HomeMy WebLinkAbout2015.08.17 CC Minutes MINUTES FOR THE HUGO CITY COUNCIL MEETING MONDAY,AUGUST 17,2015 Call to Order Mayor Weidt called the meeting to order at 7:00 p.m. PRESENT: Haas, Klein,Miron,Petryk,Weidt ABSENT: None ALSO PRESENT: City Administrator Bryan Bear, Assistant City Attorney Josh Brekken,City Engineer Jay Kennedy,and City Clerk Michele Lindau Approval of the Minutes for the City Council Meeting on August 3.2015 Klein made motion, Miron seconded,to approve the minutes for the City Council meeting on August 3,2015 as presented. All Ayes. Motion carried. Approval of the Minutes for the National Night Out/Community Night Out on August 4.2015 Petryk made motion, Klein seconded,to approve the minutes for the National Night Out/Community Night Out on August 4,2015 as presented. All Ayes. Motion carried. Approval of the Agenda Weidt made motion,Klein seconded,to approve the agenda as amended to add an announcement of RCWD Public Hearing on JD3. All Ayes. Motion carried. I-35E Improvements and MnPASS Extension Project MnDOT recently completed a study on the I-35E MnPASS Extension Project,which is anticipated to be constructed in 2016. MN DOT MnPASS Policy and Planning Program Director Brad Larsen spoke about the improvement along the I-35E corridor north of St. Paul, which include new bridges and MnPASS Express Lanes. He explained that MN PASS is a state transportation system that provides a congestion-free travel option during peak drive times on highways with high levels of congestion. The project will be done in two phases. Phase 1 is from little Canada road to Cayuga Street and should be completed by the end of this year. Phase 2 is north of Little Canada Road to Highway 96 and should be completed by the end of 2016. MnPASS lanes will be constructed in both phases. He explained that MnPASS is a state transportation system that provides a congestion- free travel option during peak drive times on highways with high levels of congestion. The majority of the time,the lanes will be regular lanes. In peak times,solo drivers must pay a fee. Fees will be posted and users will have an electronic tag on their windshield that will be read Hugo City Council Meeting Minutes for August 17,2015 Page 2 of 7 and their prepaid account will be deducted. Fees will be between$2-$8 and will be used to maintain the MnPASS corridor. Approval of the Consent Agenda Petryk made motion, Klein seconded,to approve the following Consent Agenda: 1. Aanroval of Claims Adoption of the Consent Agenda approved the Claims Roster as presented. Approve Annual Performance Review for Public Works Worker Matt Klein Public Works Worker Matt Klein was hired by the City of Hugo on August 27,2012. Adoption of the Consent Agenda approved the Annual Performance Review for Public Works Worker Matt Klein. Approve Appointment of Bronwen Kleissler as Planning Commission Chair At its July 20, 2015 meeting,Council authorized staff to solicit letters of interest from Planning Commission Members for the position of Chair to fill the vacancy due to the resignation of Rick Gwynn. Staff received one letter from Vice-chair Bronwen Kleissler. Adoption of the Consent Agenda approved the appointment of Bronwen Kleissler as the Planning Commission Chair. Approve Extension of Employment for Amber Lozier for Scanning Proiect The City has begun implementing the process to use Laserfiche for the scanning of documents for record retention and to eventually reach the goal of a paperless office. In February 2015,two temporary employees were hired for the sorting,organizing,and scanning of the Building Department address files. The project is approximately 20%complete.To complete the project more efficiently,staff would like to out-source the scanning portion of the project and retain one part-time temporary employee to sort and organize the files prior to scanning. Adoption of the Consent Agenda approved the extension of temporary employment for Amber Lozier to continue preparing the Building Department address files for outsourced scanning. Hugo City Council Meeting Minutes for August 17,2015 Page 3 of 7 Approve 2a°Reduction in the Letter of Credit for OP3 Prairie Village LLC.Prairie Village 3d Addition OP3 Prairie Village,developer,has requested the City reduce the letter of credit being held for the Prairie Village 3`d Addition. Senior Engineering Technician Steve Duff has inspected the work and recommends approval of the reduction. Adoption of the Consent Agenda approved the reduction of the letter of credit being held for the constructed improvements in the Prairie Village 3`d Addition be reduced to$187,625.00 of the original letter of credit$1,393,000.00. Approve Resolution Approving the Final Plat and Development Agreement for Clearwater Cove The applicant is requesting approval of a final plat in order to plat 28 residential lots and 8 outlots on the 56.26 acre parcel located south of Frenchman Road(CSAH 8)and east of Everton Avenue North.The site is currently vacant.The City Council reviewed the PUD general plan and preliminary plat for Clearwater Cove at its August 3,2015 meeting. The final plat includes 28 lots from the Clearwater Cove preliminary plat. There are no changes to the lots from the preliminary plat.The lots meet the minimum lot standards and requirements outlined in the regulations for the Clearwater Cove PUD. Adoption of the Consent Agenda approved RESOLUTION 2015-41 APPROVING A FINAL PLAT AND DEVLEOPMENT AGREEMENT FOR D.R. HORTON, INC.