HomeMy WebLinkAbout2026.07.20 CC MinutesMINUTES City Council Meeting City Hall Council Chambers Monday, July 20, 2026 7:00 p.m. Call to Order Mayor Weidt called the meeting to order at 7:00 p.m. Roll Call and Pledge of Allegiance COUNCIL PRESENT: Krull, Miron, Petryk, Strub, Weidt COUNCIL ABSENT: None OTHERS PRESENT: City Administrator Bryan Bear, City Attorney Dave Snyder, Community Development Director Rachel Juba, City Engineer Mark Erichson, City Clerk Michele Lindau Approve Minutes for the July 6, 2026, City Council Meeting Petryk made motion, Krull seconded, to approve the minutes for the City Council meeting held on July 6, 2026, as presented. All Ayes. Motion carried. Approval of Agenda Weidt made motion, Miron seconded, to approve the agenda as amended to add approval of a lawful gambling exempt permit for the Shoot for the Troops event All Ayes. Motion carried. Fire Department Life Saving Awards Chief Jim Compton Jr. provided background on the life-saving awards. After two life-saving events in 2025, the Hugo Fire Department decided to create an Impact Awards Policy. This policy will be used as a general guideline for recognizing commendable or meritorious acts of firefighters on the Hugo Fire Department and individuals from the community. A committee was created consisting of the Fire Chief, one paid-on-call fire employee, one elected official from the Hugo City Council, the City Administrator, and one member at large. Information was provided on the Department’s AED program. Assistant Fire Chief Dave Jensen talked about how every day, first responders dedicate themselves to serving their communities, training for the unexpected and responding without hesitation in critical situations. From 911 Telecommunications operators to firefighters and paramedics, each individual plays a vital role in the chain of survival. Jensen recognized the coordinated efforts of residents and emergency responders involved in saving Hugo resident Dave Johnson following a cardiac arrest on February 20, 2025. Dave's Council Meeting Minutes for July 20, 2026 Page 2 of 7 wife, Angie Johnson, quickly recognized the emergency, called 911, and began CPR with guidance from Washington County Public Safety Telecommunicator Shelli Topaz. Washington County Deputies Alec Zachrison and Ayda Garcia arrived within minutes, took over CPR, and delivered the first AED shock. Hugo Fire personnel, including Chief Jim Compton Jr., Captain Jason Palmquist, Engineer Brian Esch, and Firefighter Chris Bieniek, responded alongside M Health Fairview EMS Paramedic Jacob Winters and EMT Mason Kestner. Advanced life support measures restored Dave's pulse after multiple defibrillation attempts, and he was transported to St. John's Hospital, where he arrived breathing on his own. Compton and Jensen recognized the following for their professionalism, teamwork, and life- saving actions, which resulted in a successful outcome: 911 Operator Shelli Topaz; Deputies Alec Zachrison and Ayda Garcia; Fairview Paramedics Jacob Winters and Mason Kestner; Fire Chief Jim Compton, Jr; Captain Jason Palmquist; Engineers Brian Esch and Darek Albertson, Chief Engineer Tom Kapszak; Lieutenant Bob Bieniek; and Firefighters Cory Albertson, Darek Albertson, Chris Bieniek, Emily Piepier, and Tom Robinson. Mayor Weidt thanked everyone and was proud to be a part of the committee and of everyone who played a role in this, Dave and Angie Johnson, who had just moved to Hugo two weeks earlier, spoke about the incident saying they appreciated everyone who stepped up and helped Dave. Approve $30,000 Donation from the Hugo Firefighter’s Relief Association Assistant Fire Chief Dave Jensen explained how the AED program was funded through donations. Recently, the Hugo Firefighter’s Relief Association held their annual golf fundraiser, which had 128 golfers, the most ever. They raised a significant amount of money to donate to the City to buy items for the fire department that are not budgeted for. The Relief Association authorized the donation of $30,000 to the Department for extrication tools to be used on the new rescue truck. As president of the relief association, Dave presented a check to the City of Hugo on behalf of the Relief Association. Weidt congratulated them on the successful golf tournament, thanked the sponsors and the firefighters for all they do. Weidt made motion, Strub seconded, to accept the donation of $30,000 from the Hugo Fire Department Relief Association. Approve Donation of $1,000 to the Fire Department from the Thomas Lowenberg Family 5. Approve