MEMORANDUM
To : Hugo Village Council

Planning Associates , Inc .
Subject : Progress Report on Hugo Comprehensive Planning Program
Activities of the planning consultant for the month of September
centered primarily in the survey and analysis phase of the program.
Research was performed in the area's of population , housing and
economics for subsequent presentation of same to the Planning
Commission at their study meeting of September 13th .
The survey of existingland use was undertaken and initial map

data discussed with the Planning Commission for corrective purposes .
The remainder of the village land use will be discussed in October .
A list of suggested community development goals for Hugo was pre-
pared and presented to the Planning Commission for their reviewal
prior to the October study meeting . These goals will be expanded
upon during October and discussed with the Hugo residents at a
public informational meeting at the Hugo Elementary School on
November 8th .
Consultant planners , Carl R. Dale and Bob Eidem , participated in
the village bus tour on Saturday , September 16th . This proved to
be a valuable tour for all who attended because many facts of the
village were made known which possibly would have otherwise gone
unnoticed.
Activities of the consultant in October will involve research and
presentation of data in the areas of existing utilities , community
facilities , transportation , land use and history. Results of the
reconnaissance survey will be discussed with the Planning Commission
as an initial step into further discussion of goals and policies .
Existing land use map data will be discussed with the Commission
for accuracy.
Hugo Village Council
i would suggest that Ed Kuntz be replaced on the Village
Planning Commission, Ed has missed five of our meetings. we
are going thru a very critical time and it would behoove the
council to get as much input as possible for both the zoning
ordinance and the comprehensive plan,
i would also suggest that you reconsider the formation
ordinance #101 and amend sect, 2 subd. A to provide, for
appointment of one planning commissionmember be each of the
council members„ The chairman to be appointed by the council
and three additional "at large" members by the council.

member the ability to relate to one person on the council
and the council members then has a direct line to the planning __"
commission. The planning commission member term would run
concurrent with his or her council representative, twhich
requires amendment of Section 3.
