Subject : Progress Report on Hugo Comprehensive Planning Program Activities of the Planning Consultant for the month of February were devoted to the preparation of the final Goals and Policies narrative , which was presented to the Planning Commission for their discussion and approval at the study meeting on February 14th ; preparation of the Community Facilities Plan ; refinement of the Land Use and Transportation Plans ; detailing of the central business district plan ; and preparation of alternatives for future multiple family development. All the foregoing material was discussed with the Planning Commission , interested citizens , and Hugo businessmen on February 14th . The Planning Commission added one additional goal which they would like to see achieved during the twenty year planning period , and that is to publicly acquire lakeshore land for park and open space purposes . This desire will be reflected in the final Community Facilities plan . (Sites suggested are on Egg and Sunset Lakes . ) The PlanningCommission also gave the Hugo businessmen the authority to proceed with their own plans for commercial development , primarily in the "old" Village area . These plans will be considered in reaching a decision on the final detailing of the commercial plan and subsequent zoning ordinance . Activities of the consultant in March will be geared towards fin- alizing all elements of the Comprehensive Development Plan . Prior to achieving this goal the consultant and available Hugo citizens will present the preliminary sketch plan to the Metropolitan Council staff for their input as to the plan ' s comformance to ele- ments of their Metropolitan Development Guide . Subsequent to this meeting the plan narrative will be written for presentation at the March 14th Hugo Planning Commission study meeting . Material will also be presented at the March 14th meeting pertaining to the zoning ordinance and an Action Program needed to implement the Comprehensive Plan .
