SUBJECT: PROPOSED PLAT REQUESTED BY MR E. B. KUNTZ
DATE: NOVEMBER 21, 1972
The request is to subdivide approximately five acres into four lots. The
property is located in Section 31 just north of the Oakshore Park Develop-
ment. I have visited the site and the property to the west of Ethan Avenue
is low and swampy. The property to the east of Ethan Avenue is generally
high and semi-rolling. The preliminary plan does not contain any contours
so it is difficult to judge lot suitability except from a general on-site
inspection. The three lots proposed east of Ethan Avenue should be build-
able.
The soil conditions in this area are very well suited for on-site sewage
disposal and percolation rate should be less than thirty minutes. Mr Kuntz
is proposing a road along the north line of his property, this road would
terminate at a cul-de-sac approximately 600 feet east of Ethan Avenue.
The proposed right-of-way should follow the north line of the property to
the end of a cul-de-sac. This would eliminate the small, unusable area
as it appears on the preliminary plat. Where the road jogs the right-of •
-
way would follow that jog so that the road can shift southerly to swing
around a low, swampy area.
Regarding the proposed lot layout, I see no problems relating to the three
lots east of Ethan Avenue which as platted should be Lots 1, 2 and 3 of
Block 1. By holding the road along the north property line in this area
there would always be the possibility of it then continuing north and back
west if this was desired sometime in the future as the property to the north
develops. The lot as proposed on the west side of Ethan Avenue, which
is referred to as Lot 1, is not a buildable lot in my opinion. Therefore,
as part of the plat it should be referred to as Outlot A rather than having
a numerical designation which generally means the lot would be buildable.

I would recommend that the preliminary plat be redrafted taking into account
the above suggested recommendations. It should then be referred to the
village engineer for his comments regarding the road alignment and drainage
problems. Upon receipt of a report from the village engineer, I would recom-
mend that a public hearing be held on the preliminary plat so that Mr Kuntz
can then proceed with having a final plat prepared.
