F.1 Hugo Fire Department Annual Report – Fire Chief Jim Compton, Jr. Fire Chief Jim Compton will present the Hugo Fire Department 2025 Annual Report. F.2 M Health Fairview Annual Report – District Chief Kevin Kane District Chief Kevin Kane will present the MHealth Fairview Annual Report. G. 1 Approve Claims Roster Staff recommends Council approve the Claims Roster as presented. G.2 Approve Six-Month Performance Review and Completion of Probationary Period for Public Works Worker Ryan Christiansen At its October 6, 2025, meeting, the Council approved the hiring of Ryan Christiansen as the new Public Works Worker with a start date of October 20, 2025. On April 20, 2026, Ryan will have completed his six-month probationary period. Public Works Director Scott Anderson recommends Council approve the performance review and completion of probationary period for Public Works Worker Ryan Christiansen. G.3 Approve Hiring Public Works Summer Seasonal Workers Staff is requesting Council approval to hire seasonal employees for the Public Works Department. In the 2026 General Fund Budget, Council approved funding for seasonal employee positions. There are five seasonal workers who are interested in returning from last year. Seasonal Public Works Employees assist with mowing, garbage/litter removal, park maintenance, boulevard maintenance, and general Public Works maintenance. Staff recommends Council approve the rehiring of last year’ s seasonal employees: William Heise, Beck Rogers, Jacob Weierke, Kristofer Bower, and Matias Evert. G.4 Approve Donation to the Hugo Fire Department from the Hugo American Legion The Hugo American Legion would like to donate $1,000 to the Hugo Fire Department from pull- tab proceeds. All donations to the Fire Department must be approved by the Council. Staff recommends Council approve the donation of $1,000 to the Hugo Fire Department. G.5 Approve Donation to the Hugo Fire Department from American Online Giving Foundation The American Online Giving Foundation – Benevity Giving Platform disperses money donated by employees and/or matching funds from one of Benevity’s corporate clients. Donators are able to choose one of the Foundation’s recipients to receive the funds. Brent Tervola has chosen to donate $48.56 to the Hugo Fire Department. All donations to the Fire Department must be approved by the City Council. Staff recommends Council approve the donation of $48.56 to the Hugo Fire Department. G.6 Approve Lawful Gambling Exempt Permit for the James’ Triumph Charity event on June 6, 2026, at the Blacksmith Lounge Sierra Pollock from James’ Triumph charity has submitted a Lawful Gambling Exempt Permit application to hold a raffle at their event to be held at the Blacksmith Lounge on June 6, 2026. Jamess’ Triumph exists to support families who have been affected by miscarriage, stillbirth, and infant loss. The permit is issued by the MN Gambling Control Board after approval by the City. Staff recommends Council approve the Lawful Gambling Exempt Permit for James’ Triumph charity event on June 6,2026. G.7 Approve Lawful Gambling Exempt Permit for Hugo Lions Club for Hugo Good Neighbor Days June 5-7, 2026 The Hugo Lions Club has submitted a Lawful Gambling Exempt Permit to hold bingo, paddlewheel and raffle drawings during Good Neighbor Days to be held at Lions Park June 5-7. The permit is issued by the MN Gambling Control Board after approval by the City. Staff recommends Council approve the Lawful Gambling Exempt Permit for the Hugo Lions Club for Good Neighbor Days on June 5-7, 2026. G.8 Approve Off-Site Gambling Permit for Merrick, Inc. for Hugo Good Neighbor Days June 5-7. 2026 Merrick, Inc. has submitted an Off-Site Gambling Permit to hold bingo during Good Neighbor Days to be held at Lions Park June 5-7. Merrick currently conducts bingo at the Hugo American Legion. The permit is issued by the MN Gambling Control Board after approval by the City. Staff recommends Council approve the Off-Site Gambling Permit for Merrick, Inc. for Good Neighbor Days on June 5-7, 2026. G.9 Approve Special Event Permit for Hugo American Legion Family Days on April 25, 2026 The National Executive Committee of the American Legion passed a resolution in October 2025 established American Legion Family Day to be observed annually on the last Saturday in April. The Hugo American Legion would like to celebrate the day by holding a festival on Saturday, April 25, 2026. A Special Event Permit approved by Council is necessary because alcohol will be sold outdoors, approximately 200-300 people are expected to attend throughout the day, and there will be amplified music and event announcements. The event will include a rib contest and vendors. The event will begin at 6 a.m. for the BBQ teams to set up and will end at 6 p.m. Staff recommends Council approve the Special Event Permit for the Hugo American Legion Family Day on April 25, 2026, subject to the conditions in the staff memo. G.10 Approve Purchase of Ferris Zero Turn Mower for