—MINNESOTA FOR CLEARWATER COVE, subject to minor modifications agreeable to staff and developer. Approve Letter to the St.Croix Valley Daughters of the American Revolution Authorizing the Cleanup of Walker Cemetery Staff has been contacted by the St. Croix River Valley Chapter National Society Daughters of the American Revolution(NSDAR)with a request to allow them to clean up the Walker Cemetery in Hugo located on the north side of 147th Street between Homestead and Irish Avenue. Cleanup would begin around the middle of September and be completed by October 11,2015,which is the date of DAR National Day of Service. Cleanup would involve clearing the weeds around each of the tombstones. Hugo City Code authorizes the Council to delegate a private group to maintain the Walker Cemetery and states they shall report to Council on the status and condition of the cemetery at least annually. Staff had prepared a draft letter to the St. Croix River Valley DAR from Council authorizing them to remove weeds and tall grass from around the headstones at Walker Cemetery and work with staff if there are additional improvements NSDAR wishes to do to the property. Miron removed this from the Consent Agenda to say he remembered his 4-H group doing a project to clean up the Walker cemetery and he was glad there is another group to step up and do that. He added that he has great respect for the Hugo American Legion,who include the cemetery as a stop on Memorial Day. There was discussion about veterans from the Civil war being buried there. Miron made motion,Klein seconded,to approve the letter to the St.Croix Valley NSDAR to cleanup Walker Cemetery. All Ayes. Motion carried. Hugo City Council Meeting Minutes for August 17,2015 Page 4 of 7 Award of Bid for the Bald Eagle Lake Dam Reconstruction Project At its August 3, 2015 meeting,Council was provided an update by City Engineer Jay Kennedy on the status of the funding for the Bald Eagle Lake Dam Reconstruction Project and informed Council that the DNR and MnDOT have provided funds to close the funding gap. Council approved the amended grant agreement with the DNR, and staff now recommends Council award the bid for the project. City Engineer Jay Kennedy informed Council that three bids were received on June 25,2015 with Pember Companies being the low bidder. Staff worked to get the project fully funded. And the DNR revised their permit relating to ongoing maintenance. The city will not be maintaining it or owning it. The City will be notifying residents when the road will be closed Petryk made motion, Klein seconded,to approve the award of bid to Prember Companies in the amount of$616,090.97. All Ayes. Motion carried. Council thanked staff for all their work on the project. Discussion on the Washington County Library Strategic Planning Ouestionnaire City Administrator Bryan Bear discussed with Council the development of Washington County's strategic plan for future library services in the County. A questionnaire had been provided to local officials in Washington County to gain feedback as part of the library strategic planning process. Bryan explained that the County will be holding in depth stakeholder retreats for anyone who may be interested. Bryan offered staff's assistance to complete and submit the questionnaire on behalf of the City Council; however,Council decided to do it separately to provide a broader response. Chad Hanson, 14195 Irish Avenue,talked about the lack of internet access in the rural areas and how they have to pay hundreds of dollars for a Wi-Fi connection. Klein explained how the City is trying to get internet to the rural areas. No formal action was taken. Update on Irish Avenue Park Neighborhood Meeting At their meeting of August 12,2015,the Parks Commission had a neighborhood meeting with residents that live near Irish Avenue Park. Discussions included the temporary use of a radio controlled car track and future uses. City Administrator Bryan Bear explained that the Parks Commission had approved the temporary use of a portion of Irish Avenue Park as a radio controlled car track. This involved the moving of some dirt near the entrance of the park,and the track was restricted to electronic cars only. Neighbors questioned this and were invited to attend the August 12,2015 Parks Commission to discuss it. At the meeting,neighbors voiced concerns regarding noise from the track and others things that happened in the park besides the use of radio controlled cars. Hugo City Council Meeting Minutes for August 17,2015 Page 5 of 7 Bryan informed the Council that staff had met earlier in the day with the Washington County Sheriff's Department to talk about concerns at the park. Sergeant Wayne Johnson said he researched the complaints and found there were not many issues besides some noise