Resolution Adopting the 165th Street Corridor Alternative Urban Areawide Review (AUAR) 6. Approve Payment Request No. 1 to Bituminous Roadways, Inc. for the 2026 Bald Eagle Industrial Park Area Street Improvement Project 7. Approve Reduction in Letter of Credit for Watercrest of Hugo 2nd Addition 8. Approve Lawful Gambling Exempt Permit for Shoot for the Troops at Wild Wings on September 10, 2026 All Ayes. Motion carried. Approve Claims Roster Adoption of the Consent Agenda approved the Claims Roster as presented. Approve Special Event Permit for the Wilson Tool Company Picnic on August 8, 2026 Wilson Tool has applied for a Special Event Permit for their annual company picnic to be held on Saturday, August 8, 2026, from 11 a.m. to 5 p.m. at Hanifl Fields. This event is free of charge to Wilson Tool employees and their families. Approximately 2,000 people are expected to attend. There will be catered food, alcohol, and activities. There will also be amplified sound for announcements. Council approval is required for any event that serves alcohol, has amplified music, and has attendance of over 200 people. Adoption of the Consent Agenda approved the Special Event Permit for Wilson Tool’s company event. Approve Temporary Liquor License for Hugo Lions Club for the Wilson Tool Picnic on Saturday, August 8, 2026 The Hugo Lions Club has applied for a Temporary Liquor License to serve alcohol at the Wilson Tool Picnic on August 8, 2026. The Club has provided the completed application, application fee, and proof of liquor liability insurance. Adoption of the Consent Agenda approved the Temporary Liquor License for the Wilson Tool Picnic on Saturday, August 8, 2026. Approve Donation of $1,000 to the Fire Department from the Thomas Lowenberg Family While attending a fire department event, the Thomas Lowenberg Family donated a check for Council Meeting Minutes for July 20, 2026 Page 4 of 7 $1,000.00 to the Hugo Fire Department. All donations must be approved by the City Council. Adoption of the Consent Agenda approved the $1,000 donation from the Thomas Lowenberg Family. Approve Resolution Adopting the 165th Street Corridor Alternative Urban Areawide Review (AUAR) The City Council ordered the preparation of an AUAR at their January 5, 2026, City Council meeting. The draft AUAR was prepared and distributed for agency and public comment from April 14 – May 14, 2026. A public meeting was held on March 24, 2026, to present the findings from the draft AUAR and staff collected comments. The City received comments from six governmental agencies and two Hugo residents. The AUAR was revised as necessary based on comments received, and a final AUAR was distributed for a 10-day agency objection period on June 30, 2026. The City received no objections to the AUAR and no additional agency comments were received. Adoption of the Consent Agenda approved RESOLUTION 2026-18 ADOPTING THE ALTERNATIVE URBAN AREAWIDE REVIEW FOR THE 165TH STREET CORRIDOR IN HUGO. Approve Payment Request No. 1 to Bituminous Roadways, Inc. for the 2026 Bald Eagle Industrial Park Area Street Improvement Project Bituminous Roadways, Inc. has submitted Pay Voucher No. 1 in the amount of $390,349.07 for work certified through June 20, 2026, for the 2026 Bald Eagle Industrial Park Area Street Improvement Project. Concrete work in Phase 1 has been completed, along with all the watermain and hydrant work. Adoption of the Consent Agenda approved payment to Bituminous Roadways, Inc. in the amount of $390,349.07. Approve Reduction in Letter of Credit for Watercrest of Hugo 2nd Addition The Watercrest of Hugo 2nd Addition has had substantial work completed to date and Artemis Development Company, LLC, is requesting a reduction in the letter of credit. The current letter of credit for the Shores of Oneka Lake Project is in the amount of $1,560,016. Staff has inspected the work completed to date and recommended Council approval. Adoption of the Consent Agenda approved the reduction in the letter of credit to $156,000 based on the value of work remaining to be completed. Approve Lawful Gambling Exempt Permit for Shoot for the Troops at Wild Wings on September 10, 2026 Staff added this item to the Consent Agenda at the meeting. Shoot for the Troops has applied for a Lawful Gambling Exempt Permit to hold raffles at their shooting event to be held at Wild Wings on Thursday, September 10, 2026. Gambling permits need to be approved by the City before being issued by the state. Adoption of the Consent Agenda approved the Lawful Gambling Exempt Permit for Shoot for the