Rep.) Chuck Haas (City Council Rep.) Absent Laurie McRostie, OSM Enclosed are the minutes from the February 8 1999, Parks Commission Meeting for your review. 1. The Parks Commission welcomed Bronwen Kleissler and thanked her for her interest and time spent serving on the Parks Commission. 2. The DNR Boat Launch at Sweet Grass Meadows was discussed. Oneika Lake is not a good fishing lake according to the DNR and how the lake will be used was discussed. The area is growing and demand may increase.The prospect of expanding for parking and a turn around would require purchasing two lots from Sweet Grass Meadows. This is not likely to happen; the price of the lots is too high. It may be possible to clean up the existing launch area. It may also be possible to acquire land on the west side of the lake and relocate the boat launch. This land may even be a possibility for a future park. It was recommended that the land owners be approached. This item will need further discussion. 3. Pete Pedersen delivered the colored township map for Hugo. This will be an asset to the planning process. An invoice for$40.00,to be paid to Cloud Cartographics Inc., will be forwarded to Bob Museus and the City Council for payment. Two colored copies were provide and one will be delivered to City Hall. Black and white copies will be made for all Parks Commissioners. 4. There may be land, 8 acres of upland, on the south side of Plaisted Lake that may become available for park land. This would come through the DNR and contact with them will be maintained. • Page 2 Parks Commisssion Meeting Minutes February 8, 1999 5. Budget information,the special park fund, was provided by City Hall. This report will be copied and handed out to all Commissioners. There is still some confusion about this financial report that will need to be resolved. 5. The second phase of Beaver Ponds is going to be developed this summer. The Parks Commission recommends that park plans be developed at this time so that facilities locations, size and grading can be determined and coordinated with the developer's contractor. It was asked that the City Council authorize this work. 6. The strategic planning exercise was continued with excellent help provided by Ron McRoberts. The mission statement, vision and values that were developed are attached to these minutes. This exercise will continue in March at a date to be confirmed. 7. The Old School House Project was discussed. Katie Riopel is proposing to develop a community center and requests the support of the Parks Commission. She will be meeting with the commission on Wednesday 2\10\99. A lot of ideas were discussed but it was determined that it is premature for the commission to provide a response to her. They will listen to Katie's presentation, ask questions and continue to discuss the project but more information is required before a decision can be made. A mission statement,a vision and values have been developed. They are provided below. Facts and Assumptions and Objectives will be developed in the month of March. Mission A mission statement is a simple statement that embodies the meaning of the work undertaken by the Hugo Parks Commission. To provide facilities to accommodate recreational and social activities for the entire community. Vision A vision embodies the dream and the image that is hoped for in the future for the Hugo parks system and the community. A system of natural areas and neighborhood and community parks linked by a network of local and regional multi-use trails. A conveniently located complex of multi-purpose facilities that provides community focus and accommodates major community events. Values The values that the residents of the City of Hugo and the Parks Commission believe to be important reinforce the mission and the vision. The values must also be compatible with and support the mission and vision; they will guide the Parks Commission in the future. Parks Commission, Please note suggestions for language in bold italics. This is just my attempt to make them read better. We will approve this or other changes at the next meeting. 1. Community input to park plan implementation Community Input to the park plan implementation process is important. 2. Preserve open space and natural areas. Preserve the region's open space and natural areas. 3. No use of eminent domain. Eminent domain will not be used to develop the Hugo parks system. 4. Accommodate diverse populations and enhance their quality of life. The needs of diverse populations are accommodated in the development of specific facilities and their quality of life is enhanced. 5. Sensitivity to property value issues The park planning process will be sensitive to property value issues. 6. Open communication with the community Open communication with the community is important. 7. Responsible stewardship of community resources Responsible stewardship of community resources guides the development of the Hugo Parks System. 8. Accommodate desires for diverse recreational opportunities Accommodate desires for diverse recreational opportunities. Many different types of recreational opportunities should be provided. 9. Neighborhood recreational & social focal points Neighborhood recreational& social focal points are important to the community.
