HomeMy WebLinkAbout1974.09.25 PC Minutes MINUTES OF PROCEEDINGS OF THE HUGO PLANNING COMMISSION SEPTEMBER 25 . 1974 The meeting was called to order at 8:13 P.M. by Chairman Larry Ehret. Membersp resent were: Peloquin, Ehret, Schletty, Rosenquist and Spitzer. Also present were Irene Leroux, City Council Member; and Bill Schwab, Washington County Coordinator. Motion made by Spitzer, seconded by Schletty, to dispense with the reading of the September 10 minutes. Motion carried. Motion made by Rosenquist, seconded by Schletty, to approve the minutes of the September 10, 1974 meeting. Motion carried. HORTON JUNK YARD LICENSE AND SPECIAL USE PERMIT RENEWAL Mrs. Horton represented Mr. Horton and stated that two truck loads ofg ravel were brought in for the two parking areas. They have fixed thep p ost and extended the fence. She also stated that Mrs. Cop has a copy of the fire lane map that can be picked up. Ken Granger stated that they would have to have a fire lane from one yard to the next. Mr. Granger was asked if he could make an inspection before October 7th and pickup the map. None of the Planning Commission members present at the meeting has made an inspection of the junk yard. It was the Planning Commission's opinion that the junk yard had complied with their requests. Spitzer asked if they could have someone put up No Parking signs along Highway 61. Mr. Schwab stated that the Council would have to contact the State Highway Department. Schletty asked whether they would keep the parking area up especially in the Spring so people wouldn't park on the highway? Mrs. Horton stated that if she was notified of any problems, she would take care of it right away. Ken Granger stated that the regulations are ignored after they leave the City Hall. Ehret said that this time they made them meet the requirements before the Special Use Permit is approved. Spitzer suggested that the fire lane map be updated every three months and an inspection be made by the fire chief. Motion made by Spitzer, seconded by Rosenquist, recommending that the Horton Junk Yard Special Use Permit be renewed with all conditions as attached as before except the owner be required to sh =ar re lane map to the Fire Chief quarterly. Members for: Peloquin, Ehret, Schletty, Rosenquist and Spitzer. Motion carried. ti • -2- NEIL GANOE - MINOR SUBDIVISION Mr. Ganoe submitted percolation tests and site plan. Percolation tests were okay. Mr. Ganoe filled out an application but did not submit his fee. He was told to pay his fee to the City Clerk promptly. Mr. Ganoe submitted proof of ownership but was told to bring in a copy of Mr. Kuruths' deed. A single family home is to be built. It was discussed whether this is within the Comprehensive Plan. The Planning Commission felt since the existing buildings were so close to the South lot line of the property that they should not be required to have five acres or larger. Motion made by Spitzer, seconded by Rosenquist, recommending that the minor subdivision be granted to Mr. Kuruth provided that: 1. All records show that Mr. Kuruth is the present owner of .the property. 2. All fees be paid. 3. That proof of ownership of the original property be filed with the City Clerk. 4. That the amount of $50.00 be paid to the City in lieu of park land dedication. Members for: Peloquin,, ,Ehret, Spitter, Ras enquist and Schletty. Motion carried. BARTON MINING - MINING PERMIT RENEWAL, No one was present to represent Barton Mining. Motion made by Spitzer, seconded by Peloquin, that the Barton Mining Permit renewal should be tabled until the next meeting and the secre- tary be instzu cted to write a letter to Mr. Kuusisto asking for a report to be submitted to this Commission. Motion carried. The Plannicg Commission requests that the Council direct the City Clerk to advise the Engineer to submit a report on any pertinent matter coming up. WARREN CREAGER - MINOR SUBDIVISION Ehret read application. The Igga.l description on the application was incorrect. It should be lot 2 of Block One of Arcand Estates. Mr. Schwab stated that one of the criteria in the ArcaniEstates Sub division was if they subdivided into small lots they would have to blacktop the cul-de-sac, and if the Planning Cpmxnission approved this subdivi si on,they should require Mt. Creager to blacktop the O -04 cul-de-sac. Motion made by Spitzer, seconded by Peloquin, recommending that the Creager Minor subdivision be denied because it does not fit within the Comprehensive Plan in that the lots proposed are 1/5 the permis- sable size. -3- Members for: Peloquin, Ehret, Schletty, and Spitzer. Rosenquist abstained. Motion carried Motion made by Spitzer, seconded by Rosenquist, that the secretary send letter to Council asking them to take action on the Planning Commission's recommendations for Schumann's Junk Yard. Motion carried. Bill Schwab wants the surveyor for Traeger's Addition to make some minor changes on the plat. It was okayed by the Planning Commission. The change was to move some of the lot lines so they run along the drainage ditch. Spitzer mentioned that he received a letter from Mr. Waller regarding items that go to Rice Street Watershed for approval. The plan that is approved by the Rice Street Watershed is not always the final plan approved by the Planning Commission and City Council. Spitzer felt that we should contact Mr. Hamilton and have him come in and discuss procedures. Motion made by Spitzer, and seconded, that the secretary send a letter to the Rice Street Watershed Board of Manager requesting their secretary for available time to discuss adequate procedures. Motion carried. Irene Leroux discussed a youth program for Hugo. She was contacted by Mrs. Cummingham regarding forming a Committee. Larry Ehret stated that they should contact the Withrow School because they have discussed the same thing. The Planning Commission felt that a C ommi.t t e e should be formed.
