AN ORDINANCE OF THE CITY OF HUGO, WASHINGTON COUNTY, MINNESOTA,
AMENDING SECTION 1010-100.1 AND 1090-020.1 OF THE HUGO
COMPREHENSIVE LAND USE REGULATIONS BY ALLOWING PUBLIC AND PRIVATE
CLUBS IN THE RESIDENTIAL SERVICE ZONING DISTRICT
Section 1. The City Council of the City of Hugo does hereby amend Section 1010-100.1 and
1090-020.1 of the Hugo Comprehensive Land Use Regulations by adding the following:
1010-100.1 PUBLIC AND PRIVATE CLUBS: A place of assembly and activity where
membership is required and is directed toward and limited to people with specific interests or a
specific group, and where the sponsoring organization is non-profit. Activities directed toward the
general public may be allowed, provided said activities are accessory to the operation of the club.
1090-020.1 PERMITTED USES: The following are permitted in the RS District:
Subd. I Daycare Facilities, state licensed, 14 or fewer (refer to Sec. 1195-200.1)
Subd. 2 Essential Public Service (refer to Sec. 1195-230.1)
Subd. 3 Government Services (refer to Sec. 1195-320.1)
Subd. 4 Offices, Clinics, and Professional Services (refer to Sec. 1195-520.1)
Subd. 5 Places of Worship (refer to Sec. 1195-540.1)
Subd. 6 Public and Private Clubs
Subd. 7 Retail Sales Facilities (refer to Sec. 1195-600.1)
Subd. 8 Schools (refer to Sec. 1195-610.1)
Section 2. Severability. In the event that a court of competent jurisdiction adjudges any part of
this Ordinance to be invalid, such judgment shall not affect any other provision of this Ordinance no
specifically included within that judgment.
Section 3. Effective Date. This Ordinance shall be in effect from and after its passage and
publication according to law.
