Call to Order
Mayor Weidt called the meeting to order at 7:00 p.m.
PRESENT: Haas, Klein, Miron, Petryk, Weidt
ABSENT: None
ALSO PRESENT: City Administrator Bryan Bear, Assistant City Attorney Josh Brekken,City
Engineer Jay Kennedy, and City Clerk Michele Lindau
Approval of the July 6.2015 City Council Meeting
Klein made motion, Miron seconded,to approve minutes for the Hugo City Council meeting on
July 6,2015 as presented.
All Ayes. Motion carried.
Approval of the Agenda
Weidt made motion, Haas seconded,to approve the agenda as amended by adding a discussion
on Washington County's Special Event Policy; Irish Avenue Park;July 18, 2015 Storm Damage;
and a Thank You to staff.
All Ayes. Motion carried.
Recognition of Historical Commissioner Chair Kitty Cheesebrow
At its July 6,2015 meeting,Council accepted the resignation of Historical Commissioner Kitty
Cheesebrow. Kitty was a founding member of the Commission since November,2002. The
Mayor and Council recognized Kitty for her volunteer contribution to the Hugo Historical
Commission, and presented Kitty with a Certificate of Appreciation.
Third Annual Charity Golf Tournament-Lions Mike Gallivan and Denny Route
The Hugo Lions Club will hold their Third Annual Charity Golf Tournament on Sunday,August
9,2015 at the Oneka Ridge Golf Course. Proceeds from the event will go towards the Hugo
Good Neighbors Food Shelf Building Fund. Lions Members Mike Gallivan and Denny Route
were in attendance and invited the public to attend.

Approval of Claims
Staff recommends Council approve the Claims Roster as presented.
Approve Resignation of Planning Commissioner and Board of Zoning Member Rick
Gwynn and Advertisement for Planning Commissioner Vacancy
Rick Gwynn had submitted his letter of resignation from the Planning Commission. Rick had
been a member of the Planning Commission since September,2009 and served as Chair of the
Commission since November,2011. As Planning Commissioner,he also served on the Board of
Zoning since December,2011. Adoption of the Consent Agenda approved the resignation of
Planning Commissioner and Board of Zoning Member Rick Gwynn and advertisement for the
vacancy on the Planning Commission.
Approve Request for Planning Commissioners to Submit Letters of Interest for Chair
Position and/or Board of Zoning Vacancy
With the resignation of Rick Gwynn,the Council will need to appoint a new Chairperson of the
Planning Commission and appoint a member of the Planning Commission to serve on the Board
of Zoning Adjustments. Adoption of the Consent Agenda approved the request for interested
Planning Commission Members to submit a letter of interest to the Council for the vacancies.
Approve Special Event Permit for Farm-City Fun Day at the Miron Farm on July 26.2015
The Washington-Ramsey Farm Bureau had submitted an application for a Special Event Permit
for the Farm-City Fun Day to be held at the Miron century family farm, 15250 Homestead
Avenue North,on Sunday,July 26, 2015 from 12:30—4:30 p.m.. A permit is required because
there is expected to be approximately 1,000 people attending the event. Adoption of the Consent
Agenda approved the Special Event Permit subject to the conditions in the permit.
Council Member Miron abstained from voting on this item.

Approve Special Event Permit for Wilson Tool Picnic on August 8.2015
Wilson Tool, Inc. had submitted an application for a Special Event Permit for the annual Wilson
Tool Company Picnic on Saturday,August 8, 2015 from 11:00 a.m.—4:00 p.m.at the Hanifl
Fields and Shelter. This is a private event with an expected attendance of 600-1000 current and
retired employees of Wilson Tool and their families. Food and alcohol will be served free of
charge to the attendees. Adoption of the Consent Agenda approved the Special Event Permit for
the Wilson Tool Company Picnic on August 8, 2015 subject to the conditions in the permit.
Approve Temporary Liauor License for Wilson Tool Picnic on August 8.2015
The Hugo Lions Club had applied for a Temporary Liquor License to serve beer and wine
coolers to the attendees of the Wilson Tool Company Picnic on Saturday,August 8,2015 at the
Hanifl Fields and Shelter.The Lions Club has paid the application fee and provided the
necessary insurance for the event. Adoption of the Consent Agenda approved the Temporary
Liquor License for the Hugo Lions Club to serve alcohol at the Wilson Tool Company Picnic on
Saturday,August 8,2015
Approve Lawful Gambling Exempt.Permit for Dino& Colleen Norring Benefit on
September 27.2015 at the Hugo American Legion
The American Legion Post 620 Auxiliary had submitted a Lawful Gambling Exempt Permit for a
benefit to be held on September 27,2015 at the Hugo American Legion. The benefit is for Dino
and Colleen Norring who are both fighting lung cancer. The permit will allow them to conduct
raffles at the event. Adoption of the Consent Agenda approved the Lawful Gambling Exempt
Permit for the Dino and Colleen Norring benefit.
Approve the Replacement of Public Works Snowplow Truck#201-08
Included in the City's Equipment Purchasing Fund is$185,000 for the replacement of snow plow
truck#206-06 in the year 2016. Also included in this fund is$185,000 for the replacement of
snow plow truck#201-08 in the year 2018 following the City's 10 year equipment replacement
schedule. After reviewing the maintenance history for these two snowplow trucks,Public Works
staff is recommending that we deviate from our 10 year replacement schedule and shift the
replacement years for these two trucks. Staff is recommending that the truck#201-08 be
replaced 2 years ahead of schedule(2016)and truck#206-06 be replaced 2 years behind
schedule(2018). Truck#201-08 is a Sterling tandem axle plow/dump truck that was purchased
in 2007/08. When this truck was built, it was required to meet the first generation of emission
pollution standards. Over the past 21/2 years,the City has invested over$26,000 in parts and
outside labor for the repairs of this truck. In-house labor and down time is not included in this
cost. The repairs for this truck are consistently due to issues with the emissions system failures.
When the emission system senses an issue,the truck shuts down and will not start again. Staff
must tow the truck to Zeigler in Columbus, MN for repairs. The cost of repairs to this truck have
been considerably higher than the repairs to truck#206-06. Truck#206-06 has been reliable and
staff feels confident that a delay in replacing it should not have negative impacts.The truck that
is being specified by Public Works staff to replace truck#201-08 is nearly identical to the truck
that was ordered one year ago. This vehicle and equipment will be purchased off a state contract

