MINIITES OF P&OCETDINGS OF THE HUGO PLANNING COMMISSION MARCH 27, 1974 The Public Hearing for the Smith's Child Care Center was opened at 7:35 P.M. by Co-Chairman Bob Rosenquist. Mr. Rosenquist read Public Hearing notice published in the Forest Lake Times. Mrs. Smith explained her plans for a Child Care Center and the process of licensing. There will be no major modifications to the building. The building is of wood construction. Mr. Schwab explained his reasonings for requiring additional septic system and drainage field. Mrs. Smith asked if they limited the number of children to ten, what would the requirements be. Mr .Schwab *kid they would still have to install additional septic tank and drainage field. Mrsr Smith is experienced in Child Oars Centers since 1969. There were no comments from the audience. Public Hearing was adjourned at 7:55 P.M. The meeting was called to order at 7155 P.M. by Co-Chairman Bob Rosenquist. Members present were: Spitzer, Johnson, Norden, Peloquin and Rosenquist. Also present were Irene Leroux, City Council Member, and Bill Schwab, City Planning Consultant. Motion made by Spitzer, sedonded by Peloquin, to approve minutes of March 12 meeting with the deletion of the last paragraph of the minutes. Motion carried. SMITH'S DAY CARE CENTER Motion made by Spitzer, seconded by Norden, to recommend approval of the Smith's Child Care Center subject to the following conditions: 1. A current copy of the license for a child care center be on file with the City Clerk. 2. The present sewer disposal drainfield system be expanded by addi*van additional 1000 gallon septic tank in series with the existing tank and two additional drainfield lines be added, each one being 75 feet in length placed in trenches 24 inches wide. 3. This special use permit shall be null and void if at any time these facilities do not have a current license from the State Public Welfare Office for the operation of a child or day care center. 'r -2- 4. Prior to starting the day care center operation, the owner shall meet with the City Building Inspector to make sure the structure meets all requirements of the State Building Code. 5. The owner shall provide at least five (5) off-street parking spaces. 6. Not less than two, 2-A rated ABC type portable fire extin- guishers must be provided within the home, one on the upper level in the kitehen and one on the lower level outside the furnace room. 7. Provided at least one product of combustion fire alarm detector for the lower level, to be installed as per manufacturers requirements. 8. Install not less than two automatic sprinkler heads within the furnace room. The door opening into this room must also be equipped with a door hook so as to keep the children from entering freely. 9. Fireplace on lower level not to be used during the hours Day Care Center is in service. 10. The Fire Department emergency number must be posted on all telephones within the home. Supervisory personnel must be familiar with the necessary procedures in case of an emer- gency. 11. Playground area shall be fenced. Members for: Peloquin, Rosenquist, Spitzer, Norden and Johnson. Motion carried unanimously. RICHARD VAIL Mr. Schwab stated he studied the parculation tests and discussed the matter of deep trench systems with Mr. McMien at the University of Minnesota. He said he disapproved of the deep trench system and said it was very expensive. Mr. Vail was asked if he would allow Mr. Schwab and Mr. McMien on his property for further study. He said he would and he would be interested in the recommendations made by Mr. Mallen. Motion made by Spitzer, seconded by Johnson, that we ask Bill Schwab to ask Mr. McMien to look at the system and make a report. Members for: Peloquin, Rosenquist, Spitzer, Norden and Johnson. Motion carried. The question was asked who pays the fee. Mr. Schwab said he could probably get Mr. McMien to come out without a fee. -3- ANTHONY NIEMCZYK Tony Niemczyk represented John Niemczyk, his brother. Mr. Peloquin explained Mr. Niemczyk's case. John Niemczyk is in a nursing home and Tony Niemczyk would like to rent out his trailer to cover the cost of the nursing home. Motion made by Spitzer, seconded by Peloquin, recommending that the Special Use Permit be granted to John Niemczyk for trailer home at 17005 Hanna Avenue North for single family occupancy for a period of one year subject to required fee. Members for: Peloquin, Rosenquist, Spitzer, Norden and Johnson. Motion carried unanimously. ROBERT SEVERSON Mr. Severson was told to fill out an application for a variance with the City Clerk and return to the next meeting. JERRY GRUNDHOFER AND LEROY MCCULLOUGH Mr. 'Grundhofer and Mr. McCullough plan to construct buildings for rental purposes and wanted the opinion of Planning Commission. They were told to fillout an application with the City Clerk. Motion made by Spitzer, seconded by Peloquin, to adjourn meeting at 8:55 P.M. Motion carried.
