Minutes of August 13, 1998

1. Members absent - Debra Barnes and David Strub.
2. Site drawings of new playground equipment for "Lions Park", the park by the city
hall, were discussed and after a few changes approved by a voice vote YES to
recommend this to the City Council on Monday, August 17, 1998. Laurie McRostie
from OSM showed us a proposal form that shows what must be put on bid. The City
will need to purchase timbers for the perimeter of the playground area and landscape
fabric to lay under the shredded wood resilient material.
Pete Pedersen would like to approach the Hugo Lions Club for purchase of children's
sand digging equipment as an addition to the playground's sandbox.
A sign for the park was included on the site drawing - park name, hours and rules will
be recommended by the Commission to be printed for public knowledge. The
Commission will help plan a dedication ceremony of "Lions Park" to include
organizations such as the Girl Scouts, Boy Scouts, 4H, when the park playground
equipment is completely installed.
As of October 1, 1998 the Parks Commission recommends that one "Lions Park Event
Calendar' be housed at city hall and updated by city hall staff. Public residents that
want to use the park for a large gathering must contact the city staff to reserve a date
on the calendar, and sign the "Agreement for Use of City Facility" page (which includes
the "List of Regulations" page). If the group would like to use the concession stand
area, then at least two days prior to the event, they should leave a damage deposit in
the form of a check written out to the "Hugo Lions Club" in the amount of $ 25.00 .
Another check should also be written out to the "Hugo Lions Club" to pay a user fee in
the amount of $ 25.00 . (Amounts to be determined). After these two checks are
collected, a key to the concession stand would be issued by the city staff. When the
key is returned, the city staff would check the building, if the building is left in proper
condition, the deposit check would be returned. If there were any question about the
condition of the building, it would be referred to the Hugo Lions Club. (At the present
time, Hugo Lions Club members need to be alerted to use of the building so that the
old fire truck can be moved, perhaps in the future when a new fire station is built, the
old fire truck could be housed in the old fire station and then the moving of the old fire
truck would not be an issue).
3. Parks Commission members all received an August 5, 1998 memorandum from
Robert Museus, City Administrator, concerning Oneka Lake Boulevard Bike Trail. The
City Council requested a recommendation on the need to construct a bike trail along

Oneka Lake Boulevard, the type of trail to be constructed and the proposed timing for
this improvement. In response to these issues:
- A bike trail should be constructed on new development on Oneka Lake
Boulevard and on Greene Avenue. The city engineer should look at the four mature
trees that are affected by this on Oneka Lake Boulevard to try to have the least amount
of impact to these trees.
- The trail should be constructed next to the curb lining the road using
bituminous material to create a six foot wide trail. There would be no grass boulevard.
Commission members were asked to start thinking about the Master Park Plan Trail
System to update it to reflect new information affecting the trails as drawn. A vicinity
map was given to each member to draw in new ideas for future discussion of the trail
system. The Parks Commission is asking Robert Museus, City Administrator, to
contact the Hugo Snowmobile Club by September 30, 1998 to ask for a snowmobile
trail use plan to be submitted by October 31, 1998. Trails should be marked as City of
Hugo approved trails. Perhaps the Star Trail Association could be contacted if the
Hugo Snowmobile Club is not able to provide this information and marking.
The Parks Commission is asking Robert Museus to help obtain detailed information
from Washington County regarding their present and future trail and park system
plans.
Information was received from David Gunther, White Bear Lake Recreation
Department, as to specifications for different types of sport fields.
