HomeMy WebLinkAbout2015.03.16 CC Minutes MINUTES FOR THE CITY COUNCIL MEETING ON MARCH 16.2015 Call to Order Mayor Weidt called the meeting to order at 7:04 p.m. PRESENT: Haas(via Skype), Klein,Petryk, Miron,Weidt ABSENT: None ALSO PRESENT: City Administrator Bryan Bear,Community Development Intern Rachel Leitz, and City Clerk Michele Lindau Approval of Minutes for the March 2.2015 City Council Meeting Klein made motion, Petryk seconded,to approve the minutes for the City Council meeting on March 2, 2015 as presented. Motion carried. Approval of the Agenda Weidt made motion,Miron seconded, to approve the agenda as amended by adding to Council Presentations a short discussion on outdoor emergency sirens. All Ayes. Motion carried. Approval of Good Neighbor Days Festival and Temporary Liquor License-Hugo Lions Club The Hugo Good Neighbor Days Festival this year will be held Thursday,June 4`h- Sunday,June 7th. The Hugo Lions Club will run the event the same as last year with the addition of a VIP tent and a vendor area. Lions Members Michael Sherrill and Rusty Pastorius were in attendance to answer any questions the Council had,and they requested the Council co-sponsor the event by waiving the Special Event Permit and provide police protection for the event,as in the past. They also requested approval of a temporary on-sale liquor license for the event. Petryk made motion, Klein seconded,to co-sponsor the Good Neighbor Days event by waiving the Special Event Permit and providing the services of the Washington County Sheriff's Department. All Ayes. Motion carried. Miron made motion,Klein seconded,to approve the Temporary Liquor License for the Good Neighbor Days Event. All Ayes. Motion carried. Hugo City Council Meeting Minutes for March 16,2015 Page 2 of 6 Presentation of GFOA Award for Excellence in Financial Reporting—and Finance Director Ron Otkin and Accounting Clerk Anna Wobse Finance Director Ron Otkin has received notification from the Government Finance Officers Association of the United States and Canada that the Hugo Finance Department has received the 21"Certificate of Achievement for excellence in financial reporting. This certificate is the highest form of recognition in governmental accounting and financial reporting,and its attainment represents a significant accomplishment by a government and its management. Mayor Tom Weidt and Council recognized Finance Director Ron Otkin and Accounting Clerk Anna Wobse and congratulated them on this achievement. o Fire Department Annual Report-Fire Chief Kevin Colvard Fire Chief Kevin Colvard presented the 2014 Fire Department Annual Report to the Council. Kevin reviewed the operations of the Fire Department, staffing,and provided numbers on the different types and times of calls. He talked about the City's partnership with White Bear Lake ambulance service and the types of calls they responded to. He compared the number calls over the years,which showed an increase. Kevin provided information on training and explained the many events the Fire Department participates in. Goals for 2015 include recruitment and retention, five-year CIP,discussion on ambulance service,and continued leadership development. Firefighter David Jensen talked about the video he created for the Department for recruitment. The Council thanked the Department for all they do. Approval of Claims Adoption of the Consent Agenda approved the Claims Roster as presented. Approve Annual Performance Review for Finance Director Ron Otkin Ron Otkin was hired as the City's Finance Director on April 3, 1989. For the past 26 years,Ron has conducted duties related to the City's Finance Department which includes the annual preparation of the City's budget as well as financing of public improvement projects and accounts payable and accounts receivable. Hugo City Council Meeting Minutes for March 16,2015 Page 3 of 6 Approve Special Event Permit for 2015 Senior Games 5K& 10K Bike Race An application has been submitted by the National Senior Games Association(NSGA)to hold a portion of the 2015 National Senior Games in Hugo. The Games are a 19-sport,biennial competition for men and women age 50 and over and is the largest multi-sport event in the world for seniors.NSGA is requesting to hold the 10K biking event in Hugo on Saturday July 11th from 9 a.m.— 11 a.m.and the 5K on Sunday,July 12th from 12:30 p.m.—3:00 p.m. Approximately 450 bikers are expected at each event. The route will begin at the Withrow Elementary School and travel north on Keystone Avenue(CSAH 57)to 152nd Street and back for the 10K. For the 5K,riders will turn around just north of 140th Street. Full closure of the bike route is necessary. Approximately 35 Hugo residents live along the route and will be notified by mail 30-days prior to the event. NSGA has worked closely with Washington County to provide for officers to help with traffic management along the detour routes. Adoption of the Consent Agenda approved the Special Event Permit for National Senior Games subject to the conditions listed in the permit. Approve Purchase of Public Works Department Water Truck For many years,the Public Works Department has been renting a water truck to assist in the maintenance of the City's gravel roadways. The application of water to gravel roads is critical to the success of the City's chloride dust control program. In the past,when there is insufficient moisture in the gravel,the City has been forced to rent a water truck to assist in this maintenance activity. This truck rental can be quite costly for the city. Over the past five years,the City has spent$47,062.37 on the rental of the water truck. Public Works Director Scott Anderson, is recommending Council approve the purchase plan for a used water truck. The purchase of a water truck is something the Public Works Department has been planning for quite some time. Included in the City's equipment purchasing fund is money for the purchase of a used 4,000 gallon water truck. Adoption of the Consent Agenda approved the search for and purchase of a used 4,000 gallon water truck