Public Works Department A Toro zero turn mower with a bagger was purchased in 2005 for maintaining the City’s parks and facilities and is at the end of its useful life. Staff would like to replace the Toro mower with a Ferris zero turn mower with an EZ dump hopper. Money had been included in the 2026 CIP budget for this purchase. Staff has compared mowers and received quotes. Staff recommends the City Council approve the purchase of a Ferris ISX3300 60” zero turn mower with EZ dump hopper as outlined in the quote from L.T.G. Power Equipment in the amount of $22,618.00. G.11 Approve Resolution Authorizing Distribution of 165th Street AUAR for Public Comment Staff and consultants have been drafting the AUAR for the 165th Street Corridor area over the past several months. There have been public meetings to provide information on the AUAR and gather feedback on the study and plans. The AUAR has been developed to address the comments. The draft AUAR has been prepared and is complete to be sent out for public comment. The first step of the review process is for the City Council to authorize staff to distribute the AUAR for public comment. Staff recommends that the City Council approve the resolution authorizing distribution of the 165th Street Corridor area AUAR for public comment. H.1 Assessment Hearing for 2026 Bald Eagle Industrial Park (BEIP) Area Street Project Improvement Project A public hearing has been scheduled for this evening on assessments for the BEIP area street improvement project. The assessment hearing and improvement hearing has been rescheduled for Monday, May 4, 2026, to allow adjustments to the assessment roll. If any attendees at the meeting wish to speak they may do so, but Mayor Weidt will not open the public hearing. Staff recommends Council recess the assessment hearing and improvement public hearing until May 4. I.1 Approve Resolution Receiving Amended Feasibility Study and Setting the Public Hearing for the 2026 BEIP Area Street Improvement Project City Council previously received the plans and specifications and held the improvement hearing. Within the original assessment roll, three of the properties had the common element being assessed (that portion of the parcel that had frontage). The county requested that we modify and assess the property owners within the parcel. To ensure proper protocols are followed, we are updating the assessment roll and holding a new improvement hearing. Appropriate notice will be sent to property owners. Staff recommends Council approve the resolution receiving the amended feasibility report and setting the public hearing for the 2026 Bald Eagle Industrial Park Area Improvement Project. I.2 Approve Resolution Declaring the Costs to be Assessed and Resolution for Hearing on Proposed Assessment for the 2026 BEIP Area Street Improvement Project Due to the amended feasibility study and assessment roll, staff is requesting Council declare the costs to be assessed and set the assessment hearing for May 4th. Total project costs were estimated to be $4,678,427 with $1,021,356 being assessed. The assessment hearing scheduled for April 6 will be continued to the May 4th City Council meeting. Staff recommends Council approve the resolutions declaring costs to be assessed and setting the hearing on assessments for the 2026 BEIP Street Improvement Project. I.5 Update on Washington County Cost Share for Trail Along 140th Street and Fenway Boulevard The City of Hugo and Washington County continue to collaborate on efforts related to completing the southern portion of the Hardwood Creek Regional Trail. At this time, it does not appear a Joint Powers Agreement will be in place in advance of the City of Hugo awarding a construction contract for the 2026 Bald Eagle Industrial Park Area Street Improvement Project. Staff will lead discussion related to this agenda item and request feedback on how best to proceed with written communication to Washington County on our position on the matter. Washington County continues to collaborate and work with Hugo staff to achieve mutual goals of completing the Hardwood Creek Regional Trail. J.1 Information on Repeal of Shotgun-Only Zone in Southern and Western MN The City of Hugo has been included in the longstanding shotgun-only zone in southern and western Minnesota. The shotgun-only zone restricted deer hunters to using only shotguns, muzzleloaders, and handguns. A new law passed during the 2025 legislative session repealed the shotgun-only law effective January 1, 2026. Hunters may now use rifles or other legal firearms statewide, though individual counties in the old zone may pass ordinances to restrict rifle use. Information will be presented to Council on the effect this new law will have locally. M.1 Reminder - Hardwood Creek Regional Trail Open House on Wednesday, April 8, 2026 Council has scheduled a meeting to attend the Washington County open house regarding the Hardwood Creek Regional Trail on Wednesday, April 8, 2026, from 4-6 p.m. in the