new paving, spot curb and gutter replacement,
rehabilitation of existing trails, construction of new trails, removal and replacement
of street lighting, and minor storm sewer, sanitary, and watermain improvements.
The total estimated cost for the project , including roadway, watermain, sanitary
sewer, drainage, and trail improvements, is $4,690,400 . The project is proposed to
be funded through a combination of municipal , county, state aid funds, and special
assessments. Construction costs are based on anticipated 2026 construction costs .
This project is feasible, necessary, and cost -effective from an engineering
standpoint. The project's feasibility is subject to financial review by the City. Based
on the information contained in this report, it is recommended that the improvements
outlined herein be implemented .

1. Executive Summary
The City of Hugo, Minnesota identified 130th St North between Fenway Blvd N and
Forest Blvd N / Highway 61 for a future trail extension. A trail along this segment of
130th Street N would allow the residents from the existing and planned residential
development on the east side of Highway 61 to safely cross Hwy 61 and access the
existing trail along Fenway Blvd N. Extension of the trail would allow access to park and
recreational areas as well as the Hardwood Creek Regional Trail (HCRT).
The existing Fenway Blvd N trail begins at the 130th St N intersection and extends north
to the end of Fenway Blvd N at 142nd St N in anticipation of continuing north through
future development projects. Existing sidewalk connections to the Fenway trail allow
pedestrian access to the HCRT along 140th St N where it extends north into Forest Lake.
Additional sidewalk connections provide access from the Fenway trail to Fable Hill Park
and Clearwater Creek Park Preserve, located west of Fenway Blvd N. These parks offer
a variety of passive use recreational spaces and the ability to connect to an abundance
of natural resource-based settings that include woods, prairie, wetlands and the
Clearwater Creek. A master plan has been prepared for the Clearwater Creek Park
Preserve that would further enhance recreational opportunities once implemented.
The preferred alignment of the proposed 130th St N trail extension is identified to be
located on the north side of 130th Street N to align with an existing pedestrian crosswalk
at Fenway Blvd N. This option would also align with a pedestrian crosswalk at Forest
Blvd N / Hwy 61 where a pedestrian activated crosswalk signal is located. The proposed
trail will cross railroad tracks near Hwy 61 which will require coordination with the
railroad authority to meet their standards for a pedestrian crossing.
In general, impacts to properties and related costs were considered when selecting the
alignment and options. The result is a layout that includes two options for implementing
a separated pedestrian trail on the north side of 130th St N that would fill an important
gap with the least amount of impacts. The preliminary options for a preferred layout have
been developed for approval by the Hugo City Council. This report provides background,
context and implementation measures to be considered for the trail extension as part of
a future planned road improvement project.

2. Introduction
2.1 Authorization
The City of Hugo received a grant from the Statewide Health Improvement
Partnership (SHIP) by the Minnesota Department of Health through the Living
Healthy in Washington County organization, as contributing partners to the
feasibility project, with up to a 50% funding match requirements to aid in the
planning project.
The City of Hugo selected WSB to study the corridor and develop a trail
extension feasibility planning document that would meet the connectivity and
recreational needs of the community, as well as the SHIP goals.
2.2 Scope
The City of Hugo identified the corridor of 130th St N between Fenway Blvd N
and Forest Blvd N / Highway 61 for a trail extension feasibility study.

The City of Hugo (City) and Washington County expanded the study area to
extend south from the Fenway trail at 130th St N to identify potential alternative
trail alignments that may be suitable as an alternative Hardwood Creek Regional
Trail (HCRT) route south from 130th St N to the Falcon Court N / 120th St N
location.
Several options for an alternative HCRT route were considered and discussed
with project stakeholders. Plans for the alternative trail routes were developed up
to a 30% plan level with corresponding estimates of probable costs. Based upon
the cost factors that were developed, Washington County decided upon
abandoning further study of this trail route alternative within this feasibility project,
as they intend to conduct further trail planning studies separately that would
expand upon the existing HCRT. While 30% plans and estimates were
developed for the HCRT alternatives, they are not included in this memo.
This memo summarizes the design process, design option considerations that
were investigated, and the feasibility of implementing the preliminary design
specifically for the 130th St N trail extension between Fenway Blvd N and Forest
Blvd N / Hwy 61.

