HomeMy WebLinkAbout2013.05.06 RESO 2013-13RESOLUTION 2013-13 APPROVING A SITE PLAN FOR CHRIST LUTHERAN CHURCH FOR A CHURCH ON THE PROPERTY LOCATED AT 4790 ROSEMARY WAY NORTH WHEREAS, Christ Lutheran Church has requested approval of a site plan for a construction of a church and is legally described as follows: Lots 1 and 2, Block 2, Frenchman Place WHEREAS, the Planning Commission has reviewed said site plan on April 25, 2013, and recommends approval subject to the conditions listed in this resolution. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF HUGO, MINNESOTA, that it should and hereby does approve the site plan for Christ Lutheran Church for construction of a church with the following findings: 1. A site plan is approved to allow construction of an approximately 12,000 square foot church with associated daycare facilities on Lots 1 & 2, Block 2 of Frenchman Place in accordance with the plans dated April 15, 2013, except as amended by this resolution. 2. The development shall meet all requirements in Resolution number 2008-17, as amended. 3. Approval is contingent upon City Council approval of the wetland replacement plan 4. The freestanding pylon sign shown on the site plan shall be revised to be a monument sign. Prior to the installation of any signs, the applicant shall obtain a sign permit. 5. If parking issues occur, additional parking shall be constructed as deemed necessary by the City. 6. The applicant will be responsible for the City's water and sewer trunk fees, as well the water (WAC) and sewer (SAC) connection fees to be paid at the time of the building permit. The applicant will also be responsible for the Met Council sewer connection fee (Met Council REQ. 7. The applicant shall obtain all necessary local, state, and federal permits. Prior to commencement of any grading or site development work: 8. All items on the Engineer's memo and "red -line" detailed engineering comments that have been sent directly to the applicant's engineer dated April 17, 2013, shall be addressed. 9. A wetland replacement plan shall be approved by the City. Resolution 2013-13 Page 2 10. The applicant will be responsible for maintaining stormwater facilities and vegetation proposed as a part of the project. A maintenance agreement between the City and the applicant shall be reviewed and approved by the City then recorded against the property. Prior to the commencement of any site development work beyond site grading: 11. Construction plans for the construction of Rosemary Way shall be approved. The project shall be ordered and/or a contract shall be in place for the construction. Prior to the issuance of a building permit: 12. The internal roof drainage system shall be integrated into the building design and shall be reviewed and approved by staff. Areas that are proposed to be drained with gutters and downspouts shall be reviewed and approved by the City staff. Prior to issuance of a Certificate of Occupancy: 13. Rosemary Way shall be complete, subject to approval by the City. 14. Roof -top mechanical equipment shall be completely enclosed with building materials compatible with the building, as required by Section 90-272 of the City Code. 15. All required landscaping shall be fully installed. 16. Drainage and utility easements must be provided surrounding the protected wetlands, stormwater ponds, and the drainage systems conveying runoff from the right of way.
