A RESOLUTION RECEIVING FEASIBILITY REPORT AND
CALLING FOR A PUBLIC HEARING ON THE PROPOSED
RICE LAKE MEADOWS STREET IMPROVEMENT PROJECT
WHEREAS, by a motion passed by the council on December 16, 2014, the City Engineer was
directed to prepare a Feasibility Report related to the improvement of the Rice Lake Meadows
Street Improvement Project.
WHEREAS, the Feasibility Report provides information regarding whether the proposed
improvement is necessary, cost-effective, and feasible; whether it should best be made as proposed
or in connection with some other improvement; the estimated cost of the improvement as
recommended; and a description of the methodology used to calculate individual assessments for
affected parcels.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF HUGO, MINNESOTA:
The council will consider the improvement of
a. Geneva Avenue from Oneka Lake Boulevard to 350' south of 144' Street
b. 147"' Street firom Geneva Avenue to Glenbrook Avenue
c. 146"' Street from Geneva Avenue to Glenbrook Avenue
d. Glenbrook Avenue from 1444"' Street to 145' Street
e. Glenbrook Avenue from 146"' Street to 147"' Street
f 145"' Street from Geneva Avenue to Goodview Avenue
g. 144" Street from Geneva Avenue to Glenbrook Avenue
and the assessment of affected property for all or a portion of the cost of the improvement
pursuant to Minnesota Statutes, Chapter 429 at an estimated total cost of the improvement
of $2,010,000.
2. A hearing shall be held on the 2°" day of March, 2015 at City Hall, 14669 Fitzgerald Avenue
North on or after 7:00 p.m. to consider the improvements and at such time and place all
persons owning property affected by such improvement will be given an opportunity to be
heard with reference to the proposed improvements
The city clerk is hereby directed to cause a notice of the hearing on the proposed project to
be published twice in the official newspaper, with the second notice to be at least three days
prior to the hearing. The city clerk shall state in the notice the area proposed to be assessed,
the general nature of the improvements, and the total estimated cost of the improvement.
She shall also cause mailed notice to be given to the owner of each parcel in the proposed
assessment area not less than ten (10) days prior to the hearing.