Oneka Room. M.2 Reminder - Annual Kidz ‘n Biz on Saturday, April 18, 2026 Council has scheduled a meeting to attend the Annual Kidz ‘n Biz on Saturday, April 18, 2026, from 9 a.m. – noon at Oneka Elementary School. M.3 Schedule Metro Cities Annual Meeting on Wednesday, April 15, 2026 Council has been invited to attend the Metro Cities Annual Meeting on Wednesday, April 15, 2026, at 5:00 pm at the Roseville Skating Center. The meeting will include a social hour; guest speaker Trisha Kirk, Managing Director at Guthrie Theater; and a brief meeting to elect members and officers to the Metro Cities Board of Directors. Staff recommends Council schedule this as a meeting if they wish to attend. M.4 Schedule Performance Review for City Administrator Bryan Bear Bryan Bear has been employed with the City since May 3, 2004. Bryan served as the Community Development Director until being appointed the City Administrator on November 7, 2011. Staff recommends Council schedule the annual performance review for City Administrator Bryan Bear for Monday, May 4 or May 18, 2026, at 6 p.m., prior to the regular Council meeting at 7 p.m. M.5 Vacancy on the Carnelian Marine St. Croix Watershed District Board The term of office for Ann Warner, Victoria Dupre, and Michael White with the Carnelian Marine St. Croix Watershed District expires on June 21, 2026. Ann Warner and Victoria Dupre have submitted their applications and are seeking reappointment. Lakes Center for Youth & Families Annual Report – Executive Director Tim Cryer Lakes Center for Youth & Families (LC4YF) is one of two organizations that provide mental health services to Hugo residents, and the Council allocates funding in the budget to support these programs. Executive Director Tim Cryer presented the LC4YF 2025 Annual Report. Tim introduced himself and noted that he has served as executive director since April 2025. He thanked the Council for its continued support of the organization. Tim shared that the organization has been serving youth and families for 50 years, having been founded by Jim Trudeau in 1976. He explained that the mission is to work with youth and families during pivotal moments in their lives to help them get on the right path, with a vision for all individuals to thrive. Tim shared data from a poll of 18,468 youths ranging from kindergarten through 12th grade in Washington, Anoka, and Chisago counties that showed youth continue to face challenges, including depression, anxiety, and substance use. The figures showed that 2,770 had seriously considered suicide and 923 had attempted suicide. Council Meeting Minutes for March 16, 2026 Page 2 of 7 He outlined the organization’s five core programs. The Strong Start Program provides in-school support to approximately 135 students each year and is currently operating in Linwood, with plans for expansion. The Juvenile Justice Program, used most frequently by Hugo families, works with youth who have encountered legal trouble to help them repair the harm they have caused. The Education Engagement Program assists students in improving attendance and connecting with teachers and school staff for additional support. The Counseling Program provided more than 3,000 sessions last year, primarily serving clients in kindergarten through age 18. The fifth program, For Young People, will soon begin providing transportation for youth to participate in positive community activities designed to build healthy relationships and strengthen the community. Tim also shared a story about a child who was struggling due to family issues, emphasizing how the City’s support enables the organization to better assist youth and families in need. He announced that the organization’s annual “Taste of the Lakes” fundraising event will be held on April 23. Washington County Assessors Update - Tyson Terry Washington County Residential Property Appraiser Tyson Terry provided the Council with an update on Hugo property assessments in preparation for the Local Board of Appeals and Adjustments meeting scheduled for April 2, 2026. Tyson outlined the assessment year timeline, explaining that the County’s sales study period operates similarly to a fiscal year, beginning on October 1 and ending on September 30. He noted that the notices being sent out reflect property values as of January 2026. He reviewed the information printed on property tax statements including contact details for property owners who may have questions. Tyson also noted that this is the time of year when assessment appeals take place. As required by the State of Minnesota, one-fifth of the City’s parcels are reviewed each year and reassessed. Approximately 1,800 properties in Hugo are scheduled for review this year. Tyson reported that there were 274 residential sales in Hugo during 2025 that qualified as arm’s- length transactions, with an average sales price of $414,000. He compared the sale prices for the Twin Cities metro, Washington County, and Hugo, noting that Hugo remains in line with the