HomeMy WebLinkAbout2026.04.09 Degan Letter 4/9/2026 Attention Mayor and City Council, 1 am writing to you regarding the proposed extension of the Hardwood Creek Trail adjacent to Falcon Avenue N. on the south side of the City of Hugo. Our awareness of this project did not come through any formal communication from Washington County or the City of Hugo. Instead, we first learned of it a few years ago after observing a survey crew gathering information along Falcon Avenue. When I contacted the City Hall at that time to inquire, I was told the city was unaware of any survey activity or trail proposal. Further investigation later revealed that the city was, in fact, aware of a trail study, which raises concerns about the transparency of this process. I eventually connected with Connor Schaefer at Washington County, who is overseeing the project. He directed me to a website containing preliminary plans. After reviewing these plans, I followed up with him to express my concerns - specifically regarding the removal of mature trees that currently serve as a buffer between my property and Highway 61. I documented our conversation in a follow - up email, emphasizing that the proposed plan would eliminate this natural barrier without including any reforestation or boulevard planting. I was informed that such mitigation measures were not included due to budget limitations. The removal of these trees would significantly impact not only the privacy of my property but also noise reduction, air quality, and the overall character of the area. The absence of a plan to replace this natural barrier is deeply concerning. l respectfully request that the City and County reconsider this aspect of the project and explore options for preserving existing trees or implementing a reforestation plan. Additionally, i urge improved transparency and communication with the residents who are directly affected by this development. Thank you for your time and consideration.
