HomeMy WebLinkAbout2026.08.03 RESO 2026-22 Street CIP for 2027-2031 RESOLUTION NO. 2026-22 CITY OF HUGO WASHINGTON COUNTY, MINNESOTA A RESOLUTION ADOPTING THE 2027—2031 STREETS CAPITAL IMPROVEMENT PLAN WHEREAS, the City Council of the City of Hugo has determined that maintaining and improving the City's transportation infrastructure is necessary to protect the public health, safety, and welfare; and WHEREAS, City staff and the City Engineer have prepared a Street Capital Improvement Plan identifying anticipated street improvement projects, project priorities, estimated costs, and funding sources for the planning period of 2027 through 2031; and WHEREAS, the Street Capital Improvement Plan provides a framework for the systematic maintenance, rehabilitation, and reconstruction of the City's street system and serves as a guide for future budgeting and capital planning efforts; and WHEREAS, the City Council has reviewed the proposed Street Capital Improvement Plan and finds that adoption of the Plan is in the best interests of the City and its residents. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Hugo, Minnesota, as follows: 1. The Street Capital Improvement Plan dated August 3, 2026 is hereby approved and adopted. 2. The Street Capital Improvement Plan shall serve as the City's planning document for future street improvements and capital budgeting considerations. 3. Adoption of the Street Capital Improvement Plan does not constitute authorization of any specific project expenditures. Individual projects shall be subject to future Council review, budget appropriations, feasibility studies, and all applicable statutory requirements. 4. The City Engineer Finance Director and City Administrator are authorized to utilize the Street Capital Improvement Plan in preparing annual budgets, capital improvement programs, grant applications, and project development efforts. 5. The Street Capital Improvement Plan may be amended from time to time by action of the City Council as future conditions, funding opportunities, and community priorities warrant.