rest of the County and above the Twin City’s average. Hugo homes, including new construction, had a median market time of 22 days, which was in line with surrounding areas. The City continues to see strong new construction activity. Tyson reported that most homes are selling at or near 100 percent of the listing price. There were four foreclosures in Hugo during the past year, compared to none in the prior two years. The City recorded 136 new construction permits, including two commercial projects and one multifamily apartment development, representing 11.9 percent of all new construction in Washington County. Tyson noted that Hugo continues to rank among the top cities in the county for agricultural property. Council Meeting Minutes for March 16, 2026 Page 3 of 7 Residential class adjustments increased by approximately 0.8 percent overall. Fifty-two percent of Hugo properties saw no change in value, while 48 percent experienced an increase. Of the increases, 79 percent were 5 percent or less. Tyson observed that the local residential and new construction markets remain healthy and active. In response to a question from Mayor Weidt, Tyson explained that new construction valuations depend on the start and completion dates of the project. The transition from lot value to new construction value occurs at the beginning of the year following completion, so the timing of the construction period determines when the change is reflected on the tax statement. Approve Lakes Center for Youth & Families Professional Services Agreement Over the past several years, the City has entered into an agreement with the Lakes Center for Youth & Families to support programs for Hugo families relating to counseling, intervention, and enrichment. Through this agreement, the City sponsors LCYF by providing financial support. In the 2026 budget, Council approved $17,670 in funding for their services. Adoption of the Consent Agenda approved the Professional Services Agreement with Lakes Center for Youth & Families. Approve Reciprocal Emergency Services Agreement with SBM Fire Department On January 1, 2026, the City of Centerville contracted fire service coverage with the Spring Lake Park-Blaine-Mounds View (SBM) Fire Department. SBM has asked the City of Hugo Fire Department to continue the auto aid response to Centerville similar to the agreement with the Centennial Fire District in past years. Hugo Fire Chief Jim Compton, Jr. had provided a Reciprocal Emergency Services Agreement for Council review. Adoption of the Consent Agenda approved the Reciprocal Emergency Services Agreement with SBM. Council Meeting Minutes for March 16, 2026 Page 4 of 7 Approve Lawful Gambling Permit to Conduct Excluded Bingo for Chain of Lakes Rotary Event on April 18, 2026 The Chain of Lakes Rotary had applied for a Lawful Gambling Permit to hold Bingo at their event on April 18 at the Peder Pederson Pavilion. Gambling permits are issued by the State after being approved by the City Council. Adoption of the Consent Agenda approved the Lawful Gambling application for the Chain of Lakes Rotary to conduct excluded bingo on April 18, 2026. Approve Temporary Liquor License for Chain of Lakes Rotary Event on April 18, 2026 The Chain of Lakes Rotary had applied for a Temporary Liquor License to serve alcohol at their event on April 18 at the Peder Pederson Pavilion. Temporary licenses are issued by the State after being approved by the City Council. Adoption of the Consent Agenda approved the Temporary Liquor License for the Chain of Lakes Rotary to serve alcohol at their event on April 18, 2026. Update and Approval of Resolution Supporting the Glacial Hills Regional Trail At the meeting of February 18, 2026, the Parks Commission recommended support of the Glacial Hills Regional Trail Long Range Plan. Washington County staff members were in attendance to present the final plan and review the planning process which included extensive public engagement including two open houses in Hugo (November 16, 2023, and July 29, 2024). City staff participated in the technical advisory committee, and the GHRT plan aligns with the City of Hugo plans. The Parks Commission had recommended approval of a resolution and letter of support for the Glacial Hills Regional Trail Long Range Plan. Washington County Commissioner Fran Miron began by expressing appreciation for the communities being involved in the process. He explained that the long-range plan is the first step in developing the overall vision for the trail. Andrea Rehm, a planner with Washington County Public Works, provided an overview of the planning project. She explained that the proposed regional trail is intended to serve a broad regional area and connect regional destinations. Local trails will feed into the regional trail, which is envisioned as a 10-foot-wide paved trail with a 10-foot buffer from vehicle traffic. Amenities are also planned along the corridor. Andrea talked about how a long-range plan is important for eligibility for grant funding from the State and Met Council. Andrea focused on the Glacial Hills corridor east-west arterial trail in northern Washington County saying it is a priority in the County’s bike and pedestrian plan. Planning began in spring 2023, and the County developed a set of project goals to guide the process and evaluate route options. Stakeholder engagement has included community events, open houses that included online engagement, and other outreach. Key messages from the public have emphasized a preference for off-road trail segments, strong connections to other trails, trail loops, and rest areas. Council Meeting Minutes for March 16, 2026 Page 5 of 7 Connor Shafer, Senior Planner with Washington County, described how the project will move from a vision plan to lines on a map. Phase one is the segment assessment, and phase two is evaluation and analysis to determine which routes perform best. This work leads to a final route recommendation. An existing route on the north side of County Road 8 would extend east and connect to the Hardwood Creek Trail, continuing north to County Road 4. A trail is proposed to go east along County Road 4, where there is room for trails on both sides of the corridor. The plan proposes a soft-surface trail for equestrian and snowmobile use on the north side and a paved bike/pedestrian trail on the south side. High water conditions in some areas may require boardwalks. The proposed trail would connect Hugo to Big Marine Park Reserve and Marine on St. Croix. At the Big Marine Park Reserve, the trail would go south into the Kelly Farms property, which the County is working on acquiring as part of the park. It is possible the trail could then utilize the Canadian National rail line to the east since the rail line is seldomly used, but there have not been any strong commitments from Canadian National. It was felt it was prudent to include it in the plan so certain funding could be applied for if the rail line ever became available. An alternate option for connection to Marine on St. Croix would be CSAH 4. Features of the trail include trailheads, parking, kiosks, and interpretive opportunities along the corridor. It would also recognize the Hopkins Schoolhouse site. Implementation considerations include future phases for preliminary design studies, final design studies, and ultimately construction, recognizing that this is a long-range plan. Under Washington County policy, the County typically provides 50 percent of construction costs and 100 percent of replacement and repaving costs. The County would be responsible for operations and maintenance costs on County-owned land. The County will work to reduce overall project costs through grant funding (which is why regional trail designation is important), land donations, and development agreements. Connor explained the next steps are to get final support from the City of Hugo. The plan would then be forwarded to the Washington County Board and then to the Metropolitan Council for final approval. Weidt made motion, Petryk seconded, to approve RESOLUTION 2026-6 SUPPORTING THE WASHINGTON COUNTY GLACIAL HILLS REGIONAL TRAIL LONG RANGE PLAN. All Ayes. Motion carried. Update on Hardwood Creek Regional Trail At the meeting of March 21, 2022, the City Council approved a letter of support for the construction of the final extension of the Hardwood Creek Regional Trail and subsequent applications for grant funding. Washington County was notified in summer 2025 that it had been awarded funding through the Environment and Natural Resources Trust Fund. The proposed trail extension will utilize City trails and sidewalks along 140th Street and Fenway Boulevard in coordination with the City’s 2026 street improvement project. New trail construction is planned between 130th Street and Hugo’s southern border at 120th Street adjacent to Falcon Avenue. Council Meeting Minutes for March 16, 2026 Page 6 of 7 Erin Blaylock, Washington County Civil Engineer, provided an overview of the project. She stated that the Hardwood Creek Trail is a ten-mile north/south trail located in Hugo and Forest Lake, following the former railroad right-of-way with both paved and unpaved routes running primarily parallel to Highway 61. There remains a one-mile gap in Hugo between 130th Street and 120th Street where the rail line is still active, and the project aims to complete this missing connection. Blaylock explained that the trail master plan was developed in 2013, followed by a City-led feasibility study in 2019 for a segment from 130th Street to Falcon Court and a subsequent County-led study for a trail from 120th Street to 130th Street. Following completion of those studies, the County applied for a grant for construction, which remains subject to approval by the 2026 State Legislature. A design consultant was hired earlier this year, with final design and bidding anticipated in 2027 and potential construction starting later that year. Public engagement was an important component of the County’s feasibility study, including a postcard mailer, agency coordination, direct outreach to interested parties, and meetings with property owners and representatives. The upcoming design phase will include similar activities along with an open house scheduled for April 8, 2026. Ramsey County will also attend to share updates on its planned trail improvements to the south. Project updates will be included in the City’s newsletter, and the County will attend local events to share information. In addition, an online engagement session will be hosted on the County’s website following the open house to provide the same materials and collect input. The next steps include holding the open house, finalizing an agency-supported concept layout, and bringing a request for formal support from the City Council at a future meeting. Petryk inquired about discussions with the owners of nearby townhomes and existing easements. Blaylock reported that multiple meetings have been held with representatives from Wilson Tool and the Bald Eagle Estates townhomes, who expressed interest in providing feedback. Coordination efforts with those groups are ongoing. She explained that easements do not exist on the HOA owned property, and property acquisition will be necessary. Council members expressed their appreciation to Washington County for its collaborative approach and efforts to engage the public throughout the project process. Customer Signature Date RESOLUTION 2026 - ______ A RESOLUTION AUTHORIZING THE DISTRIBUTION OF THE DRAFT ALTERNATIVE URBAN AREAWIDE REVIEW AND MITIGATION PLAN FOR THE 165TH STREET CORRIDOR AREA TO THE ENVIRONMENTAL QUALITY BOARD FOR PUBLIC COMMENT WHEREAS, The City of Hugo anticipates development in the area surrounding 165th Street; and WHEREAS, the City of Hugo has determined environmental review is prudent to develop the 165th Street Corridor area; and WHEREAS, Minnesota Rules Chapter 4410.3610 provides for a substitute form of environmental review known as an Alternative Urban Areawide Review (AUAR); and WHEREAS, an AUAR allows for environmental review of development and associated infrastructure in a particular geographic area within a jurisdiction if the local government unit has an Adopted Comprehensive Plan; and WHEREAS, the City of Hugo is the Responsible Government Unit (RGU) pursuant to Minnesota Rules Part 4410.3610 Supb 1; and WHEREAS, the AUAR study area is approximately 784 acres along 165th Street North, east of Elmcrest Avenue North to east of Trunk Highway 61; and WHEREAS, the City Council of Hugo deems an AUAR to be the most appropriate form of environmental review for the study area; and WHEREAS, three proposed development scenarios have been identified to evaluate as part of the AUAR as follows: Scenario 1 is consistent with the existing 2040 Comprehensive Plan. It includes industrial, low density residential, medium density residential, high density residential, and mixed use. Scenario 2 involves a higher density of residential development and mixed use, including industrial, mixed use, low density residential, medium density residential, and high density residential as planned unit developments. Scenario 3 consists of no industrial development and a higher density of residential development, including mixed use, low density residential, medium density residential, and high density residential as planned developments. WHEREAS, a Draft AUAR and Mitigation Plan have been prepared for the 165th Street Area per Minnesota Rules Chapter 4410.3610 Subp 4 and 5; and WHEREAS, pursuant to Minnesota Rules Chapter 4410.3610 Subp. 5B, a public comment period is required for review of the Draft AUAR and Mitigation Plan. NOW, THEREFORE, BE IT RESOLVED, the City of Hugo authorizes the distribution of the Draft Alternative Urban Areawide Review and Mitigation Plan for the proposed 165th Street Corridor area to the Environmental Quality Board for public comment. Three of the properties proposed to be assessed were the common element portion of the parcel (portion with the frontage along the roadway) also have internal parcels with individual ownership. We need to assess the individual properties within the larger common element parcel and have updated the feasibility report with the amended assessment roll accordingly. Staff recommend Council accept the amended feasibility study and set the improvement hearing for May 4, 2026. C O M April 6, 2026 Honorable Mayor and City Council City of Hugo 14669 Fitzgerald Avenue N Hugo, MN 55038 Re: Hardwood Creek Regional Trail Update 2026 Bald Eagle Industrial Park Area Street Improvement Project WSB Project No. 028436-000 Dear Honorable Mayor and City Council: Staff wanted to provide an update to City Council on a number of items related to the extension of the Hardwood Creek Regional Trail from 140th Street to 120th Street. The effort to complete this remaining segment of the Hardwood Creek Regional Trail has been a collaborative effort with Washington County. The City of Hugo has incorporated plans to upgrade the portion of sidewalk and trail within the 2026 Bald Eagle Industrial Park Area Improvement Project. Specifically, the sidewalk along 140th Street would be converted to a 10-ft bituminous trail, and the trail along Fenway Boulevard would be replaced. Washington County was successful in receiving an Environment and Natural Resources Trust Fund grant in the amount of $1,244,000 for the segment of trail extending from 130th Street to 120th Street. Washington County is working on the development of plans for the construction of this segment of trail. Meanwhile Ramsey County is in the planning process of an extension of the Bruce Vento Trail that would connect to the southern portion of the Hardwood Creek Regional Trail. The Sunrise Prairie Trail through Chisago County Connects to the northern end of the Hardwood Creek Regional Trail. City and County Staff have continued collaboration in an effort to find a way to accomplish the completion of the trial. A draft Joint Powers Agreement was prepared by Washington County. Washington County has indicated their Cost Share Policy requires the City of Hugo to pay 50% of the regional trail costs. Once the grant is applied, the cost the city would be responsible for is conservatively estimated to be $760,000. It should be noted; Washington County continues to apply for additional grants and if successful it would reduce both the County and City share. We have expressed concern related to the 50% cost share related to regional trail funding considering other regional trail efforts underway that would affect the City of Hugo as well as other communities, both rural and urban throughout the county. It is our understanding that this policy will be reviewed in the future. Similarly, the City of Hugo estimated costs and cost share for the HCRT improvements as part of the 2026 Bald Eagle Industrial Park Area Improvement Project. City Staff believe the County is responsible for 50% of the sidewalk to trail conversion along 140th Street and 100% of the trail resurfacing along Fenway Boulevard per their cost share policy. The estimated Washington County costs are $464,000. The County has indicated they agree that they would be responsible for 50% of the cost associated with the sidewalk to trail conversion along 140th Street. County staff have indicated the trail is not designated as a regional trail yet and that the City of Hugo would be responsible for resurfacing the trail along Fenway Boulevard. They have shared that Page 2 they view taking over an existing trail like a “turnback” where they would not accept it unless it was reconstructed. An example provided was when MNDOT turns back a roadway to a county, the roadway is either improved or funds are provided to improve the roadway. Hugo staff see it differently and not analogous. If the state were to take over a county road and make it a part of their overall state highway regional system, they would not ask the county to improve the roadway or pay for the future improvements. Further, when the state has a turnback, they are not asked to continue maintenance as the city would be responsible for with this trail. We believe providing a route with right-of-way and existing 10-ft trail has tremendous value given the rail corridor is expected to be active for the foreseeable future. They have also expressed that they need to acquire right of way for their section of the trail and if unsuccessful they would have invested in a trail that would not be part of their system. We have offered to fund the County portion on our project and in turn reduce the amount the City owes as part of their project that is proposed to be constructed in 2027; however, they cannot commit to that at this time. The County has indicated that they do not have funds allocated for the trail as part of our 2026 Bald Eagle Industrial Park Area Street Improvement Project and efforts to complete a joint powers agreement have stalled. Washington County is not including the 140th Street or Fenway Boulevard segments in their construction planning but have acknowledged they are necessary for designation as a regional trail and to receive the awarded grant. Communication remains excellent with County staff and both City and County staff are committed to continued efforts to work through this matter. As we near consideration of awarding a contract for the 2026 Bald Eagle Industrial Park Area Street Improvement Project at the May 4th City Council meeting, it is apparent funding for the Washington County portion of the trail will not be in place. Both County and City staff believe the trail construction with our project will be substantially less expensive than a future stand-alone project that would be required for both projects to be eligible for regional trail status. 140th Street, Fenway Boulevard, and 130th Street will become a one- way loop during our road construction, providing an already mobilized contractor with traffic control already in place, ample room for construction of the trails without impacting businesses on consecutive years. Staff are looking for council feedback and authorization for staff to prepare and send a letter to Washington County formalizing our position and requirements for pursuit of completing the remaining section(s) of the regional trail. Sec. 50-1. - Shooting regulations. Definitions: Controlled weapon is defined as any device that discharges a projectile by means other than an explosive, a gas, or compressed air, which is capable of producing death or great bodily harm. Controlled weapons include, but are not limited to, bow-and-arrow and crossbow (referred to as "archery equipment"). Firearm is defined as any gun that discharges a projectile or shot by means of an explosive, a gas, or compressed air which is capable of producing death or great bodily harm. Purpose. The city council deems these regulations necessary to protect public and private property and to promote health, safety, order, convenience, and the general welfare of persons within the city. Furthermore, the shooting of firearms within the city limits shall not constitute an unreasonable nuisance to persons in the city. This section is designed to prevent nuisances caused by the noise created from the discharge of firearms, and to minimize the potential that projectiles discharged from firearms could injure individuals. No person shall discharge a firearm or controlled weapon of any kind within the limits of any city road, county road, public park, or other city property with exception of events approved by the city council. Notwithstanding the foregoing, archery equipment may be discharged on public parks that are officially designated as passive parks by the city with the exception of Clearwater Creek Preserve Park. Within Clearwater Creek Preserve Park archery equipment may only be discharged between November 15 and the end of the fall archery hunting season. No person shall fire or discharge a firearm or controlled weapon on any private property except with the consent of the owner or legal occupant thereof. This chapter shall not apply to the lawful defense of persons or property, or in the necessary enforcement of the laws, or when ordered by the military authority, or all other acts specifically allowed by state law, e.g. Shooting Range Protection Act, Minn. Stat. § 87A.01, et seq., as it may be amended from time to time. A person may not discharge a firearm within 500 feet of a building occupied by a human or livestock without the written permission of the owner, occupant, or lessee. A person may not discharge a firearm within 500 feet of a stockade or corral containing livestock without the written permission of the owner, occupant, or lessee. Controlled shooting area. Adopted as a part of the section, and attached hereto and incorporated herein as Exhibit 'A', is the Controlled Shooting Area Map designating a controlled shooting area within the city. In addition to the other requirements outlined in this section, land that is within the controlled shooting area is subject to the following restrictions: (1) (2) (3) (h) (i) A person may not discharge a firearm or controlled weapon within 500 feet of a building capable of being occupied by a human or livestock, including buildings located on adjacent properties. A person may not discharge a firearm or controlled weapon within 500 feet of a stockade or corral containing livestock, including stockades or corrals located on adjacent properties. A person may not discharge a firearm or controlled weapon within 500 feet of any public road. The discharge of a firearm is prohibited within the ordinary high water mark of Bald Eagle Lake and within 300 feet inland thereof. Penalty. Minnesota Statute 103D.311 requires that the County Board select watershed district managers from an aggregate list of persons nominated by the townships and municipalities that are within the watershed district. Lists from townships and municipalities must be submitted to the county board at least 60 days prior to the expiration of the term of office of a manager. The County Board shall make its appointment at least 30 days prior to the term expiration. The county will aggregate the names of nominees from all the lists submitted by the townships and municipalities for the board’s consideration. If the aggregate list of nominees contains at least three names, the county must appoint a manager from the list of township and municipality nominees. In making the appointment, the county must also consider the statutory requirement that managers be appointed to fairly represent the hydrological areas of the district. If the aggregate list contains less than three nominee names, or if appointing a nominee from the submitted lists will not allow for fair representation of the various hydrological areas of the district, the county board may appoint any individual who resides within the watershed district and is otherwise eligible to serve.
