•, � , MINUTES OF PROCEEDINGS OF HUGO PLANNING COMMISSION
OCTOBER 9, 1973
The meeting was called to order at 8:45 P.M. by Chairman Dan
Spitzer. Members present were: Spitzer, Ehret, Paulson and
Leroux (arrived at 9:45 P.M. ) . Irene Leroux, Council Member,
(arrived at 9:37 P.M. and left) , and Bill Schwab, Village
Planning Consultant, were also present.
Motion made by Ehret, seconded by Paulson, to approve minutes
of September 26th meeting. Motion carried unanimously.
No communications or bills to report.
OLD BUSINESS
OAK VISTA ESTATES - MOGREN & SCHREIER
Spitzer read the engineer's report.
The public hearing is scheduled for October 24th at 8:30 P.M.
to approve the preliminary plan.
Schreier asked if another public hearing would be called for
approval of the final plan. Spitzer said that it isn't re-
quired but we could request one.
NEW BUSINESS
REHBEIN - NORTH WAY CONSTRUCTION
Request for amended Special Use Permit to permit use of the
addition of the building.
Spitzer read report from Planning Department - Washington
County - dated December 18, 1972.
Points of report: 1. Doesn't give adequate set-back.
2. Sewer system plan.
3. Drawings (Mr.. Rehbein stated drawings
have been turned in) .
Spitzer - Does the addition increase the number of employees?
Rehbein - No, the addition is only for a showroom.
Spitzer asked if soil borings had been done recently. A. report
p
was read dated June, 1973, on soil borings done on this property
by a qualified engineer.
Motion made by Paulson, seconded by Ehret, to table the Rehbein
request for a Special Use Permit until we have advise from the
Village Attorney. Motion carried without a quorum.

WHITE BEAR ROD & GUN CLUB
Mr. Jerry Perron represented the White Bear Rod & Gun Club for
a Special Use Permit request to construct a building for a club
house on their property at 7272 N. 137th Street, Hugo, Minnesota.
Mr. Perron explained the proposed plans to the Planning Commis-
sion.
Spitzer asked Mr. Perron if he would agree to submit the entire
plan - as a use as a gun club in addition to the building
construction for a public hearing on November 13, 1973. Mr. Perron
agreed.
Mr. Perron was requested to furnish a topographical map of the
entire area to scale. Also, an engineering report on the sound
levels, tree planting buffering proposal, etc.
The Planning Commission requests the Attorney's opinion as to the
legal situation involving this commission under the appropriate
applicable ordinances. Also, that a copy of this letter be sent
to Mr. Perron by the Attorney at the following address:

Motion made by Ehret, seconded by Paulson, to set a Public Hearing

at7:30 . , November 13, 1973. Motion carried.

Ehret moved and seconded to adjourn the meeting at 9:55 P.M.
Motion carried.
ZONING ORDINANCE
Mr. Spitzer read letter received regarding the credibility of 20
acres, which proposed that we get the opinion from the Attorney
General.
Spitzer discussed the work he and Jim Leroux had done en developing�
rules for a rural l residential area to be other than agricultural
and SPE. Read permitted uses and special uses.
Schwab proposed we set up standards to be adopted by the Planning
Commission to use as a
guideline.
Leroux recommended that the number of hogs be raised under permitted .
uses in Agricultural zone.
Schwab asked about town houses - said they weren't mentioned in the
ordinance.

Mr. Spitzer will try to set up a meeting for October 22 with
the Village Attorney and possibly with Carl Dale.
