AN ORDINANCE OF THE CITY OF HUGO, WASHINGTON COUNTY,
MINNESOTA, AMENDING THE COMPREHENSIVE LAND USE REGULATIONS
BY ESTABLISHING A FUTURE CENTRAL BUSINESS ZONING DISTRICT
Section 1. The City Council of the City of Hugo does hereby amend the Comprehensive
Land Use Regulation by adding the following:
1150-010.1 PURPOSE: The Future Central Business District (FCBD) represents transition
areas that have been identified as practical and generally suitable for future development as part
of downtown Hugo. The purpose of the Future Central Business District is to provide a holding
zone until a landowner makes application for development, at which time the City may rezone
the affected property consistent with the downtown plan, provided the development does not
result in the premature extension of public utilities or impede planned road improvements.
Residential land uses will be allowed to continue pending future redevelopment consistent with
the City's downtown plan.
1150-020.1 PERMITTED USES: The following are permitted in the FCBD District:
Subd. 1 Daycare Facilities, state licensed, as defined by statute (refer to Sec. 1195-
200.1)
Subd. 2 Essential Public Services (refer to Sec. 1195-230.1)
Subd. 3 Governmental Services (refer to Sec. 1195-320.1)
Subd. 4 Recreational Fields, Structures, and Buildings, City of Hugo only
Subd. 5 Residential Facility (Community Residence) with one to six individuals
(refer to Sec. 1195-180.1)
Subd. 6 Single Family Detached Residential Dwellings (refer to Sec. 1195-670.1)
11150-030.1 ACCESSORY USES: The following are permitted accessory uses in FCBD
District.
Subd. 1 Accessory Buildings (refer to Sec. 1195-030.1)
Subd. 2 Garages, private (refer to Sec. 1195-300.1)
Subd. 3 Home Occupations (refer to Sec. 1195-330.1)
1150-040.1 CONDITIONAL USES: The following are conditional uses allowed in a FCBD
District and require a conditional use permit based upon procedures set forth in and regulated by
Section 1015-080 of this Chapter. Additionally, besides the specific standards and criteria,
which may be cited below for respective conditional uses, each request for a conditional use
permit shall be evaluated, based upon the standards and criteria in Section 1015-080 of this
Chapter.
Subd. 1 Accessory Apartments (refer to Sec. 1195-020.1)
Subd. 2 Antennas (refer to Sec. 1195-050.1)
Subd. 3 Bed and Breakfast Business (refer to Sec. 1195-100.1)
Subd.4 Residential Facility (Community Residence) with seven to sixteen
individuals (refer to Sec. 1195-180.1)
Subd. 7 Twinhomes (Duplexes) (refer to Sec. 1195-690.1)
(1) Site Plan Review is required for multiple -family applications.

following minimum requirements shall be observed in an FCBD District subject to additional
requirements, exceptions and modifications set forth in this Chapter:

Section 2. Severability. In the event that a court of competent jurisdiction adjudges any
part of this Ordinance to be invalid, such judgment shall not affect any other provision of this
Ordinance not specifically included within that judgment.
Section 3. Effective Date. This Ordinance shall be in effect from and after its passage
and publication according to law.
