RESOLUTION 2026- 7 <br /> A RESOLUTION AUTHORIZING THE DISTRIBUTION OF THE DRAFT <br /> ALTERNATIVE URBAN AREAWIDE REVIEW AND MITIGATION PLAN FOR THE <br /> 165Tn STREET CORRIDOR AREA TO THE ENVIRONMENTAL QUALITY BOARD <br /> FOR PUBLIC COMMENT <br /> WHEREAS, The City of Hugo anticipates development in the area surrounding 165th Street; and <br /> WHEREAS, the City of Hugo has determined environmental review is prudent to develop the <br /> 165`h Street Corridor area; and <br /> WHEREAS, Minnesota Rules Chapter 4410.3610 provides for a substitute form of <br /> environmental review known as an Alternative Urban Areawide Review (AUAR); and <br /> WHEREAS, an AUAR allows for environmental review of development and associated <br /> infrastructure in a particular geographic area within a jurisdiction if the local government unit <br /> has an Adopted Comprehensive Plan; and <br /> WHEREAS, the City of Hugo is the Responsible Government Unit(RGU) pursuant to <br /> Minnesota Rules Part 4410.3610 Supb 1; and <br /> WHEREAS, the AUAR study area is approximately 784 acres along 165`h Street North, east of <br /> Elmcrest Avenue North to east of Trunk Highway 61; and <br /> WHEREAS, the City Council of Hugo deems an AUAR to be the most appropriate form of <br /> environmental review for the study area; and <br /> WHEREAS, three proposed development scenarios have been identified to evaluate as part of <br /> the AUAR as follows: <br /> Scenario 1 is consistent with the existing 2040 Comprehensive Plan. It includes industrial, <br /> low density residential,medium density residential,high density residential, and mixed use. <br /> Scenario 2 involves a higher density of residential development and mixed use, including <br /> industrial,mixed use, low density residential,medium density residential, and high density <br /> residential as planned unit developments. <br /> Scenario 3 consists of no industrial development and a higher density of residential <br /> development, including mixed use, low density residential, medium density residential, and <br /> high density residential as planned developments. <br /> WHEREAS, a Draft AUAR and Mitigation Plan have been prepared for the 165"h Street Area per <br /> Minnesota Rules Chapter 4410.3610 Subp 4 and 5; and <br />