ranging from$50,000- $70,000. Storm Water Pollution Prevention Program(SWPPP)—Senior Engineering Technician Steve Duff Each year,the City of Hugo is required to hold a public hearing in order to take public comment on the City's Stormwater Pollution Prevention Plan (SWPPP)as part of the City's MS4 NPDES permit with the Minnesota Pollution Control Agency. The City scheduled a public hearing for this evening to present and discuss the Storm Water Pollution Prevention Plan(SWPPP). Senior Engineer Technician Steve Duff presented the SWPPP to the Council outlining the City's activities as a result of implementing the SWPPP. Mayor Weidt opened the public hearing to take public comment on the City's SWPPP. There was no one in attendance who wished to speak. Weidt closed the public hearing. The public hearing is a statutory requirement, and there was no additional action taken by Council. Hugo City Council Meeting Minutes for March 16,2015 Page 4 of 6 Lie islative Updates Concerning Water As part of this year's legislative session, several bills have introduced related to the regional water topics that were discussed at the Water Summit in January with City Council members from Hugo and neighboring communities. City Administrator Bryan Bear explained that staff has been in close contact with area legislators and he expects additional bills to be introduced in the near future. As key deadlines approach in the House and Senate,the City will likely be asked to weigh in on discussions at hearings at the capitol. Bryan provided information on the bills in the legislation that the City has been following, and the Council discussed their position on each. House File 1250 deals with surcharges to user of water from both municipal water supplies and private wells. House File 1043 and Senate File 936 supports bonding of$1,000,000 for Hugo's stormwater reuse projects. House file 1557 and Senate File 1647 relates to a study and proposals for augmenting White Bear Lake water levels. House file 1835 modifies the Metropolitan Area Water Supply Advisory Committee,which would include a technical advisory committee. This bill would modify water supply plan requirements,require reporting to the legislature,and delay implementation of groundwater management area plan. The Senate bill was still pending. Area legislators were asking the City to support these bills. Petryk made motion, Klein seconded,to support the bills dealing with Hugo's Stormwater reuse projects(HF 1043 and SF 936)and the bill relating to the modification of the Metropolitan Area Water Supply Advisory Committee(HF 1835)and remain neutral on the others. All Ayes. Motion carried. Petryk made motion,Klein seconded,to direct staff to send a letter of support for those bills to area legislators. All Ayes. Motion carried. Discussion on Solar Panel Installation on City Property and City Subscription The City has been approached by SolarStone to construct a community solar garden on City owned property located west of the Hugo Post Office. SolarStone would lease the property for 35 years for installation of up to 20,000 panels to produce energy for sale to Xcel Energy to meet the renewable energy requirement set by state law. The City could enter into a subscription agreement for solar power to receive electricity at a discounted rate. Intern Rachel Leitz presented information on solar gardens to Council for discussion. The Council acknowledged that discussions were in the beginning stage,and City Administrator Bryan Bear stated that staff could gather more information if the council was interested. Council Member Haas stated that Xcel is a great community partner, and solar power fits in well with the City's reduce,reuse,replenish,policies. All Ayes. Motion carried. Update on Yellow Ribbon Network Council Members Chuck Haas and Phil Klein updated the Council on the activities of the Yellow Ribbon Network to date. Oneka Ridge Golf Course is the sponsor for this month's Hamburger Night. April 11t is the next packing event. Sal's Angus Grill has a bingo and meat raffle on Saturdays that the YRN and Blue Star Moms staff. Resident Ouestion on Warning Sirens in Hugo Council Member Petryk added this to the agenda as a response to a residents question on why the severe weather warning sirens cannot be heard indoors. It was explained that the sirens are only intended to be heard outdoors,and weather radios are recommended to be used when inside your home. City Administrator Bryan Bear stated that the Sheriff's office is holding an expo on emergency preparedness and weather awareness on Saturday, May rd. He also talked about the grant the City received a few years ago to install additional sirens. If sounded, residents should seek shelter and tune into their TV or weather radio. Workshop with Fire Department on Wednesday.March 18.2015 City Administrator Bryan Bear reminded Council of the workshop scheduled with the Hugo Fire Department Officers to discuss the future of the BLS service in Hugo on Wednesday,March 18, 2015 at 7 p.m. The meeting will be held at Hugo City Hall in the Oneka Room. Food Shelf Pasta Dinner on Saturday.March 21.2015 City Administrator Bryan Bear reminded Council that the Hugo Good Neighbors Food Shelf's 41h Annual Pasta Dinner will be held at the Hugo American Legion on Saturday, March 21,2015 from 6-9 p.m. The proceeds from the dinner will go towards the new Food Shelf building. Council has scheduled this as a meeting to attend. Parks Commissioner Interviews on Monday.March 23.2015 Staff has received four applications for the vacancy on the Parks Commission. At its March 2, 2015 meeting,Council scheduled interviews to be held on Monday, March 23, 2015. City Administrator Bryan Bear reminded Council of this meeting. Hugo City Council Meeting Minutes for March 16,2015 Page 6 of 6 LMC Annual Conference June 24-26.2015 City Administrator Bryan Bear informed Council that the League of Minnesota Cities will be holding their annual conference this year on June 24-26 in Duluth,and to see City Clerk Michele Lindau if interested in attending.
