ORDINANCE NO. 2001 - 352
AN ORDINANCE AMENDING CHAPTER 20-1, SUBD. B OF THE HUGO CITY CODE
GOVERNING ADJOURNMENT OF REGULAR MEETINGS OF THE CITY COUNCIL
WHEREAS, Chapter 20-1, Subd. B of the Hugo City Code provides that the regular
meetings of the City Council shall be adjourned no later than 11:00 p.m.; and,
WHEREAS, the City Council has observed that, when meetings extend until 11:00 p.m.,
the quality of the deliberation and discussion is reduced; and,
WHEREAS, the City Council is aware that, when more subjects are dealt with earlier in
the evening, more citizens are able to observe the proceedings than when the meeting extends
until 11:00 p.m.; and,
WHEREAS, both the Council and City Staff often are required to commence work early
on the morning following the regular City Council meetings, and when the meetings extend to
11:00 p.m., this becomes difficult; and,
WHEREAS, the City Council believes that, in the interests of efficiency and prompt
administration of City Council business, the public interests would be best served by requiring
that regular meetings of the City Council shall be adjourned no later than 10:00 p.m. rather than
11:00 p.m., and that this would ensure that more citizens can observe the entire Council meeting.
NOW, THEREFORE, it is ordained as follows:
Section 1. Article I, Chapter 20-1, Subd. B of the Hugo City Code is hereby amended to
delete existing Subd. B which provides, "The regular meetings of the City Council shall be
adjourned no later than 11:00 p.m." and insert therein the following:
"The regular meetings of the City Council shall be adjourned no later than 10:00
P.m."
Section 2. Severability. In the event that a court of competent jurisdiction adjudges any
part of this Ordinance to be invalid, such judgment shall not affect any other provision of this
Ordinance no specifically included within that judgment.
Section 3. Effective Date. This Ordinance shall be in full force and effect from and after
its passage and publication according to law.

WHEREAS, Chapter 20-1, Subd. B of the
