HomeMy WebLinkAbout2002.02.19 ORD 2002-356CITY OF HUGO WASHINGTON COUNTY, MINNESOTA ORDINANCE NO. 2002- 356 AN ORDINANCE OF THE CITY OF HUGO, WASHINGTON COUNTY, MINNESOTA, REPEALING EXISTING CHAPTER 278, "STREET NAMES," AND REPLACING IT WITH THE FOLLOWING: THE CITY COUNCIL OF THE CITY OF HUGO, WASHINGTON COUNTY, MINNESOTA, DOES HEREBY ORDAIN AS FOLLOWS: WHEREAS, the City of Hugo for many years has used the "Uniform Street Naming and Property Number System for Washington County, Minnesota," as contained in Chapter 278 of the Hugo City Code; and, WHEREAS, the City is desirous of achieving additional flexibility in the naming of streets while still maintaining a coherent and uniform system of naming and numbering streets and properties within the City. NOW, THEREFORE, it is hereby ordained as follows: Section 1. The existing Chapter 278 of the Hugo City Code, Sections 278-1, 278-2 and 278-3, is repealed in its entirety and replaced with the following: Section 2. Administration. The Building Official is responsible for maintaining the uniform naming and numbering system provided for in this Ordinance, and the performance of this responsibility shall be guided by the provisions of this Ordinance. Assignment of street names and building numbers by the Building Official shall be final. The Building Official may assign additional names or numbers in accordance with the Washington County Uniform System whenever property has been subdivided, a new front entrance opened, or undue hardship has been worked on any property owner. Section 3. Assigning of Names. A. The developer, builder or owner's representative at the time of submitting a preliminary plat or plan shall submit a street naming plan for review by the Building Official and the City Staff. Such plan shall be reviewed, approved and modified by the Building Official and City Staff not more than sixty (60) days after the approval of the plat or plan by the City Council, and the assignment of the names and numbers by the Building Official shall be final. B. City streets shall not be required to fall into any pattern of alphabetical sequence. Rev. 02/12/02 1 C. Major emphasis shall be given to avoiding duplicate and similar sounding names, and to attempt, if possible, to maintain a common theme, i.e., names of states, flowers, presidents, etc., within a proposed development which is not similar to other existing developments. D. The Washington County Uniform Street Naming and Property Number System (the "Uniform Policy") is adopted for use in the City of Hugo as provided herein. E. All suffix names presently existing shall be retained, and all future developments, east and west streets will be Streets, and north and south streets will be Avenues. All other streets shall be consistent with the Uniform Policy. F. Existing street names shall be extended where practical. G. Streets running northeast to southwest are called boulevards. H. Streets running northwest to southeast are called roads. I. Meandering streets, cul-de-sacs and other miscellaneous streets are named in accordance with the attached chart. 104111111 A. The Building Official shall assign to any property owner in the City, upon request, a number for each principal building or separate front entrance to such building. B. All properties or principal buildings within the City are allotted numbers in accordance with the following numbering system: Rev. 02/12/02 1. The entire City shall be numbered with one thousand (1000) numbers per mile. 2. East -west streets shall be numbered 4300 —10300. 3. The north -south streets shall be numbered 12000 —18000. 4. Odd numbers shall be assigned on the east and south sides of the streets, and even numbers shall be assigned on the west and north sides of the streets. 5. Meandering streets shall be assigned house numbers as though the street were straight north -south or east west. 6. Property numbers shall be assigned in general accordance with Part II of the Uniform Policy. FAI Section 5. Tyne and Placement of Numbers. A. Each principal building shall bear the number assigned to the frontage on which the front entrance is located. B. Numerals indicating the assigned numbers for each principal building shall be reflectorized and of a color clearly contrasting to the background to which they are mounted. Numerals shall be a minimum of four (4) inches in height and shall be mounted on the building at least five (5) feet above the threshold and within two (2) feet of the main entry. For those buildings not having a main entry facing the street, the numerals shall be placed on the wall facing the street, near the corner of the structure nearest the driveway leading to the structure from the street. For multiple housing areas, the building official may impose additional requirements relating to sizes, location and grouping of numbers as determined to be necessary to meet public safety needs. When the main entry is obstructed from view (example trees) the building official shall approve placement of the numbers in such a manner that they may be observed from the street. C. House numbers shall be included in the final inspection prior to occupancy of new structures performed by the building official. D. When a structure contains more than one living unit (condominium) or one business (mall) as examples, and a number for each is not practical or possible by the City's numbering guidelines, letters or suite numbers may be combined with an address number for the structure. Section 6. S .vee rahility. If any portion of this Ordinance is for any reason held invalid or unconstitutional, such portion shall be deemed a separate, distinct, and independent provision, and such holding shall not affect the validity of the remaining portions thereof. Section 7. This Ordinance shall be in full force and effect from and after its passage and publication according to law.