Troops. Council Meeting Minutes for July 20, 2026 Page 5 of 7 Discussion on Honorary Name for Farnham Avenue (South of 130th Street) City Administrator Bryan Bear explained that the City has received a formal request from Wilson Tool to designate the roadway segment of Farnham Avenue, from 130th Street North south to the dead end, as ‘Ken Wilson Way’. The City does not currently have a policy that would address this request, but staff feels if there was, this would seem appropriate given the following: Farnham Ave would remain the official name of the street, the honorary sign would be blue in color and be mounted below the official City sign which is green in color. In addition, staff has discussed this with Fire Chief, Jim Compton Jr, and determined there would be no confusion regarding the official name of the roadway segment. In anticipation of Wilson Tool’s 60th anniversary and Ken Wilson’s 95th birthday, Public Works has created this sign in advance. Wilson Tool has agreed to be invoiced for this work as it is complete. Dave Kassel from Wilson Tool spoke on behalf of Wilson Tool. He explained he has been employed there for over 30 years and is now the facility manager overseeing the campus. He said it is very humbling what Ken Wilson has done for Wilson Tool and the community, and they felt it would be a good way to honor Ken and what he has built. He said there are approximately 450 people working there in White Bear Lake (Hugo). Krull made motion, Petryk seconded, to approve the request to give the street the honorary name, Ken Wilson Way. Reminder - Commissioner Interviews on Wednesday, July 22, 2026 City Administrator Bryan Bear reminded Council that interviews were scheduled for commission vacancies for Wednesday, July 22, 2026, beginning at 6 p.m. in the Conference Room at City Hall. Reminder - Arbor West Grand Opening on Tuesday, July 28, 2026 City Administrator Bryan Bear reminded Council they had scheduled a meeting to attend the Grand Opening of Arbor West Luxury Apartments on Tuesday, July 28, 2026, from 3-6 p.m. at 4631 Rosemary Way. Schedule Midyear Budget Workshop for Wednesday, August 26, 2026 Staff recommended Council schedule the Midyear Budget Workshop for Wednesday, August 26, 2026 Strub made motion, Miron seconded, to schedule the Midyear Budget Workshop for Wednesday, August 26, 2026, at 6 p.m. in the Council Chambers. Council Meeting Minutes for July 20, 2026 Page 6 of 7 Schedule Annual Bus Tour for Saturday, October 3, 2026 Staff recommended Council schedule the Annual Bus Tour for Saturday, October 3, 2026, beginning at 10 a.m. Beginning and ending locations to be determined. Weidt made motion, Petryk seconded, to schedule the Annual Bus Tour for Saturday, October 3, 2026. All Ayes. Motion carried. Schedule Fire Department Open House on Saturday, October 3, 2026 City Administrator Bryan Bear informed Council the Hugo Fire Department will be holding their Open House on Saturday, October 3, 2026, from 11 a.m. to 3 p.m. Miron made motion, Petryk seconded, to schedule a meeting to attend the Fire Department Open House on Saturday, October 3, 2026. All Ayes. Motion carried. Executive Session City Attorney Dave Snyder requested a motion from Council to enter into an Executive Session pursuant to Minn. Stat. 13D.05 Subd 3 (b)--to discuss status of pending litigation in the matter of In Re; System Statement Appeal of the City of Hugo, Court of Administrative Hearings CAH Docket No. 65-2106-41379 as it relates to Hugo and the Metropolitan Council. Petryk made motion, Miron seconded to enter into executive session at 7:42 p.m. All Ayes. Motion carried. Weidt made motion, Miron seconded to resume the regular meeting at 8:49 p.m. All Ayes. Motion carried. City Attorney Dave Snyder explained the Council had just met in Executive Session along with himself, City Administrator Bryan Bear, and Community Development Director Rachel Juba, and City Clerk Michele Lindau. No Council action was taken during the Executive Session. Snyder recapped that the Council was presented with an outline of a proposed settlement to give the City a resolution utilizing planned household, population, and job growth in the City of Hugo that corresponds with the City’s own recommendations. It corrects the Met Council’s proposed numbers and adopts instead those proffered by the City of Hugo. Discussed was staff’s recommendations for approval and other related matters concerning the Met Council’s handling of System Statement adjustments, which are left pending for Council and will be addressed in the future.