through the Cooperative Purchasing Venture(CPV)assuring the City of a fair and discounted
price. Staff has received a trade-in appraisal of$60,000.00 for the existing 2008 Sterling plow
truck currently in operation. Staff feels this is an acceptable value for this truck and will opt to
utilize this offer. Staff recommends that council authorize the trade-in of the 2008 Sterling and
the purchase of a 2016 Mack GU713 SFA chassis and equip it with the snowplow options listed
above at a total cost of$164,087.78. It will take approximately 10-12 months to receive the
completed truck after ordering. Payment will be due upon delivery of the truck in 2016.
Adoption of the Consent Agenda approved the replacement of Public Works snowplow truck
#201-08.
Approve Resolution Approving Site Plan for Hugo Eauipment Company at 13997 Forest
Boulevard North
Quentin Marier,owner of Hugo Equipment Company, is requesting approval of a site plan for a
2,978 square foot building addition.The addition will be attached to the existing 8,993 square
foot building. The building addition is proposed to be used for cold storage. The property is
approximately 1.7 acres and is located in the General Business zoning district. At its July 9,2015
meeting, the Planning Commission reviewed and considered the request.There were a few
comments on adding windows to the building addition.The Planning Commission unanimously
recommended approval of the site plan to the City Council. Adoption of the Consent Agenda
approved RESOLUTION 2015-35 APPROVING A SITE PLAN FOR HUGO EQUIPMENT
COMPANY IN THE GENERAL COMMERCIAL ZONING DISTRICT ON PROPERTY
LOCATED AT 13997 FOREST BOULEVARD NORTH.
Award of Bid for the CSAH 7/8 Intersection Project
The City entered into an agreement with Washington County whereby the City is administering
the CSAH 7/8 intersection project. Washington County is funding 100%of the project cost
through the agreement. At this point,the City has opened bids for the project and the next step is
for the City Council to consider awarding a construction contract. City Engineer Jay Kennedy
reviewed the project and bids with the City Council stating that three bids were received. The
low bidder was Dresel Contracting in the amount of$320,351.34. Construction is expected to
begin in mid-August.
Haas made motion, Klein seconded,to award the bid to Dresel Contracting in the amount of
$320,351.34.

Update on the Bald Eagle Lake Dam Reconstruction Project
City Engineer Jay Kennedy provided an update on the Bald Eagle Lake Dam reconstruction
project. The cost of the project was estimated at$638,000,which was fully funded back in
January through MnDOT Bridge Funds, DNR Dam Safety Funds,and money from the RCWD,
Saint Paul Regional Water Services and the City of Hugo. The City received bids on June 25,
2015,and project is now estimated to be at$820,000 with permitting. Jay explained that high
construction cost this time of year has made it a more expensive project than originally thought
five years ago, leaving a gap of$152,000. The Council has until its September 8,2015 meeting