complaints. There were a couple of instances where juveniles were asked to leave. Haas stated he was in attendance at the meeting and has also talked to the deputies who have responded to calls. Haas said he found that response times to the calls were quick,and he is confident that it is being acceptably monitored. Hass had also checked into alleged hunting violations and found that nothing has been brought to the attention of the MN DNR regarding game violations. These concerns are separate from the electronic car track issue. Haas stated that there may be other spots better suited for the car track. The Council generally agreed, stating that if it is an amenity to the residents,there are options. Chad Hanson, 14195 Irish Avenue,said his main concerns that it is an individual outside the City who started the track, and stated that the small cars are not terribly loud. Hanson said he felt this would not be a great place if it is used all the time since there are no regulations, and he suggested there should be. He stated that the cars are not really the problem,but the process was not followed and there were other concerns at the park. People are driving in the ditch, and he suggested having gates at the entrance that can be shut after hours. He had also heard there was deer poached at the park. Larry Hanson, 14355 Irish Avenue North, lives across from the park. Hanson said police scanners were alerting the kids when calls were made to the Sheriff's Department,and there is an ineffectual attempt to regulate what's going on there. The electronic track is just a start for more problems since there is no control or lighting. There are two spots at Hanifl Fields that would be better suited,and he did not think the race track is an appropriate use of the park. City Administrator Bryan Bear stated that he would pass all comments on to the Parks Commission. The Council agreed with the Parks Commission's intent to monitor the use of the track and evaluate it next year. If it is an amenity to the residents,there are options. Yellow Ribbon Network Update Council Member Haas and Klein reported to Council on the Yellow Ribbon Network activities held recently. The YRN responded to a request to repair playground equipment. Haas talked about the support from the Family Readiness Group on the packaging events and the high cost of mailing items, suggesting buying and send PX cards to troops that are employed at a base. Xcel energy is the burger night sponsor this month.The Suicide Awareness Group is having a run and they are looking for support on September 16t. Hugo Area Business Association Networking Meeting on Thursday.August 20.2015 City Administrator Bryan Bear reminded Council of the Hugo Area Business Association networking meeting on Thursday,August 20,2015.The meeting will take place on the St.Croix Paddle Boats departing from downtown Stillwater at 6 p.m. Hugo City Council Meeting Minutes for August 17,2015 Page 6 of 7 Midyear Budget Workshop on Monday.August 24.2015 City Administrator Bryan Bear reminded Council of the Midyear Budget Workshop Monday, August 24,2015. The workshop will begin at 6 p.m. in the Council Chambers. Stillwater School Superintendent Meeting on Wednesday.August 26.2015 City Administrator Bryan Bear reminded Council informed Council they had been invited to an informal meeting on Wednesday,August 26,2015 to meet the new Superintendent of Stillwater Area Public Schools Denise Pontrelli. The meeting will be from 5-7 p.m. at the Lake Elmo Bank, 1937 Greeley Street South, Stillwater. Application for Appointment to the Browns Creek Watershed District Board City Administrator Bryan Bear informed Council that the terms of two members of the Browns Creek Watershed District Board are expiring on October 21, 2015. The County is requesting cities submit a list of nominees interested in being on the Board before September 4, 2015. Nominees must be wholly or partially in the Browns Creek Watershed District. Anyone interested should contact Hugo City Hall. Schedule Annual Citywide Bus Tour for Saturday,September 19 or October 3,2015 Annually,the City of Hugo holds a Citywide Bus Tour for Council,Commissions and residents who would like to visit areas of interest in the City. The tour has been held on a Saturday morning for the past several years and received good attendance. City Administrator Bryan Bear recommended Council schedule the Citywide Bus Tour for Saturday, September 19 or October 3, 2015 beginning at 10 a.m.with lunch to follow. A starting point of the tour will be determined according to route,and staff will apprise Council of the meeting location at the September 8,2015 meeting. Petryk made motion, Miron seconded,to schedule the Citywide bus tour for Saturday,October 3, 2015 All Ayes. Motion carried. Announcement of Rice Creek Watershed District Public Hearing on JD3 City Administrator Bryan Bear added this to the agenda to inform Council of the RCWD public hearing to be held on Monday,August 31,2015 at 6:30 p.m. at Hugo City Hall to receive public comment on the Judicial Ditch 3 drainage alignment and configuration of the drainage system right-of-way.
