DECEMBER 10, 1974
The meeting was called to order at 8:11 P.M. by Chairman Larry Ehret.
Members present were: Ehret, Rosenquist, Schletty, Johnson, Peloquin
and Leroux. Also present were Bill Schwab, Washington County Planning
Coordinator; and Irene Leroux, City Council Member.
Motion made by Rosenquist, seconded by Peloquin, to dispense with the
reading of the minutes for the November 12th meeting. Motion carried.
Motion made by Peloquin, seconded by Rosenquist, to accept the minutes
of the November 12 meeting as written. Motion carried.
RAYMOND HOULE - SUBDIVISION
Mr. Ehret read Mr. Houl e' s application for a Subdivision and it was
decided that the application should have been for a Variance and Minor
Subdivision. Mr. Houle submitted a sketch of his plan.
Motion made by Leroux, seconded by Peloquix, recommending that Raymond
Houle be granted a Minor Subdivision and Variance on the pro-
viding footsg a
that:
1. Subdivided lot be 260 feet of frontage,
2. $50.00 park land and Minor Subdivision fees be paid,
3. Perk tests be done proving that there will be one buildable
site on the lot.
Members for: Peloquin, Leroux, Ehret, Schletty, Johnson, & Rosenquist.
Motion Carried.
The motion was made by Leroux, seconded by Peloquin, to amend the
motion to include providing proof of ownership. Motion carried.
Mr. Houle was instructed to fill out a new application.
CHARLES KYLE - MINOR SUBDIVISION
Mr. Ehret read application. The legal description of the property
was submitted and proof of ownership was provided.
Motion made by Peloquin, seconded by Leroux, to approve Kyle Minor
Subdivision with the following conditions:
1. Pay Minor Subdivision fee of 4+0.00.
2. Pay park land dedication of $50.00.
3. Perk tests to be done proving that there is a buildable site.
Members for: Peloquin, Ehret, Schletty, Johnson, Leroux & Rosenquist.
Motion carried.

WILLIAM W NDERL-ICH - SPECIAL USE PERMIT TRANSFER
Mr. Wunderlich requested that his Special use c'ermit to run a dog
kennel be transferred to the proposed new owners. Mr. Schwab stated
that Special Use Permits are issued to the property not to the owners.
Mr. Leroux read minutes from the July 11, 1966 meeting at which time
permission was granted to run a dog kennel. Special Use Permits were
not given at that time. The Planning Commission felt that a Special
Use Permit should be written up to protect the City and the new
owners. Bill Schwab will draft a copy of the Special Use Permit and
the Planning Commission will look at it on December 17th.
Motion made by Peloquin, seconded by Leroux, to table the matter of
the North Oaks' Special Use Permit until December 17th. Motion carried.
ROY JAMESEN - SPECIAL USE PERMIT
Mr. Ehret read application from Mr. Jamesen requesting a Special Use
Permit to combine two units into one single dwelling. Mr. Ehret also
read letter from Mr. Jamesen and Howard R. Green, Engineering Consultant
from Cedar Rapids, I owa, regarding the septic system. Proof of ownership
was provided.
Mr. Schwab stated that the sewer system does not meet the city code.
Dry wells are not allowed and 500 gallon septic tanks are not allowed.
He also stated that the letter from the Howard R. Green Company was
hypothetical. One of the drain fields is too close to the lake. By
allowing this Special Use Permit would intensify the use of the property.
Motion made by Johnson, seconded by Rosenquist, to disapprove the
Jamesen Special Use Permit for the following reasons:
1 . Inadequate sewer system.
2. Keep from intensifying the use of the lake shore land.
3. Inadequate square footage of the proposed addition.
Members for: Peloquin, Leroux, Ehret, Schl e tty, Johnson and Rosenquist.
Motion carried.
A discussion was held on the procedures and communication problems of
the Planning Commission. It was decided that the following procedures
will be followed:
1. Applications shall be submitted on or before the Thursday
preceeding our meeting night with the City office to forward
that application to the County Planner and any other applicable
persons.
2. The City Clerk will instruct the applicants that if their in-
formation is inadequate or incorrect, no action will be taken
by the Planning Commission until the correct information is
submitted at the following meeting.

Motion made by Peloquin, seconded by Leroux, to hold a special

meeting of the Planning Commission immediately following the Public
Hearing for the Zoning Ordinance December 17th at the Hugo School
to discuss the Wunderlich matter. Motion carried.
Motion made by Johnson, seconded by Leroux, to dispense with the
second meeting in December. Motion carried.
Motion made by Leroux and seconded to adjourn the meeting at 10:35
P.M. Motion carried.