to award the bid on this project,or possibly lose some funding. Staff is reaching out to MnDOT,
DNR,RCWD,and Bald Eagle Lakeowners' Association for additional funding. Staff will
provide Council an update at the August 3, 2015 Council meeting.
Update on the Water Summit on Thursday.July 16.2015
City Administrator Bryan Bear provided an update on the Water Summit held Thursday,July 16,
2015 at City Hall,which included a BBQ dinner provided by the City of Hugo. Bryan stated
there was good representation of the cities at the meeting as well as the RCWD,DNR,Met
Council, and local legislators. The group reviewed recent legislation and received updates from
Met Council staff on their vision for regional water in the metro area, the master water supply
plan,water reuse and conservation,and grant information that they will be supplying to the
cities. An update was provided on the WBL settlement agreement,and the DNR talked about the
GWMA plan that they expect to initiate by the end of the summer. The was consensus among
the group for meetings to continue and for formalizing of the group.
Council agreed it was a good idea to get together with other cities. Formalizing as a coalition
would be a valuable tool. Staff will prepare a draft Joint Powers Agreement for consideration at
the next Water Summit.
Update on July 18.2015 Storm Damage and a Thank You to Staff
City Administrator Bryan Bear added this to the agenda to update the Council on Hugo's
response to the storm that came through the City on July 18t•during the overnight hours,
resulting in severe tree damage. City crews began removing brush on Saturday to clear roads,
and maintenance of stormwater infrastructure and city owned property will continue this week.
The City has initiated a City-wide storm debris pickup. Public works and contracting crews will
be picking up brush that is placed next to the curb. This should be done before Sunday night for
final cleanup on Monday. More information is available on the City's website.
The Council discussed how to best inform the residents. Bryan explained that staff has been in
the neighborhoods relaying this message,and the information was being spread through social
media. The Citizen's Editor Deb Neutkens was in the audience and stated she would put
something in the next issue coming out on Thursday. Staff will also issue a Code Red alert.
Council Member Petryk added an item to the agenda to thank staff for their cleanup efforts. She
stated that citizens did notice that City staff,Council,and the Fire Department were immediately
out to help.The decision was made quickly to help with brush cleanup, and it was very much
appreciated by residents.
Yellow Ribbon Network Update
Council Members Chuck Haas and Phil Klein provided an update on the City of Hugo's Yellow
Ribbon Network activities. The YRN responded to a request for assistance to help clean up a
site at the Big Marine Vets Camp.They are also responding to a request for playground
equipment. Mike DeVine from DeVine Plumbing will be the sponsor for the next Hamburger
Night. Council Member Haas provided an update on the upcoming Pheasant Hunt.

Washington County Snecial Event Policy-Haas
Haas added this to the agenda to talk about the recent Senior Games bike race that took place
along CSAH 57 stating that neighbors were upset about the closing of the road and the
privatizing of a public road for this use. There was also another biking group doing time trials
on 157t last Saturday. Haas stated that these rural roads aren't wide enough,and other roads are
better suited. He said he also felt there needs to be enforcement on the responsibilities of the
bikers.
Mayor Weidt briefly discussed the Tour de Hugo bike ride that the City was sponsoring, and said
that bikers do have some rights to use the roads,but there needs to be a bigger shoulder. The
Council generally agreed that Washington County needed to be more involved and meet with
bike clubs to look for other alternatives.
City Administrator Bryan Bear stated that staff has been in contact with the permitting authority
at Washington County,and was informed that a workshop is being scheduled with the County
Board. Staff will provide the Council with details when available.
Irish Avenue Park-Haas
Haas added this to the agenda in response to resident complaints in the Irish Avenue Park area
regarding an electronic car racing track being constructed at the Park. Haas asked that staff take
a step back and reengage the neighborhood on what is going to happen at the park.
City Administrator Bryan Bear stated that staff will be sending a letter to residents inviting them
to the August Parks Commission meeting to discuss Irish Avenue Park.
Farm-City Fun Day on Sunday.July 26.2015
City Administrator Bryan Bear informed Council that the Miron family and Washington-Ramsey
Farm Bureau will host a Farm-City Fun Day at the Miron Century Family Farm, 15250
Homestead Avenue North,on Sunday,July 26,2015 from 12:30-4:30 p.m. This is a family
friendly event. Donation will be accepted to support scholarships for agriculture students.The
event is open to the public.

Sunday,July 26, 2015.

Washington County Library Forum on Thursday.July 30.2015
City Administrator Bryan Bear informed Council that Washington County will be holding a
community forum on Thursday,July 30,2015 from 7-9 p.m. at the Forest Lake Service Center as
part of a strategic planning series focused on the future of the Washington County Library
system.

Hugo Lions and HBA Golf Scramble on Sunday August 9.2015
City Administrator Bryan Bear informed Council that the Hugo Lions will be sponsoring the
Scramble at Oneka Ridge to be held on Sunday,August 10, 2014 at 8:30 at the Oneka Ridge
Golf Course. This golf scramble is a benefit to raise funds for the Hugo Good Neighbors Food
Shelf Building Fund. It was noted that Hawkins Polar Chevrolet in White Bear Lake was a huge
sponsor of the event.
Haas made motion, Klein seconded,to send Thane Hawkins a note of thanks for their generosity.

HBA Paddle Boat Event on Thursday.August 20.2015
City Administrator Bryan Bear informed Council that the Hugo Business Association will be
holding a networking event on Thursday,August 20,2015 on a St. Croix River paddle boat
leaving from downtown Stillwater. The event will take place from 6-8:30 p.m. Council has
been invited attend and should RSVP to City Clerk Michele Lindau.
Miron made motion,Klein seconded,to schedule the HBA St. Croix Paddle Boat event as a meeting
on Thursday,August 20,2015.
