HomeMy WebLinkAbout1974.05.28 PC Minutes Minutes of the Washington County Planning Advisory Commission Meeting held May 28, 1974 • CALL TO ORDER The meeting was called to order at 7:30 p.m. in the Washington County Office Bldg Cafeteria by Chairman Lundquist. • MEMBERS PRESENT Bill Lundquist, Pat Gannaway°, Ken Whitaker, Wes Scheel, Harold Hohlt, Graham Anderson, Ed Lemmerman, Ed Spiess, and Glenn Brown. OTHERS PRESENT Bill Peterson, Lyle Doerr, Bill Schwab, Judy Screaton, Jim Broede, Chuck Swanson, Paul Johnson, Peggy Ryan, Don Raleigh; and Martin Ziebell. APPROVAL OF MINUTES The minutes of the April 30, 1974, meeting were approved as submitted. PROPOSED 3M RESEARCH CENTER Bill Schwab pointed out the location and boundaries of the center and Bill Peterson gave a report from Design Planning Assoc, Inc which indicated the impact to be expected from a development of that size (550+Acres). The increased housing demand for the area, transportation facilities to be expanded, and the general' effect of the project as a whole, were Qonsidered. Chuck Swanson said roads notreviousl p Y • on the County's 10-year plan would need to be reconstructed and the road program will be changed greatly in the next five years. M-W BAC LETTER TO METRO SEWER BOARD • At a meeting held in early May, the Minnesota-Wisconsin Boundary Area Commission discussed the proposed sewer plan for Washington County and then drafted a letter to the Metropolitan Sewer Board which presented their position regarding the proposed sewer plan. The Planning Advisory Commission discussed this letter and found it to be in accordance with the positions previously stated by Washington County. UP-DATE ON PARKS Bill Schwab brought the Commission up to date on progress at the County's Lake Elmo Park, Bone Lake Park and County South Park. There was discussion on jurisdiction and administration of Lake Elmo Park should it become a regional park. • G Anderson moved that the County acquire and develop the park and then go to the legislature for operating funds. Seconded by E Lemmerman. Carried. Priority of park development was considered and it was determined that it would be most advisable for the County to develop the South Park in Cottage Grove and also acquire a farm located northwest of Square Lake Park with 1974-75 funds. It was noted that other park sites to be considered would be at Pine Point and Big Marine. Bill Schwab reported that a letter seeking members for a park committee was sent to all communities but responses had not been substantial to date. PAC Minutes - 5/28/74 • Page 2 COMMERCIAL & INDUSTRIAL GROWTH - HIGHWAY 36 Bill Lundquist commented on the growth that has occurred along Highway 36 where no sewer is available. The need for a definite, long-range comprehensive plan which would discourage speculation and strip development was discussed. There was considerable concern over this problem and the PAC felt more study should take place before a recommendation for action could be made. FEED LOT PERMITS There is now legislation enabling counties to take over the issuance of feed lot permits. This was previously done by the Pollution Control Agency who will still retain authority to concur in local action. Bill Schwab introduced Martin Ziebell of the local U.S. Soil Conservation office who explained the present procedure. Mr Ziebell said he receives a referral from a township and assists the applicant in filling out a form with required information • - which includes soil condition, soil type, water table, general topography, and a • plan for animal wastes. ASCS policy is that none of their officers* act as polution control administrator -- they assist only. The form is forwarded to the State PCA for action. Lyle Doerr explained that a county official now accompanies an inspector from PCA when a complaint regarding pollution is checked out. He also said that the state issues permits without charge, but the County would probably charge a fee. The Planning AdvisoryCommission discussed the matter but no decision was reached g on their feeling as to whether the county or state .should issue feed lot permits. After further evaluation the item will be put on a future agenda for a recommendation to the Cty. Bd. OTHER BUSINESS Paul A Johnson, Washington County Surveyor, was introduced and he reported that there are two survey crews presently at work tieing-out known section corners. There was discussion regarding the possibility of the PAC recommending changes to present laws regarding burning of cellulous fibers. A representative from the State Pollution Control Agency will be invited to a future meeting so that more • information can be obtained. It was noted that the Washington County Board accepted the Bike Trail System and the county will apply for federal funding. ADJOURNMENT • The meeting adjourned at 11:15 p.m. .
