HomeMy WebLinkAbout1974.07.24 PC Minutes MINUTES OF PROCEEDINGS OF THE HUGO PLANNING COMMISSION JULY 24, 1974 TRAEGER'S ADDITION II - PUBLIC HEARING The Public Hearing was Apexed at 7:08 P.M. by Chairman Larry Ehret. Mr. Ehret read the Public Hearing Notice published ix the Forest Lake Times. He also read letters from the Rice Creek Watershed and washing- ton County Highway Department. Mr. Waugh was asked if the easement to the drainage ditch posed,aa problem? He said no and that this was already ix his plan. The matter of grading these lots was discussed. It would be up to the Building Inspector to see that these lots were up brought to the g right level. The Planning Commission was concerned on how the Lp oten- tial buyers would be informed on their responsibilityof brix iA the lots uptothe g S correct level. They discussed the possibility having the attorney draw up astipulation which would be registered ix the abstract. Johnson asked Mr. Waugh if he would be doingthe filling or would the buyer.er y Mr. Waugh said that it would be the obligation of the builder. Lots 5, 6 and 7 are the most critical lots but all the lots Reed some fill. There was no input from the Public. The Public Hearingwas closed at 8:02 P.M. The meeting was called to order at 8:02 P.M. by Chairman Larry Ehret. Members present were: Spitzer, Ehret, Peloquix, Leroux and (9:23) Schletty. Also present were : Bill Schwab, Washington County y Planning Coordinator; Irene Leroux, City Council member• and Charles Johnson, City Attorney. ' Motion made by Spitzer, seconded by Schlettyto dispensewith the reading of the minutes. Motion carried. Motion made bySpitzer, seconded byPeloquin p ' q to approve the minutes of the July 9, 1974 meeting after the following correction: Motion carried. Lighting shall be installed ix accordance with the plan presented to the Planning Commission and in no instance shall cause an illumination which exceeds 5 foot candles at the exterior of the golf course. TRAEGER'S ADDITION II Ehret read Engineer' s report. Mr. Waugh was told to make a correction onhis finallan - 140th and 141stp are streets not avenues. Mr. Johnson asked Mr. Waugh if he had any restrictive covenants on the use of this land. Mr. Waugh said no. It was decided that Mr. Waugh would put a restrictive covenants on the abstracts so the prospective buyers would be informed that they would have to fill in order to have buildable lots. • -2- Mr. Waugh was told to drop the word Private ditch and put drainage ditch when he made the final plat. Lot #6 is smaller and needs a variance. Motion made by Spitzer, seconded by Schletty, recommending the approval of the Traeger' s Addition it as filed with the following conditions; 1. Park land dedication of $1,000 from the present owner. 2. All lots as platted be filed with restrictive covenaatt3 indicated: A. No home shall be constructed on any lot unless the home site elevation is at least one foot above the adjacent street grade. B. Lot #6 covenant shall require no home shall be constructed unless vehicular access be provided to Play Avenue oily. C. On Lot #7 no home shall be constructed unless vehicular access be provided along the west lot bouxdry and in common with vehicular access of home constructed on lot #8. D. On Lot #8 no home shall be constructed unless vehicular access be provided along the east bouxdry and inc common with Vehicular access of home site on lot #7. NOTE: It is recog1izedtths t ;proposed lot 6 is in its north south dimensions are less thal that required by the Subdivision Ordinance, however, the imposition of restriction D above should make the lot inoffensive as far as traffic -is con- cerned and should make the intent of the plat acceptable to the general standards of the city. Members for: Peloquin, Ehret, Spitzer and Schletty. Motion carried. ELEANOR LEASE - MINOR SUBDIVISION Mr. and Mrs. Lease are anticipating purchasing a piece of property from Mr. Muggs and wanted the opinion of the Planning Commission prior to inYes:ting money in surveying, etc. They were told they would have to show proof of a 66' land easement. No action was taken. VERN PELOQUIN - MINOR SUBDIVISION Mr. Ehret read the application for a minor subdivision. Mr. Peloquix submitted his entire plan of the Peloquix Industrial Plan. Mr. Schwab said he would like to see it platted with blocks. Mr. Spitzer said there was xo advantage for Peloquin to plat it ix blocks and no advantage to the city except to have cleaner legal description. _3_ Spitzer stated that the name on the plan was incorrect. It will have to be changed from Hugo Industrial Park to Peloquix Industrial Park. Motion made by Spitzer, seconded by Schletty, that we recommend approval of the Peloquix Minor Subdivision. 1. That the plan for the Peloquix Industrial Park be filed with the City Clerk prior to Council actionciox the minor subdivision. Members for: Ehret, Schletty, Leroux, and Spitzer. Peloquix abstained. Motion carried. Motion made by Spitzer, seconded by Leroux, to:;:treschedule the Muggs Public Hearing for the next regular meeting at 7:30 P.M. Motion carried.
