Members present were Kuntz, Sleet, Johnson, Spitzer and Irers Leroux. Jim Leroux arrived at 9:30 W. • A motion was made to approve minutes of March 20th meeting. Motion carried. Motion was made to approve minutes of special meeting on April 5th. Motion • carried. Dan Spitzer temporarily ul3orxed the meeting to call a public 1earl.na.st 8:00 PK.. Public hearing was called by Dan Spd.tstr at 8:00 PK on Larry Fdrlong'a subdivision "Roya7.hsven Estates 2n0. Dan read the notice of public hearing. Howard Kuusiato'a letter dated April 5th concerning Royalhaysi Estates 2nd was read by DKR. Mr. Furlong was asked to address the commission relative to the missing information required in Howard Kuusiete a letter. Furlong went through each missing item mentioned in the letter and clarified each of them. Furlong was asked if the plan presented was the same plan he had the lilt time he met with the commission. Furlong said Tea, and stated this plate had been approved the last time. Dan clarified the commission's statement and said the plan was not approved as presented at his last meeting. The commission discontinued the public hearing because Furlong did net have a proper completed plan. Dan asked Mr. Furlong if another public hearing on May 15th at 8s00 PM would be satisfactory. Furlong agreed. Motion made and seconded to hold a public hearing en ltoyalhavex Estates 2nd on Nay 15, 1973, 8:00 PM at the town hal].. Motion carried. The hearing was called at 8s30 PM. Dan called the regular meeting to order and asked Howard Runeieto te address the commission regarding the blacktopping of roads. Howard explained his opinion, was that a subdivision, such as a large developer, should be required to bring roads up to seven ton standards after the greater amount of devtloprlrt has been aompletsd. Howard feels the village should wait until most of the development of a subdivision be completed before requiring blielctop roads, gutters and curbs to be installed. He went on to explain a few different alternatives in financing the costs of • blaektip roads etc. Bill Schwab questioned Howard concerning blacktop roads in subdivisions. The Keller Agency was called to address the commission concerning their subdivision proposal. Du suggested they make applicationter subdivision with the village clerk. Mr. Norman Carlson from Hilarious Industries was asked to present his pro- posal for a special use permit. Motion made by Harley Johnson the saudaaiai approve Mr. CarLoata special use permit and the proposed building extension be subject to existing structure. MitioA carried. Mr. Max Kipp was asked to address the commission. He explained that he would like to divide forty acres into four 10 acre plots. Motion was nide to recommend to the council the division of his yat$ and to transfer ownership. Motion seconded by Ed Kuntz. Motion carried. Norman Horton was called before the commission regarding his special use permit for a auto dismantling yard. Dan read the last letter from Bill Schwab regarding Hortonts dismantling yard. A discussion was held on the condition of the yard and the ownership of the property. Dan appointed a committee of Bill Schwab, Larry Ehret, Harley Johnsen and Ed Kuntz to accampuy hie at a meeting on April 28, 10:00 AM at ffirtonts property is survey his operation. All members of the commission are welcome to attend. The sowmdasiea will ask that the report at gieten's special use permit be put OR the May 7th agenda of the village council. The recommendations on the special use permit will be ,ads to the ceunsilat that tine. The commission received an application from Vasa Pelequin for a minor subdivision. Vern presented a sketch plan and explained the proposal. Motion seconded by Ed Kuntz. Motion carried. Motion made by Harley Johnsen to request the village eouasil for the help of Sandy Hanson to record the proceedings on the Comprehensive Plat public hearing. Notion carried. The secretary was instructed to send a letter to the council. Motiox carried. Harley Johnson made a motion to schedule the commission meetings during Daylight Savings Time at 8s30 PM. Motion moved aid assoxded. Mensa carried. Hill Schwab mentioned there will be a meeting with Mr. Reynold Araaid the mayor and himself at the village hall on Monday April 22 at 10z00 AM regarding the proper proseedure of subdividing land. ..
