AN ORDINANCE AMENDING CHAPTER 320 (COMPREHENSIVE LAND USE
REGULATION) TO ADD SECTION 1195-365.1 JUNK VEHICLES AND REPEALING
CHAPTER 200, SECTION 4, NUMBER 17 REGARDING JUNK VEHICLES
THE CITY OF HUGO ORDAINS:
Section 1. The City Council of the City of Hugo does hereby repeal Chapter 200, Section 4, Number
17, and add Section 1195.365.1, Junk Vehicles, of the Hugo City Comprehensive Land Use Regulations
to state the following:
Subd. 1 Junk vehicles, or parts thereof, parked or stored on any public or private property that
are not housed in a building shall be declared a public nuisance. For the purpose of this section
"junk vehicle" shall mean any motor vehicle which is not in operable condition, partially
dismantled, used for a source of repair or replacement parts for other vehicles, kept for
scrapping, dismantling, or salvage of any kind, or which is not properly licensed for operation
within the state.
Subd. 2 Property meeting any of the following criteria shall be allowed no more than two junk
vehicles parked or stored on the property provided that the junk vehicle is screened from
adjacent properties and is not parked on the grass in the front yard:
(A) Property that is zoned Rural Residential, Future Urban Service, Agricultural, or Long
Term Agricultural and includes an inhabited dwelling, or;
(B) Property in any urban residential zoning district that is 10 acres or more and includes
an inhabited dwelling.
Section 2. Severability. In the event that a court of competent jurisdiction adjudges any part of this
Ordinance to be invalid, such judgment shall not affect any other provision of this Ordinance not
specifically included with that judgment.
Section 3. Effective Date. This amendment shall take effect upon its passage and publication.

THE CITY OF HUGO ORDAINS:
