A RESOLUTION OF THE CITY OF HUGO,WASHINGTON COUNTY,
MINNESOTA APPROVING STIPULATION OF SETTLEMENT REGARDING
APPEAL OF CITY OF HUGO 2025 SYSTEM STATEMENT
WHEREAS, The City received a System Statement from the Metropolitan Council on
September 24, 2025, and;
WHEREAS, the system statement includes forecasts for population, households,
employment, and sewer-flow for the purpose of preparing amendments to the City's
Comprehensive Plan, and;
WHEREAS, on November 17, 2025, the Hugo City Council adopted Resolution 2025-42
appealing the system statement and requesting a hearing regarding the 2025 System
Statement for the City of Hugo, and;
WHEREAS, in its appeal the City contends that forecasts are inconsistent with the City's
and the Metropolitan Council's growth projections and planning for previous
Comprehensive Plans, are arbitrary, ad hoc and capricious and otherwise improper or
improperly based, and;
WHEREAS, City staff and the Metropolitan Council have met and discussed the issues
over the past several months to work towards a resolution, and;
WHEREAS, City staff and legal counsel have negotiated a proposed stipulation of
settlement to resolve the pending appeal; and;
NOW,THEREFORE,BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE
CITY OF HUGO, MINNESOTA, that the City Council of the City of Hugo approves the
stipulation of settlement with the Metropolitan Council regarding the 2025 System
Statement for the City of Hugo and authorizes the Community Development Director to
execute the stipulation of settlement of behalf of the City of Hugo.
ADOPTED by the City Council this 20th day of July 2026.
