SCHWAB COUNTY PLANNING COORDINATOR Tom Crever Hugo Building Inspector 12942 Ingersoll Av N Stillwater, Mn 55082 March 8, 1973 Ref: Review of Percolation Tests - Baylan Property Dear Tom At your request 1 have reviewed the two separate sets of soils information that was done for the 5 acre tract of land owned by Mrs Baylan, which is located in the northwest 4 of Section 8. In addition to reviewing the two sets of soil information I made an on-site inspection of the property with Mr Martin Ziebell of the Washington County Soil & Water Conservation District. We inspected the holes that had been dug by each of the firms when they ran their soil boring • and percolation tests. It appeared from the soil conditions and from the dirt piles around the holes that both tests, as taken, were accurate. The problem arises in that there was a small ridge of land running through the property, this ridge was high enough to provide adequate depth so that the tests run by Mr Hult did not encounter a water table problem, also this ridge had a better soil therefore providing a better percolation rate. The problem is the ridge is not largeenough to provide an adequate area for the installation of a septic system. After consultation with Martin Ziebell it is my recommendation that no building permits be issued at this time since the soil conditions are such that it's very questionable whether an on-site sewer disposal system would properly function. Mr Ziebell has agreed to accompany me later this spring, after the frost is out of the ground to make additional soil borings to try and locate an area where the soils are such that a system will properly function. If we can generally locate an area then it would be necessary for Mrs Baylan to have additional boring and percolation tests run to accurately define the area for the drainfield and come up with sufficient information for the design of said drainfield. Depending upon • weather conditions and work load we should be able to complete our preliminary investigation and have staked out areas where additional tests should be run by Mrs Baylan around the middle of May. WHERE MINNESOTA WAS BORN r � Tom Crever - 3/8/73 Ref: Baylan Property Page 2 I am aware that by not issuing building permits at this time it is causing a hardship in this particular case but I feel it is absolutely essential that a proper area be located before any building permits are issued. If you have any questions regarding this matter please do not hesitate to contact me at my office, if I do not hear from you I will assume that you will want us to go ahead with our preliminary investigation later on this spring and I will be contacting you after we have com- pleted our survey.
