Home My WebLink About2002.12.16 ORD 2002-368CITY OF HUGO ORDINANCE NO. 2002- 368 AN ORDINANCE OF THE CITY OF HUGO, WASHINGTON COUNTY, MINNESOTA ESTABLISHING A HERITAGE PRESERVATION COMMISSION THE CITY COUNCIL OF THE CITY OF HUGO, WASHINGTON COUNTY, MINNESOTA, DOES HEREBY ORDAIN AS FOLLOWS: WHEREAS, Minnesota Statutes §471.193 authorizes a City to establish a Heritage Preservation Committee to preserve and promote historic resources; and . WHEREAS, Whereas, the City has rich historical resources which may be lost or overlooked as the City grows; and WHEREAS, the city is desirous of fostering civic pride in the beauty and notable accomplishments of the past and promoting awareness of the heritage of the City for the education and general welfare of the city's residents and visitors. NOW, THEREFORE, it is hereby ordained by the City Council of the City of Hugo, Washington County, Minnesota, that Chapter 92 of the City Code of the City of Hugo is hereby established providing as follows: Section 92-1. 1. Commission Estahlished. There is hereby established a City of Hugo Heritage Preservation Commission. 2. Power-, and Duties. The powers and duties of the Commission shall be those which are specifically set forth in this Ordinance. The Commission shall have the power to: (a) Collect and distribute information, artifacts or materials which promote the education, awareness and enrichment of citizens and visitors concerning historical matters. i Rev. 12/17/02 (b) To make recommendations to the City Council concerning the collection, maintenance, distribution or display of historical artifacts or information or the creation of historical archives relating to the history of the City and to make recommendations to the City Council concerning the promotion of education and awareness of the history of the City. 1 3. Member. The Commission shall consist of seven (7) members named by the Mayor with the consent of the Council. The Mayor, with the consent of the Council, shall appoint one of the Commission's members to serve as chairperson and one other to serve as alternate or vice -chairperson. Each member so appointed shall serve for a two-year term. The initial appointment shall be made with four (4) of the members being appointed for a one-year term and the chairperson, vice -chairperson and Collections Manager appointed for a two-year term. 4. Meetings. The Commission shall meet from time to time or as specified by Resolution of the City Council. Members of the Commission shall be not be compensated for their service to the City and shall continue to hold office until their successors have been appointed and qualified. 5. Organization. Except as otherwise provided herein, the Commission shall elect officers from its members and shall carry out its duties in conformance with the powers conferred upon it by this Ordinance. The City shall provide the commission with staff support to the extent that resources permit. Section 92-2. SeverahJ ilk. In the event that a Court of competent jurisdiction adjudges any part of this Ordinance to be invalid, such judgment shall not affect any other provision of this Ordinance not specifically included within that judgment. Section 92-3. Fffective gate. This Ordinance shall be in full force and effect from and after its passage and publication according to law.