3. Planning Process
3.1 Existing Conditions & Issues
Existing Conditions
The 130th St N corridor between Fenway Blvd N and Hwy 61 is a 40 foot wide, 2-
lane collector road with B618 curb and gutter that is widened at the railroad
crossing to accommodate one westbound lane and right, left and thru eastbound
lanes. The current speed limit is 30 mph.
This corridor primarily runs through a General Industrial district, changing to
residential at Fenway Blvd N. 130th St N crosses existing railroad tracks that
terminates at 140th St N where the Hardwood Creek Regional Trail begins within
the old railroad corridor.
130th Street N receives heavy truck traffic as well as local residential traffic. The
intersection at Hwy 61 has also been identified as having congestion concerns
during peak hours with vehicular stacking occurring back to Farnham Ave.

The following figure shows the MnDOT 2014 ADT in the general trail study area,
with 3050 trips listed for both 130th St N and 140th St N between Fenway Blvd N
and Hwy 61.
There are existing overhead power lines that begin on the south side of 130th St
N at Hwy 61 and cross over to the north side prior to reaching Farnham Ave with
eight poles located on the north side and 2 poles located on the south side.
There are also two hydrants located on the north side along with approximately
four mailboxes.
The current conditions of the road pavement are poor up to where the road
widens for the turn lanes, which is newer pavement and in better condition.

Pedestrian Connectivity
The 130th St N corridor currently lacks separated pedestrian facilities between
Fenway Blvd N and Hwy 61. Planned residential and road developments on the
east side of Hwy 61 will incorporate trail connections along 130th St N which will
extend up to the Hwy 61 crosswalk locations. There are currently two pedestrian
crosswalks, one that crosses Hwy 61 on the northern location and one across
130th St N intersection with pedestrian activated signals in order to cross both
roadways. The crosswalk over Hwy 61 leads to a concrete pedestrian ramp
where the trail terminates.
The following section illustrates existing conditions along 130th St N with the
existing conditions within the overall corridor shown on the following pages.

3.2 Planning Goals
The goals of the project included:
• Meeting with stakeholders to share plan options and gather feedback on
concerns and preferences
• Develop and assess options to safely connect the neighborhoods located
east and west of Hwy 61, which is currently a barrier
• Explore alternatives for pedestrian and bicycle infrastructure
improvements along 130th St N
• Evaluate benefits, opportunities and impacts of the proposed alignments
3.3 Stakeholder Input
The City of Hugo identified and met with stakeholders individually to share
planning goals, planning options and considerations, and to gather feedback on
concerns to help shape the outcome of the design preferences. Some identified
stakeholders included:
• Washington County
• Business owners
• Residents within corridor
• Residents and businesses within alternative corridor considerations
Feedback gathered helped to shape the outcome of the project. Some of the
comments received were related to both the 130th St N trail, as well as the study
that explored HCRT extensions south from 130th St N to Falcon Court:
• Wilson Tool expressed concerns related to proper truck turning radii at
Farnham Ave on to 130th St N with any proposed road modifications that
may be implemented in conjunction with a road improvement project
• Wilson Tool expressed concerns with any proposed trails along Farnham
Ave due to the amount of truck traffic on this street
• Wilson Tool was receptive of a proposed trail alignment through the
wetlands that would connect their property to the greater trail systems
and park spaces and would be open to a trail easement to accommodate
trail segments that were located on their property, as this would be
beneficial to their employees, but want to ensure alignments that do not
alter or affect their ability to expand
• Washington County expressed concerns with a trail alignment through the
wetlands and along Falcon Ct N / 120th St N due to limited right-of-way,
costs associated with boardwalk construction and maintenance, and trail
segments not meeting regional trail design standards
• Washington County was in support of a trail along 130th Street that would
be considered a local trail, not a regional trail segment

3.4 Preliminary Design
Preliminary design options explored for the trail along 130th St N included:
• Separated trail on north side of 130th St N
• Separated trail on south side of 130th St N
The option for a separated trail on the south side of 130th St N was initially
reviewed and eliminated early in the process primarily because two additional
pedestrian crossings over 130th St N would be necessary, one of which would be
located at the intersection of 130th St N and Hwy 61 across four lanes of traffic,
posing safety concerns and the additional cost of an added pedestrian activation
signal. This alignment would also have added one pedestrian crossing over
Farnham Ave N where there are safety concerns with pedestrians coming in
conflict with current truck traffic turning movements at Farnham Ave. Additional
concerns include several wide business approaches through the R.O.W locations
and little to no R.O.W. west of the railroad tracks where the road lanes are
widened.

4. Final Recommendations
4.1 Recommended Trail Options
The preferred route along the north side of 130th St N was recommended with
two design options for implementation to be further studied at the time of the
future road improvement project.
Both trail options on the north side of 130th St N complete a critical gap in
connecting the east side of Hwy 61 to the west side of Hwy 61 and connect
pedestrians to the Fenway Blvd N trail which ultimately connects to the HCRT.
As the plan moves forward, the City of Hugo will have additional coordination
efforts with MnDOT, the local railroad authority and Washington County to
ensure the approved design meets proper design standards where required.
The following conceptual design options for the 130th St N trail:
Concept Option #1:
• Existing road width narrowed to 24’ wide with B618 curb and gutter up to
Farnham Ave N where it tapers out to meet existing road width for the
railroad crossing and turn lanes onto Hwy 61 – this alters the design
standard for 130th St N
• Separated 8’ wide bituminous trail on north side of 130th St N with a 3’
wide boulevard turf area between trail and curb for the majority of trail
(boulevard ends where road widens back out to meeting existing width)
• Separated pedestrian railroad crossing to include pedestrian stop arms
(coordinate with local RR authority to meet design standards)
• Realign/straighten out existing Hwy 61 crosswalk to be perpendicular to
Hwy 61 traffic
Pro’s
• Potentially avoids relocation of existing power poles and hydrants
• Existing mailboxes on north side can remain (would be relocated with
new curb locations)
• Majority of existing conflicts and reconstruction efforts are minimized due
to avoidance of many existing signs, landscape beds, etc.
• Narrow road width may provide traffic calming along 130th St N
• Portions of the pedestrian crossing modifications on Hwy 61 may be
eligible for State Aid funding, though it would need a Trunk Highway
review

•130th St N continues to meet collector roadway design standards
•Potential to include an arm extension to the existing railroad stop arm for
the pedestrian crossing over the tracks rather than adding separate
pedestrian arms
•Adequate width for shared on-street use of bicycles on shoulders
•No road reconstruction/layout required to incorporate trail
Con’s
•Some adjustments may be needed to existing pedestrian ramp at the
Hwy 61 & 130th St N crosswalk to meet ADA requirements
•Existing power poles require relocation and due to limited Right-of-Way
width, the poles may need to be relocated to south side of 130th St N
•Hydrants may require relocation or if they are able to remain, may not
account for a 2 foot wide clear zone from trail (though not a requirement
for a local trail)
•Existing mailboxes would need to be relocated to south side of 130th St N
•Impacts to existing entrance drives, signs, landscape areas, etc.

5. Project Summary
The 130th St N trail feasibility studied alternative route options that considered impacts
and optimal pedestrian safety in order to fill an existing trail gap between Fenway Blvd N
and Forest Blvd N / Highway 61. The inclusion of this trail segment will connect the
residential areas east of Hwy 61 to the parks, open spaces and the Hardwood Creek
Regional Trail currently located west of Hwy 61.
Two options for an 8 foot wide bituminous trail located on the north side of 130th Street N
were developed.
Option #1 includes narrowing the existing 130th St N from a 40’ wide collector street to a
24’ wide street with an 18 inch gutter in order to construct an 8 foot wide trail on the
north side that avoids relocation of existing power poles and mailboxes.
Option #2 includes relocating power poles and mailboxes currently on the north side of
130th St N to the south side in order to construct an 8 foot wide trail on the north side
with a 2 foot behind the existing curb without altering the existing road design width.
The inclusion of the 130th St N trail will require coordination with the local railroad
authority as well as ongoing coordination with Washington County and MnDOT for other
noted improvements. Some improvements may be eligible for State Aid funds, but the
130th St N trail route between Fenway Blvd and Hwy 61 is currently not a State Aid
route.
The options of the preferred alignment on the north side of 130th St N will be further
studied at the time of a future road construction improvement project to determine which
option best suits the needs of the City of Hugo.

