Enclosed are the minutes from the March 31, 1999, Parks Commission Meeting for your review.
1. The Parks Commission welcomed Chuck Haas and thanked him for coming serving as the
Council Rep on the Parks Commission.
2. Beaver Ponds will not be developed as quickly as previously anticipated. The grading and park
concept that has been completed will meet the Park's Commission needs at this time.
3. Lions Park Update: The park identification sign is done and the letters will be painted yellow;
the parts that were not installed last fall are here; they will be installed on April 6th at 10:30;
Pete Pedersen will meet Johnny Johnson on site that day, anyone else who can help should be
there;the snow plow damaged one of the edge timbers and that needs to be repaired; final
grading and seeding needs to be completed; the extra dirt on site will be hauled away.
4. Landscaping for Lions Park was discussed. It was pointed out that adding landscaping might
cause maintenance problems. It was decided to wait for a year and see how things worked out
before any landscape improvements were planned.
5. The Commission requested that Laurie suggest some language for a park sign that displays
rules. She will bring this to the next meeting.
6. The Old School House project, promoted by Katie Riopel, is moving slowly. Support has been
minimal from the community.

7. The HHM land next to City Hall was being considered for development. This land may be in
flood plain and there is a possibility that this land could become part of the park.
8. Sweet Grass Meadows is starting Phase II. The DNR was given a contact to coordinate the
clean up of the Oneka Lake boat launch.
9. The commission continues to look for a 40 to 60 acre piece of land. Pete had talked to owners
on the northwest side of Oneka Lake. Some of this properly is low near the road and access
would be difficult. No decisions were made.
10. The Recreation Association Group that Pete is working with needs more inventory data before
they can proceed. It was stated that this group would have money to pay for athletic park
development in the future. The Mahtomedi group that Dave is working with is just beginning.
The issue is that no large acres of land is left in the developed communities like White Bear
and Monticello and that they are looking to Hugo for land.
11. The word was the YMCA is going to Lino Lakes. This needs to be confirmed.
12. The issue of the new school was brought up. This discussion is just beginning.
13. The remainder of the meeting was spent developing the strategic plan; facts and assumptions
were listed that will lead to developing objectives and a time line at the next meeting.
