HomeMy WebLinkAbout1974.06.25 PC Minutes • Minutes of the Washington County Planning Advisory Commission June 25, 1974 CALL TO ORDER The meeting wascalled to order at 7:30 p.m, in the Washington County Office Building Cafeteria by Chairman Lundquist. MEMBERS PRESENT Bill Lundquist, Ken Whitaker, Harold Hohlt, Pat Gannaway, James Crawford, Ed Spiess, Ed Lemmerman, and Fred Ottem. OTHERS PRESENT Bill Schwab, Mary Peterson, Don Raleigh, Dave Champion, Chuck Swanson, Paul Johnson, John Waldo, Neil Herman, John O'Connell, Richard Arney, Lowell Torseth, Ralph Neubel, Carole Salus, Leone Stiefel, Teddy Bell, Bob Davis, 011ie Byrum, and Jim Broede. APPROVAL OF MINUTES Minutes of the May 28, 1974, meeting were approved as submitted. REZONING OF KERN PROPERTY FROM LB TO GB The property in question is located west of the A & W Root Beer Stand and east and north of the Crown Auto Store. The front portion of this property is zoned general business and the rear portion is zoned limited business. The The request brought to the Planning Advisory Commission was to rezone the rear portion to. general business. ;: Mr Richard Arney, representing the Nash-Finch Company, discussed with the . . Planning Advisory Commission the public hearing held by Stillwater Township. • He also presented. a site plan showing the recommendations requested by Still- water Township. Mr Herman, of the Nash-Finch Company, explained to the Planning Advisory Commission the type of business the Company wants to put in and its operation. • He stated this would be a discount grocery which is the only one of its kind in the area. He also said the store would carry a limited amount of produce and no fresh meats. There was some discussion between Mr Herman and the Planning Advisory Commission as to the need of such a store. A motion was made to recommend to the Washington County Board of Commissioners that they approve the rezoning of the property from limited business to general business provided the Nash-Finch Company conforms with the stipulations set forth by Stillwater Township. Carried. METROPOLITAN GROWTH CONTROL. Mr 011ie Byrum,. of the Metropolitan Council Staff, discussed with the Planning Advisory Commission the Metropolitan Development Framework. • He talked about • the areas around the Twin Cities that are fully developed, active urbanization and the free standing communities. He showed drawings indicating the five planning areas which are: (1) Metro Centers, Downtowns Minneapolis and St Paul; • PAC Minutes - 6/25/74 Page 2 (2) Central City & Older Suburban Areas; (3) Areas of Active Urbanization; (4) The Rural Area; and (5) Free Standing Areas. Mr Byrum also displayed five maps showing sewer plans and the service areas of the east Metro Area for 1974 and 2000, etc. • My Byrum said that the Metropolitan Council would like Washington County's input. There will be a public hearing on July 15, 1974, the purpose of which is to get general opinion. He also said the Metropolitan Council would like to set up a local planning assistance program to help on specific studies, etc. for communities that do not have a regular planner. They would also like to have sample codes for communities to use when they are getting started. He also discussed the Green Acre Law and stated it needs some revisions. He discussed housing and reinvestment in older housing developments. There was general discussion on taxes and tax base. Members of the Planning AdvisoryCommission and others in attendance asked many questions regarding the development controls that were being proposed and what direction the Metro Council was planning on taking regarding additional legislation. There also was considerable discussion regarding the preservation of the rural area and what types of tax relief were available. Mr Byrum made reference to a study done by Dr Frei I ich and stated that at a future meeting he would have someone available who could discuss that report. PUBLIC HEARING ON AMENDMENTS TO THE W.C. D. C. Mr Don Raleigh went through, in great detail, the amendments to the Washington County Development Code. A question was raised as to the difference between a special use permit and a variance. Mr Raleigh stated that a variance only applies to the land. In Section 504.02 it was suggested to add: (8) Applications for variance shall be submitted to the local community first. It was also suggested to put a one year time limit on granted variances. If after one year the variance has not been used, notification would be sent to the landowner that the variance could be cancelled. At this time the landowner may appear before the Board of-Adjustment and Appeals to renew his variance. In Section 708.05 i t was recommended to omit the words, "and a minimum of one street tree" with a period to be put afer the word "interior". In Section 727.13(1)a. the words "over the age of Sixty (60) years" to be omited. It was suggested that the word "or" should be put in b. , c. , and d. It was also suggested that a fourth condition should be added to this section stating: The above conditions are to be reviewed annually to see that previous conditions still exist. • Mr Schwab stated that this new section does not include farming districts where mobile homes are already permitted and these new conditions are in addition to already set conditions. A motion was made to recommend approval of the amend- ments to the Washington County Development Code. Carried. ADJOURNMENT The meeting adjourned at 12;00 a,m.