A RESOLUTION RECEIVING THE FEASIBILITY REPORT AND
SETTING THE PUBLIC HEARING FOR THE
2026 BALD EAGLE INDUSTRIAL PARK STREET IMPROVEMENT PROJECT
WHEREAS, pursuant to the resolution of the Council adopted February 27, 2025, a report was
prepared by WSB, with reference to the improvement of the following roadways:
130th Street N from Europa Trail to Forest Blvd N / Trunk Highway 61 (TH 61)
Farnham Avenue N from the south terminus to 130th Street N
Fenway Blvd N from 130th Street N to 140th Street N
140th Street from Fenway Blvd N to Forest Blvd / TH 61
Fenway Blvd Court N from Fenway Blvd to its eastern terminus
WHEREAS, the following improvements are proposed:
Full-depth pavement removal, paving, mill and overlay improvements, spot curb and
gutter replacement, trail improvements, street lighting improvements, and minor utility
improvements and to assess benefited properties for all or a portion of the improvement,
pursuant to Minnesota Statutes, Chapter 429; and
WHEREAS, the City Council has been advised by the City Engineer that said street
improvements are feasible, and should best be made as proposed, and the City Engineer’s report
to this effect has heretofore been received by Council, and filed with the City Clerk on
November 17, 2025; and
WHEREAS, the City Council deemed it necessary and expedient that the City of Hugo,
Minnesota, construct certain improvements, to-wit: 2026 Bald Eagle Industrial Park Street
Improvement Project, in the City as described in and in accordance with the feasibility report
prepared by the City Engineer; and
WHEREAS, the statute provided that no such improvements shall be made until the Council has
held a public hearing on such improvements following mailed notice and publication thereof in
the official newspaper stating time and place of the hearing, the general nature of the
improvement, the estimated costs thereof, and the area proposed to be assessed, in accordance
with the law; and
NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Hugo, that the
public hearing be scheduled to consider: 2026 Bald Eagle Industrial Park Street Improvement
Project, to be held on Monday, December 15, 2025, at 7:00 o’clock p.m. or as soon thereafter as
possible, at Hugo City Hall, 14669 Fitzgerald Avenue North.
This resolution was adopted by the City Council of the City of Hugo on the 17th day of
November 2025, by a vote of Ayes and Nays.

A RESOLUTION OF THE CITY OF HUGO, WASHINGTON COUNTY,
MINNESOTA APPEALING THE ACTIONS OF THE METROPOLITAN
COUNCIL, REQUESTING THAT A HEARING BE CONDUCTED BY THE
METROPOLITAN COUNCIL’S LAND USE ADVISORY COMMITTEE AND
THE STATE OFFICE OF ADMINISTRATIVE HEARINGS FOR THE PURPOSE
OF AMENDMENTS TO THE METROPOLITAN COUNCIL’S SYSTEM
STATEMENT
WHEREAS, The City has received a “system statement” from the Metropolitan Council
on September 24, 2025, and;
WHEREAS, the system statement includes forecasts for population, households,
employment, and sewer flow for the purposes of preparing amendments to the City’s
Comprehensive Plan, and;
WHEREAS, City and the Metropolitan Council have 60 days following the receipt of the
system statement to resolve any differences between the City and the Metropolitan Council
related to the system statement, and;
WHEREAS, the forecasts are inconsistent with the City’s and the Metropolitan Council’s
growth projections and planning for previous Comprehensive Plans, are arbitrary, ad hoc
and capricious and otherwise improper or improperly based and;
WHEREAS, it is the City’s understanding from Metropolitan staff that, among other
things, the forecasts are being influenced by inappropriate factors, and;
WHEREAS, water supply and lake elevations are not a regional system of the Metropolitan
Council, and;
WHEREAS, the City has advised the Metropolitan Council of the difference that the City
has with the Metropolitan Council’s system statement forecasts but the Metropolitan
Council has refused to correct its handling of this, and;
WHEREAS, the City and the Metropolitan Council have not resolved the differences prior
the to the expiration of the 60 day period, and:
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE
CITY OF HUGO, MINNESOTA, that it should and hereby does request that a hearing be
conducted by the Metropolitan Council’s Land Use Advisory Committee and the State
Office of Administrative Hearings for the purposes of securing corrections and
amendments to the system statement.
