Gary Meyer,Thanksgiving Lutheran Church,was present to discuss the development of ball fields at the Church. The church would like to construct either a soccer field or a softball field. Clearing of some trees,grading and installation of a backstop and benches are required. The Church requests that the City contribute funds to complete the work. The public would be able to use the fields. Discussion concluded that a soccer field would be used only for practice because of the proposed size and the lack of irrigation. A softball field would be a better choice. The Church will provide a proposal to the commission describing what they would like to accomplish and the dollar amount they would like the City to contribute. 2. Dave Guenther,White Bear School District Community Services,was also present at the meeting. He attended in order to talk about the future needs for athletic fields in the community and to provide assistance to the Parks Commission. White Bear will bring more fields on line in the next two years. There will continue to be demand for high quality fields in Hugo. Other recommendations/advice include the following: A. Fast pitch softball,200 ft. fences, for girls will accommodate baseball for 12 year old boys. B. Build soccer fields in a variety of sizes; minimum 120 ft.by 170 ft.;build soccer fields as large as the site will allow. C. Good quality playing fields need to be irrigated to establish and maintain turf. D. Build softball fields with 75 ft. infields to accommodate different age groups. E. White Bear built two outdoor skating rinks with concrete surfaces; they are used for in line skating in the summer and flooded for ice rinks in the winter. Dave stated that he would be glad to come back and assist the commission any time; the commission was grateful for his assistance. 3. The commission is considering purchasing the Bernin property on Oneka Lake. They developed a resolution to present to the City Council. This resolution is attached. 4. The park at Beaver Ponds was discussed. The soccer field is being constructed,seeding will occur this fall.The turf must become established and grow for one season before it can be played on. Because of this the commission will wait to select play equipment and construct a parking lot until the turf is established. The earliest this will be is September 2000. 5. Tennis nets should be installed at the City Hall courts next spring. If the courts had nets people might use them. NOTICE: REVIEW PARK SELECTION CRITERIA FOR DISCUSSION AT NEXT MEETING. Start thinking about a budget for next year. See comments below. Comments and questions from Staff Meeting on Friday 9/10/99. 1. Irrigation has not been planned for the soccer field at Beaver Ponds. Does the Parks Commission want to make the investment for a high quality field or will this be a soccer field for practice only? 2. The Parks Commission needs to develop a capital improvements budget for 2000. This will list all the projects they would like to undertake and the associated budget amounts. This direction was given when the Bernin property was discussed. The Parks Commission needs to consolidate and coordinate the requests the have for the City Council. The preceding represents the landscape architect's understanding of the principal matters discussed. Hugo Parks and Open Space Flier Financial Report Parks Resolution September 8, 1999 The Parks Commission requests that the City Council proceed with the appraisal and negotiations to purchase the Bernin property adjacent to Oneka Lake. The Parks Commission requests the opportunity to review the appraised or negotiated costs prior to finalizing the purchase. It is recommended that flexibility and long term arrangements be considered in the purchase. The Commission would like to purchase lake frontage property;however any development is planned for the future.
