Rep.)(Absent) Chuck Haas(City Council Rep.) Laurie McRostie,OSM Enclosed are the minutes from the December 8, 1999,Parks Commission Meeting for your review. 1. The City Council approved the Strategic Park Plan in November. The Council is pleased with the work that the Park Commission is completing. 2. Chuck Haas discussed the potential for building a new city hall. It will be important for a member of the Park Commission to be involved in the site selection. The Commission's vision for a future civic plaza could be included in the planning for a new city center. 3. Washington County and Ramsey County are collaborating on a Lake Links Trail Network Master Plan. Laurie McRostie was appointed by the City Council to serve as the professional staff on the Technical Advisory Committee. Tim Agnus was appointed to serve on the Citizens Advisory Team. It is not know,yet, whether Tim will be able to serve on the team. Action: Robyn LaCasse said she would call Tim and encourage him to serve on the Team and to also consider becoming a member of the Parks Commission. 4. Bernin Property-The letter that was delivered to the Bernin's needs to be clarified. The City attorney has been asked to provide more information to the Bernins explaining the options they have to consider. 5. The Parks Commission is also asking the Council to authorize the attorney to prepare a right of refusal agreement that would obligate the Bernins to sell the land to the City.The Commission requests that the Council include a payment of$5000.00. This money would help to cover the costs the Bernins will incur in their fact finding regarding selling the property. A memo to the Council will be prepared by Laurie McRostie. 6. Washington County paved the north side of 170th. The area is designed as a trail link from the old school to the Hardwood Creek Trail. People are parking here and the County will put up"no parking" signs. 7. Mike Sherril,426-2419,had applied to sit on the Parks Commission. He was not appointed last year but will be contacted this year to see if he is still interested. 8. A special Council meeting is being held on Monday 12/13/99 to provide the Council with more information on the HHM land. The Park Commission is invited. Laurie McRostie shared the back ground and park plan that has been prepared. The Commission is open to discussion with the Council but is concerned about the physical properties of the land and the cost of the property. 9 Pete Pederson raised three items. A. At some time in the future the possibility of constructing a concrete pad for hockey and in line skating at City Hall Park need to be explored. Pete has talked to the Lions Club about installing the concrete if the City would pay for the material. Nothing has been decided yet and Pete did not request any action at this time. He just wants us to keep this item in mind. B. Bruce Bernin had talked to Pete about aerating Oneka Lake. This was discussed and because of the experiences both Chuck Haas and Dave Strub have had with the DNR and aerating the lake will not be pursued. C. Pete informed us that the appraisal for the Bernin property was finally authorized and will now proceed. 10. The ad for a future Park Commission member will be in the paper this issue. 11. Everybody thanked Kathy Marier for her year of service as Chair to the Commission. Kathy did a great job this year. Her personal project was to see play equipment intalled at City Hall and she made sure that came about. The kids are happy!!!! Thanks so much,Kathy we will all miss working with you. Good Luck. FUTURE PROJECTS: A. Prepare large scale maps as overlays showing trails,parks,approved subdivisions etc. for working drawings to be used by Commission and Council. The purpose of the maps is to provide a visual planning tool to track development,trail connections,potential park sites etc. B. Prepare flier/handout for Hugo Parks and Open Space marketing purposes. NEXT MEETING: The date for the next meeting will be Wednesday 1/12,2000 at 6:30. The preceding represents the landscape architect's understanding of the principal matters discussed. Handouts Financial Report-November White Bear Lake Memo Memorandum To: Hugo City Council From: Parks and Recreation Commission Date: December 9, 1999 Re: Purchase of the Bernin Property • The Parks Commission formally requests that the City Council authorize the city attorney to prepare a right of refusal agreement that will obligate the Bernin's to sell the land to the City of Hugo. The Commission requests that a payment of$5000.00 be included with the agreement. This money is intended to help the Bernin's complete their due diligence process regarding selling the property to the City. The Parks Commission is excited about the potential for purchasing this land and the Bernin's are willing to work with the City. The Commission feels that it is important to make this process as easy as possible for the Bernins. In addition the Park Commission requests that the City Council ask the city attorney when the revised letter that further explains the options the Bernins have to consider,will be prepared.The first letter that was hand delivered to the Bernins did not provide enough detail for them regarding the options and they were somewhat confused about what choices they had. The Park Commission is of the opinion,however,that proceeding with the right of refusal agreement will be appropriate at this time and then in order to solidify the City's position.
